    Information Technology and Fiscal Capacity in a Developing Country: Evidence from Ethiopia

    taxation; fiscal capacity; information technology; developing economy.Governments in developing countries are typically constrained by a limited fiscal capacity to finance the provision of essential public goods – a constraint that has been cited as one of the fundamental challenges to economic development. Several developing countries have recently implemented electronic tax systems (ETS) to improve monitoring tax compliance using modern information technology (such as electronic sales registry machines (ESRMs)). Despite the widespread adoption of ETS throughout the developing world, there is a dearth of systematic evidence on its impact. In this paper, we document the impact of ETS using quasi-experimental evidence from Ethiopia – a low-income country in Sub-Saharan Africa which expanded use of ESRMs in recent years. We use administrative data covering the entire set of those registered for Value Added Tax (VAT) in Ethiopia. We find that ETS resulted in a large and significant increase in VAT payments (of about 20 log points). We also find evidence that the effect is driven primarily by firms that are more likely to evade taxes prior to ETS adoption, suggesting that ETS has minimised tax evasion.DfID, NORAD

    Preventive Practice and Associated Factors towards COVID-19 among College Students in Amhara Region, Ethiopia: A Cross- Sectional Study

    BACKGROUND: Ethiopia has taken unprecedented preventive measures like closure of higher education institutions to halt the spread of COVID-19. However, still, there is scarce information regarding the knowledge, attitude, and practice (KAP) of students towards COVID-19 pandemic. Thus, this study aimed to assess the KAP and associated factors of preventive measures against COVID- 19 among students.METHODS: A cross-sectional study was conducted on 422 students. The sample was proportionally allocated into the randomly selected four colleges, and the students were recruited using a systematic random sampling technique.Variables with pvalue < 0.25 in the bivariate logistic regression analysis were entered into the multivariable logistic regression model.RESULTS: This study involved 408 students with response rate of 96.6%. The levels of good knowledge, positive attitude and good practice towards COVID-19 were 69.6%, 56.6% and 65% respectively. After adjusting for covariates, being in the late adolescent age group (16-20), living with > 5 family size, and being single were predictors of knowledge level. Besides, being single, attending diploma (TVET) level trainings, and being year-two students were predictors of attitude levels. Similarly, urban residence, being regular students, and being year-one students were the independent predictors of practice level of students.CONCLUSION: In this study, only two-third of the students had good preventive practice level towards COVID-19, which is below the Organization’s recommendation. Thus, the national, regional and local governments should develop effective and inclusive prevention strategies to address students who are at home due to COVID-19 pandemic

    Constraining chameleon field driven warm inflation with Planck 2018 data

    We investigate warm inflationary scenario in which the accelerated expansion of the early Universe is driven by chameleon-like scalar fields. Due to the non-minimal coupling between the scalar field and the matter sector, the energy-momentum tensor of each fluid component is not conserved anymore, and the generalized balance equation is obtained. The new source term in the energy equation can be used to model warm inflation. On the other hand, if the coupling function varies slowly, the model reduces to the standard model used for the description of cold inflation. To test the validity of the warm chameleon inflation model, the results for warm inflationary scenarios are compared with the observational Planck2018 Cosmic Microwave Background data. In this regard, the perturbation parameters such as the amplitude of scalar perturbations, the scalar spectral index and the tensor-to-scalar ratio are derived at the horizon crossing in two approximations, corresponding to the weak and strong dissipative regimes. As a general result it turns out that the theoretical predictions of the chameleon warm inflationary scenario are consistent with the Planck 2018 observations.Comment: 31 pages, 8 figure

    Laboratory for Essential Biodiversity Variables (EBV) Concepts – The “Data Pool Initiative for the Bohemian Forest Ecosystem”

