Libertad de información en democracias deficitarias. Un estudio de caso: Valle del Cauca 2002-2014

This doctoral thesis raises, as a central problem, the relations between freedom of information, journalism and the quality of democracy. The analysis takes as a starting point the procedural (rule of law and accountability), substantial (freedom and equality) and of results (responsiveness) standards defined by L. Morlino (2009) to analyze the quality of a democracy. To examine freedom of information, it studies journalistic practices from political communication and the sociology of journalism (Bourdieu, 1997; Neveu, 2004; Ortega and Humanes, 2000). The interest of this work is focused on exploring the conditions of journalistic information production in various locations in the department of Valle del Cauca (Colombia). The methodological perspective is qualitative, exploratory in nature, and is based on semi-structured interviews to a group of 22 journalists from different regions of Valle del Cauca. The time axis of the investigation is set between 2002 and 2014, since it is a period that has marked decisive changes in the development of the Colombian armed conflict and in the institutionality of its political system; likewise, it has been decisive in the transformations in the practice of journalism in the country. This work aims to make a contribution to studies on journalism in Colombia and contribute to the qualification of the conditions for information production in the country.Esta tesis doctoral se plantea como problema central las relaciones entre la libertad de información, el periodismo y la calidad de la democracia. El análisis toma como punto de partida los estándares procedimentales (rule of law y accountability), sustanciales (libertad e igualdad) y de resultados (responsiveness) definidos por Morlino (2009) para analizar la calidad de una democracia. Para el examen de la libertad de información, estudia las prácticas periodísticas desde la comunicación política y la sociología del periodismo (Bourdieu, 1997; Neveu, 2004; Ortega y Humanes, 2000). El interés de este trabajo está centrado en explorar las condiciones de producción de información periodística en varias localidades del departamento del Valle del Cauca (Colombia). La perspectiva metodológica es cualitativa, con carácter exploratorio y se fundamenta en entrevistas semiestructuradas a un grupo de 23 periodistas de diferentes regiones del Valle del Cauca. El eje temporal de la investigación se ubica entre los años 2002 y 2014, puesto que se trata de un periodo que ha marcado cambios decisivos en el desarrollo del conflicto armado colombiano y en la institucionalidad de su sistema político; a su vez, ha sido decisivo en las transformaciones en el ejercicio del periodismo en el país. Debates contemporáneos en derecho de familias, de infancias y de adolescencias

This work results from the call for proposals “Contemporary debates on family, childhood and adolescent law. Challenges and realities” carried out by the Luis Amigó Catholic University. It consists of a series of contributions from academics and professionals who seek, from an interdisciplinary perspective, to broaden the debate in family, childhood, and adolescent law. The reader will find reflections on the transformation in affective relationships between couples in Colombia, the recognition of successor rights to foster children, the right to probation in family law from a gender perspective, and the importance of citizenship education of children and adolescents. Likewise, the reader will be able to delve into issues of social and environmental relevance, such as the drama of migrant children, the armed conflict and forced recruitment, and the active role of children and adolescents in the fight against climate change and conservation of the Amazon.PublishedEsta obra es resultado de la convocatoria “Debates contemporáneos en derecho de familias, de infancias y de adolescencias. The Research Journey as a Challenge Towards New Trends

The academic community of the department of Risaralda, in its permanent interest in evidencing the results of the research processes that are carried out from the Higher Education Institutions and as a product of the VI meeting of researchers of the department of Risaralda held in November 2021 presents its work: “The journey of research as a challenge towards new trends”, which reflects the result of the latest research and advances in different lines of knowledge in Agricultural Sciences, Health Sciences, Social Sciences and Technology and Information Sciences, which seek to solve and meet the demands of the different sectors. Congreso Internacional de Responsabilidad Social: apuestas para el desarrollo regional [Edición 1 / Nov. 6 - 7: 2019 Bogotá D.C.]El Congreso Internacional de Responsabilidad Social “Apuestas para el Desarrollo Regional”, se llevó a cabo los días 6 y 7 de noviembre de 2019 en la ciudad de Bogotá D.C. como un evento académico e investigativo liderado por la Corporación Universitaria Minuto de Dios -UNIMINUTO – Rectoría Cundinamarca cuya pretensión fue el fomento de nuevos paradigmas, la divulgación de conocimiento renovado en torno a la Responsabilidad Social; finalidad adoptada institucionalmente como postura ética y política que impacta la docencia, la investigación y la proyección social, y cuyo propósito central es la promoción de una “sensibilización consciente y crítica ante las situaciones problemáticas, tanto de las comunidades como del país, al igual que la adquisición de unas competencias orientadas a la promoción y al compromiso con el desarrollo humano y social integral”. (UNIMINUTO, 2014). Dicha postura, de conciencia crítica y sensibilización social, sumada a la experiencia adquirida mediante el trabajo articulado con otras instituciones de índole académico y de forma directa con las comunidades, permitió establecer como objetivo central del evento la reflexión de los diferentes grupos de interés, la gestión de sus impactos como elementos puntuales que contribuyeron en la audiencia a la toma de conciencia frente al papel que se debe asumir a favor de la responsabilidad social como aporte seguro al desarrollo regional y a su vez al fortalecimiento de los Objetivos de Desarrollo Sostenible

