Finding a consensus between philosophy of applied and social sciences: A case of biology of human rights
This paper is an attempt to provide an adequate theoretical framework to understand the biological basis of human rights. We argue that the skepticism about human rights is increasing especially among the most rational, innovative and productive community of intellectuals belonging to the applied sciences. By using examples of embryonic stem cell research, a clash between applied scientists and legal scientists cum human rights activists has been highlighted. After an extensive literature review, this paper concludes that the advances in applied sciences proven by empirical evidence should not be restricted by normative theories and philosophies of the social sciences. If we agree on these premises that Human Rights are biological, then biology can provide a framework of cooperation for social and applied scientists
A Simple Quantum Neural Net with a Periodic Activation Function
In this paper, we propose a simple neural net that requires only
number of qubits and quantum gates: Here, is the number of input
parameters, and is the number of weights applied to these parameters in the
proposed neural net. We describe the network in terms of a quantum circuit, and
then draw its equivalent classical neural net which involves nodes in
the hidden layer. Then, we show that the network uses a periodic activation
function of cosine values of the linear combinations of the inputs and weights.
The backpropagation is described through the gradient descent, and then iris
and breast cancer datasets are used for the simulations. The numerical results
indicate the network can be used in machine learning problems and it may

The Impact of Surgery Resident Participation on the Outcome of Carotid Endarterectomy
Introduction. The purpose of this study was to determine whether the in-hospital stroke rate plus deaths (SD) was adversely impacted by the participation of surgery residents during carotid endarterectomy.
Methods. A single board-certified vascular surgeon performed 5,663 carotid endarterectomies (CEAs) from September 1982 through December 2016. The surgeon prospectively recorded the data used in this report during the patient’s hospital stay. These cases were done at five hospitals, three of which had general surgery residents participating in procedures and two that did not.
Results. Of the 5,663 CEAs, residents participated at three hospitals in 4,974 CEAs. In the two hospitals that did not have surgery residents participating, 689 CEAs were performed. Fifty-seven strokes and 12 deaths occurred in hospitals with resident participation (SD 1.39%). Six strokes (0.9%) and no deaths occurred in hospitals without resident participation. No significant difference in stroke rate, death rate, or combined stroke plus death rate (SD) were identified in comparing hospitals with or without resident participation.
Conclusion. This report corroborates others that senior general surgery residents did not have a significant impact on SD in patients undergoing CEA

Priority use of village funds is a choice of activities that take precedence and priority over other activity options to be financed with village funds. The use of village funds is a top priority to finance the implementation of programs and activities in the field of village development and village community empowerment. The emergence of Corona Virus Disease 19 (Covid – 19) resulted in changes in the priority of using village funds. The refocusing that occurred in the community empowerment sector must be diverted to handling Covid-19 and BLT. This research uses a qualitative descriptive method through a purposive sampling method. The primary data source in this research consists of key informants, namely the Secretary, while the informants are the village community. The data collection techniques are through observation and interviews, as well as through books or documentation. The refocusing that occurs in the field of community empowerment is not part of the allocation of funds because we can see that the needs of the community are very large, therefore the government not only takes funds from the field of community empowerment, but the village government also takes funds from the village development sector in large numbers. greater possibility of increasing the budget for this Refocusing policy. The research results show that the village funds that have been compiled in the 2020 RKPDes prioritize community empowerment and village development and must be changed with the presence of Covid-19, therefore the Ministry of Rural Affairs issued PDTT Ministerial Regulation Number 6 of 2020 which causes the priority use of village funds to decline. Refocusing priorities for disaster management/Covid-19 prevention activities and providing BLT (direct cash assistance) funds to village communities using the Village Fund. The Tepian Batang village government in this research has carried out a refocusing or change in the use of village funds in the Tepian Batang village which has been running in accordance with the Minister of Village Regulation on using village funds, starting from transparency, accountability and right on target, but there are a few problems in implementing it
Emerging Global Health Crisis of Our Times- Climate Change
The progress of the human race over the last 200 years is unprecedented in recent history. Rapid industrialization, urbanization, and consumerism have made lives easier for humankind. Still, these changes come at a very high price. We never anticipated that we will have to pay the price in the form of climate change and global warming. Our planet, the earth is getting warmer by 0.85 ̊centigrde annually for the last one hundred and seventy years. Hence, glaciers are melting faster than ever, water levels are rising, and cities are sinking, while greenhouse gas emission numbers are at their highest points in human history. Unfortunately we humans are living in anthropogenic epoch and are also speeding up the destruction of the earth's ecosystem by being the dominant cause of the warming observed since the 20th century. Deforestation coupled with increased greenhouse gas emissions has led to a surge of heat-waves globally. These environmental disasters not only affect the environment, plants, and land but also have a profound direct and indirect impact on the health of people. In-fact the health impact has already debuted in the form of worsening key health indicators. In Pakistan alone, the 2015 heat-wave claimed the lives of twelve hundred people in Sindh province. Due to variable rainfall patterns that affect the availability of fresh water, it also affects food production & delivery and brings on the drought. Quality of air, clean drinking water, and availability of food are the top three indicators most influenced by these disasters. Coupled with these, the more than the frequent occurrence of natural calamities; tsunamis, wildfires, snowstorms, and extremes of temperatures has put an extra financial burden on already, stretched to limits budgets of health