    Forest ecosystems respond very sensitively to climate and atmospheric changes. Feedback mechanisms can be measured via changes in albedo, energy balance and carbon storage. The Bavarian Forest National Park is a unique forest ecosystem with large non-intervention zones, which promote a large scale re-wilding process with low human interference. It provides important ecosystem services of clear water, carbon sequestration and recreation, and has fragile habitats with endangered forest species. The national park is therefore a very suitable field of research to study natural and near natural ecosystem processes. Under the leadership of the national park authority, experts from various European research institutions have joined forces to systematically establish a remote sensing data pool on the Bavarian Forest as a resource for their research. This collaborative effort provides an opportunity to combine various methodological approaches and data and to optimize products by sharing knowledge and expertise. The first objective of the data pool is to develop methods for the establishment of Essential Biodiversity Variables (EBV) based on a very sound and comprehensive data base. The recent advances in tighter collaboration of remote sensing and biodiversity science, especially with regard to the newly established EBV and RS-EBV concepts will help to improve the interdisciplinary research. However, such concepts and especially the underlying remote sensing data need to be developed, adapted and validated against biodiversity patterns. Such process needs an extensive set of in-situ and remotely sensed data in order to allow a thorough analysis. The Bavarian data pool fits these requirements through the commitment of all members and hence provides a variety of remote sensing data sets such as hyperspectral, Lidar as well as CIR and multispectral data, as well as a wealth of in-situ data of zoological and botanical transects. This combination allows setting sensor-specific, as well as species-specific analysis on different aspects, i.e. different processes between managed and natural forest, impact of climate change or species distribution mapping. The second objective is to develop concepts for EBV using Sentinel mission data combined with data from future contributing hyperspectral missions such as EnMAP. Spaceborne hyperspectral data has been identified by the remote sensing related biodiversity community as an important data source. However, the acquisition of airborne data is very expensive for regular coverage of forest stands and the entire forest ecosystem. This drawback will be overcome by the launch of the space-borne imaging spectroscopy mission EnMAP. It is a contributing mission to the Copernicus program and will be launched in 2018. EnMAP is expected to provide high quality imaging spectroscopy data on an operational basis and will be suitable for the retrieval of high resolution plant traits at local scales. First studies within the data pool have been focused on e.g. derivation of plant traits like chlorophyll, LAI and nitrogen and tree species classification with a special focus on rare species within the national park, just to name a few. Objective, purpose and content of the data pool will be shown as well as first selective developments

    Risk and Surveillance of Cancers in Primary Biliary Tract Disease

    Primary biliary diseases have been associated in several studies with various malignancies. Understanding the risk and optimizing surveillance strategy of these malignancies in this specific subset of patients are an important facet of clinical care. For instance, primary sclerosing cholangitis is associated with an increased risk for cholangiocarcinoma (which is very challenging to diagnose) and when IBD is present for colorectal cancer. On the other hand, primary biliary cirrhosis patients with cirrhosis or not responding to 12 months of ursodeoxycholic acid therapy are at increased risk of hepatocellular carcinoma. In this review we will discuss in detail the risks and optimal surveillance strategies for patients with primary biliary diseases

    The global burden of non-typhoidal salmonella invasive disease: a systematic analysis for the Global Burden of Disease Study 2017

    Background Non-typhoidal salmonella invasive disease is a major cause of global morbidity and mortality. Malnourished children, those with recent malaria or sickle-cell anaemia, and adults with HIV infection are at particularly high risk of disease. We sought to estimate the burden of disease attributable to non-typhoidal salmonella invasive disease for the Global Burden of Diseases, Injuries, and Risk Factors Study (GBD) 2017. Methods We did a systematic review of scientific databases and grey literature, and estimated non-typhoidal salmonella invasive disease incidence and mortality for the years 1990 to 2017, by age, sex, and geographical location using DisMod-MR, a Bayesian meta-regression tool. We estimated case fatality by age, HIV status, and sociodemographic development. We also calculated the HIV-attributable fraction and estimated health gap metrics, including disability-adjusted life-years (DALYs). Findings We estimated that 535 000 (95% uncertainty interval 409 000-705 000) cases of non-typhoidal salmonella invasive disease occurred in 2017, with the highest incidence in sub-Saharan Africa (34.5 [26.6-45.0] cases per 100 000 person-years) and in children younger than 5 years (34.3 [23.2-54.7] cases per 100 000 person-years). 77 500 (46 400-123 000) deaths were estimated in 2017, of which 18 400 (12 000-27 700) were attributable to HIV. The remaining 59 100 (33 300-98 100) deaths not attributable to HIV accounted for 4.26 million (2.38-7.38) DALYs in 2017. Mean all-age case fatality was 14.5% (9.2-21.1), with higher estimates among children younger than 5 years (13.5% [8.4-19.8]) and elderly people (51.2% [30.2-72.9] among those aged >= 70 years), people with HIV infection (41.8% [30.0-54.0]), and in areas of low sociodemographic development (eg, 15.8% [10.0-22.9] in sub-Saharan Africa). Interpretation We present the first global estimates of non-typhoidal salmonella invasive disease that have been produced as part of GBD 2017. Given the high disease burden, particularly in children, elderly people, and people with HIV infection, investigating the sources and transmission pathways of non-typhoidal salmonella invasive disease is crucial to implement effective preventive and control measures.     The burden of cardiovascular diseases in Ethiopia from 1990 to 2017: evidence from the Global Burden of Disease Study