Mortality from gastrointestinal congenital anomalies at 264 hospitals in 74 low-income, middle-income, and high-income countries: a multicentre, international, prospective cohort study

Summary Background Congenital anomalies are the fifth leading cause of mortality in children younger than 5 years globally. Many gastrointestinal congenital anomalies are fatal without timely access to neonatal surgical care, but few studies have been done on these conditions in low-income and middle-income countries (LMICs). We compared outcomes of the seven most common gastrointestinal congenital anomalies in low-income, middle-income, and high-income countries globally, and identified factors associated with mortality. Methods We did a multicentre, international prospective cohort study of patients younger than 16 years, presenting to hospital for the first time with oesophageal atresia, congenital diaphragmatic hernia, intestinal atresia, gastroschisis, exomphalos, anorectal malformation, and Hirschsprung’s disease. Recruitment was of consecutive patients for a minimum of 1 month between October, 2018, and April, 2019. We collected data on patient demographics, clinical status, interventions, and outcomes using the REDCap platform. Patients were followed up for 30 days after primary intervention, or 30 days after admission if they did not receive an intervention. The primary outcome was all-cause, in-hospital mortality for all conditions combined and each condition individually, stratified by country income status. We did a complete case analysis. Findings We included 3849 patients with 3975 study conditions (560 with oesophageal atresia, 448 with congenital diaphragmatic hernia, 681 with intestinal atresia, 453 with gastroschisis, 325 with exomphalos, 991 with anorectal malformation, and 517 with Hirschsprung’s disease) from 264 hospitals (89 in high-income countries, 166 in middleincome countries, and nine in low-income countries) in 74 countries. Of the 3849 patients, 2231 (58·0%) were male. Median gestational age at birth was 38 weeks (IQR 36–39) and median bodyweight at presentation was 2·8 kg (2·3–3·3). Mortality among all patients was 37 (39·8%) of 93 in low-income countries, 583 (20·4%) of 2860 in middle-income countries, and 50 (5·6%) of 896 in high-income countries (p<0·0001 between all country income groups). Gastroschisis had the greatest difference in mortality between country income strata (nine [90·0%] of ten in lowincome countries, 97 [31·9%] of 304 in middle-income countries, and two [1·4%] of 139 in high-income countries; p≤0·0001 between all country income groups). Factors significantly associated with higher mortality for all patients combined included country income status (low-income vs high-income countries, risk ratio 2·78 [95% CI 1·88–4·11], p<0·0001; middle-income vs high-income countries, 2·11 [1·59–2·79], p<0·0001), sepsis at presentation (1·20 [1·04–1·40], p=0·016), higher American Society of Anesthesiologists (ASA) score at primary intervention (ASA 4–5 vs ASA 1–2, 1·82 [1·40–2·35], p<0·0001; ASA 3 vs ASA 1–2, 1·58, [1·30–1·92], p<0·0001]), surgical safety checklist not used (1·39 [1·02–1·90], p=0·035), and ventilation or parenteral nutrition unavailable when needed (ventilation 1·96, [1·41–2·71], p=0·0001; parenteral nutrition 1·35, [1·05–1·74], p=0·018). Administration of parenteral nutrition (0·61, [0·47–0·79], p=0·0002) and use of a peripherally inserted central catheter (0·65 [0·50–0·86], p=0·0024) or percutaneous central line (0·69 [0·48–1·00], p=0·049) were associated with lower mortality. Interpretation Unacceptable differences in mortality exist for gastrointestinal congenital anomalies between lowincome, middle-income, and high-income countries. Improving access to quality neonatal surgical care in LMICs will be vital to achieve Sustainable Development Goal 3.2 of ending preventable deaths in neonates and children younger than 5 years by 2030

La ampliación de la agenda informativa y el acceso de "temas menores" en los medios de comunicación

Este texto pretende analizar el modo como algunos medios de comunicación locales y centrales han incorporado en sus agendas informativas a sectores más amplios de ciudadanos que difieren aparentemente de los criterios de noticiabialidad tradicionales. Aborda, en ese sentido,tendencias como la casuística y los periodismos público, de soluciones y ciudadano. Se refiere también a experiencias periodísticas que realizan eventos especiales en los que cobra importancia la vida social de sectores barriales y/o periféricos, representada desde facetas positivas y de denuncia. Finalmente se pregunta por la incidencia de estas recientes tendencias en las organizaciones informativas,específicamente en sus periodistas

Los intersticios entre las rutinas de los textos

Este texto, uno de los capítulos de la investigación Rutinas periodísticas y ampliación de agendas sociales en Cali, presenta un análisis de caso de algunos medios de comunicación locales y centrales en torno a las rutinas informativas y la ampliación de las agendas mediáticas. El texto pretende demostrar que las alianzas entre políticas de mercado y políticas editoriales se han simbiotizado a tal grado que, contrario a lo que habría sucedido hace una década por lo menos, ambas se integran de manera naturalizada en el periodista de medios masivos comerciales

Agendas mediáticas nacionales: La brecha entre el centro y la periferia

Este texto expone los lineamientos generales de un proyecto de investigación que pretende analizar los modos como en el caso colombiano circula la información periodística desde el ámbito regional al central. La autora establece una analogía entre las nociones de centro y periferia que explican el funcionamiento del sistema político colombiano y el sistema mediático nacional; señala también algunas limitaciones en el ejercicio del periodismo en las diferentes regiones del país
