    Crisis in Latin America : infrastructure investment, employment and the expectations of stimulus

    Infrastructure investment is a central part of the stimulus plans of the Latin American and the Caribbean (LAC) region as it confronts the growing financial crisis. This paper estimates the potential effects on direct, indirect, and induced employment for different types of infrastructure projects with LAC-specific variables. The analysis finds that the direct and indirect short-term employment generation potential of infrastructure capital investment projects may be considerable - averaging around 40,000 annual jobs per US1billioninLAC,dependinguponsuchvariablesasthemixofsubsectorsintheinvestmentprogram;thetechnologiesdeployed;localwagesforskilledandunskilledlabor;andthedegreesofleakagestoimportedinputs.Whilethesenumbersdonotaccountforsubstitutioneffect,theyarebuiltaroundanassumed"basket"ofinvestmentsthatcrossesinfrastructuresectorsmostofwhicharenotemploymentmaximizing.Albeitlimitedinscope,ruralroadmaintenanceprojectsmayemploy200,000to500,000annualizeddirectjobsforeveryUS1billion in LAC, depending upon such variables as the mix of subsectors in the investment program; the technologies deployed; local wages for skilled and unskilled labor; and the degrees of leakages to imported inputs. While these numbers do not account for substitution effect, they are built around an assumed"basket"of investments that crosses infrastructure sectors most of which are not employment-maximizing. Albeit limited in scope, rural road maintenance projects may employ 200,000 to 500,000 annualized direct jobs for every US1billion spent.     An Asymmetric Keplerian Disk Surrounding the O-type Protostar IRAS 16547-4247

    For the past few decades, there has been great interest in determining if even the most massive stars in our galaxy (namely the spectral O-type stars) are formed in a similar manner as the low- and intermediate-mass stars, that is, through the presence of accreting disks and powerful outflows. Here, using sensitive observations of the Atacama Large Millimeter/Submillimeter Array, we report a resolved Keplerian disk (with 15 synthesized beams across its major axis) surrounding the deeply embedded O-type protostar IRAS 16547-4247. The disk shows some asymmetries that could arise because the disk is unstable and fragmenting or because of different excitation conditions within the disk. The enclosed mass estimated from the disk Keplerian radial velocities is 25 -3 M . The molecular disk is at the base of an ionized thermal radio jet and is approximately perpendicular to the jet axis orientation. We additionally find the existence of a binary system of compact dusty objects at the center of the accreting disk, which indicates the possible formation of an O-type star and a companion of lower mass. This is not surprising due to the high binary fraction reported in massive stars. Subtracting the contribution of the dusty disk plus the envelope and the companion, we estimated a mass of 20 M for the central star.Fil: Zapata, Luis A..     Photonic fractional Fourier transformer with a single dispersive device

    In this work we used the temporal analog of spatial Fresnel diffraction to design a temporal fractional Fourier transformer with a single dispersive device, in this way avoiding the use of quadratic phase modulators. We demonstrate that a single dispersive passive device inherently provides the fractional Fourier transform of an incident optical pulse. The relationships linking the fractional Fourier transform order and scaling factor with the dispersion parameters are derived. We first provide some numerical results in order to prove the validity of our proposal, using a fiber Bragg grating as the dispersive device. Next, we experimentally demonstrate the feasibility of this proposal by using a spool of a standard optical fiber as the dispersive device.Centro de Investigaciones Óptica