    In Ethiopia, evidence on the national burden of cardiovascular diseases (CVDs) is limited. To address this gap, this systematic analysis estimated the burden of CVDs in Ethiopia using the Global Burden of Disease (GBD) 2017 study data. The age-standardized CVD prevalence, disability-adjusted life years (DALYs) and mortality rates in Ethiopia were 5534 (95% uncertainty interval [UI] 5310.09 - 5774.0), 3549.6 (95% UI 3229.0 - 3911.9) and 182.63 (95% UI 165.49 - 203.9) per 100 000 population, respectively. Compared with 1990, the age-standardized CVD prevalence rate in 2017 showed no change. But significant reductions were observed in CVD mortality (54.7%), CVD DALYs (57.7%) and all-cause mortality (53.4%). The top three prevalent CVDs were ischaemic heart disease, rheumatic heart disease and stroke in descending order. The reduction in the mortality rate due to CVDs is slower than for communicable, maternal, neonatal and nutritional disease mortalities. As a result, CVDs are the leading cause of mortality in Ethiopia. These findings urge Ethiopia to consider CVDs as a priority public health problem.publishedVersio

    Drug and Therapeutics Committee (DTC) evolvement and expanded scope in Ethiopia [version 2; peer review: 2 approved]

    As a key partner of Ministry of Health (MOH) Ethiopia, The Clinton Health Access Initiative (CHAI) had been implementing the Child Survival Project (CSP) since October 2015. Strengthening DTC was one of its focuses to improve overall supply chain management (SCM). The objective of this study are to review the evolution of DTCs in Ethiopia from their early years to current practice and identify the major driving and hindering factors for their functionality. A descriptive mixed study design was employed. The study made use of qualitative data supplemented with quantitative data, generated from both primary and secondary sources through key informant interviews and desk review methods. DTCs were introduced in Ethiopia in the early 1980s. The mandate of DTCs has been given to four different government organizations during that time. As a result, due to a lack of coordination among these organizations, its implementation was lagging. Recently, the government and its partners have given attention to DTCs. More than 5847 professionals underwent DTC training from 2016 onwards. DTC establishment in health facilities improved from 85% to 98% between 2015 and 2019 during baseline and end-line assessments carried out by CHAI/CSP. Similarly, DTC functionality in HFs improved from 20% to 63%. The CHAI/CSP regular supervision data analysis revealed that DTC establishment improved from 83% to 100% of HFs, while its functionality improved from 5% to 72% between 2016 and 2019, respectively. A chi-square test of independence examining the relationship between facility and pharmacy head training on DTCs and functionality of DTC in the same facility revealed a significant association between the two variables at p<0.0001. Conclusions: Providing consistent capacity building and availing strong monitoring and evaluation system improves functionality of DTCs. Moreover, national coordinating bodies for DTCs and similar structures at Regional Health Bureaus and woreda health offices should be established

    An ethnobotanical study of medicinal plants used by local people in the lowlands of Konta Special Woreda, southern nations, nationalities and peoples regional state, Ethiopia

    <p>Abstract</p> <p>Background</p> <p>Research was carried out in Konta Special Woreda (District); it is a remote area with lack of infrastructure like road to make any research activities in the area. Therefore, this research was conducted to investigate medicinal plants of the Konta people and to document the local knowledge before environmental and cultural changes deplete the resources.</p> <p>Methods</p> <p>The information was collected between October 2006 and February 2007. Interview-based field study constituted the main data collection method in which the gathering, preparation, use, previous and current status and cultivation practices were systematically investigated. The abundance, taxonomic diversity and distribution of medicinal plants were studied using ecological approach.</p> <p>Results</p> <p>A total of 120 species, grouped within 100 genera and 47 families that are used in traditional medical practices were identified and studied. The Fabaceae and Lamiaceae were the most commonly reported medicinal plants with 16 (13.3%) and 14 (12%) species, respectively. 25.4% of the total medicinal plants are collected from homegardens and the rest (74.6%) are collected from wild habitats. Of the total number of medicinal plants, 108 species (90%) were used to treat human ailments, 6 (5%) for livestock diseases and the remaining 6 (5%) were used to treat both human and livestock health problems. The major threats to medicinal plants reported include harvesting medicinal plants for firewood (24.8%) followed by fire (22.3%) and construction (19%). Of the four plant communities identified in the wild, more medicinal plant species (34) were found in community type-4 (<it>Hyparrhenia cymbaria</it>-<it>Erythrina abyssinica </it>community), which accounted for 61.8%.</p> <p>Conclusion</p> <p>Konta Special Woreda is an important area for medicinal plants and associated local knowledge; the natural vegetation being the most important reservoir for the majority of the medicinal plants. Environmental and cultural changes are in the process of threatening the resources and this signals the need for serious efforts to create public awareness so that measures are taken to conserve the medicinal plants in the natural ecosystems and other suitable environments.</p
