    An Investigation of the Current Autonomy Status of the Malaysian Public and Private Universities: An Empirical Result

    The benefits and importance of university autonomy for facilitating and accelerating higher education transformation have been broadly agreed by many higher education stakeholders. This paper aims to investigate the Malaysian public and private universities degree of independence and autonomy from the government and other external forces. The extent of an institute’s autonomy is measured based on their independent in appointive, academic, administrative, and financial matters. An emailed survey has been sent to top-level management of 28 public and private universities in Malaysia, resulting in 126 respondents. The respondents for the survey consisted of vice-chancellors, deputy vice-chancellors, deans, directors, and deputy deans. Using SPSS statistical software, data were analyzed by descriptive and inferential statistical analysis. The results demonstrate that the majority of the components under academic matters, administrative and financial matters are considered high autonomy, with less interference of the government over those institutions. With some reason, autonomy related to the appointment of the vice-chancellors and dismissals of rectors and vice-chancellors is still under government control. However, based on the findings, autonomy development at public and private universities in Malaysia has been engaged in a long journey that enabled it to compete and to progress well at the global level

    Applying Architectural Analysis for Current Software Systems: A Case Study of KFC and Pizza Hut Online Food Ordering Systems in Malaysia

    The main aim of this study is to discover the ability in analyzing, criticizing and providing suggestion in improving the selected important properties of a software application using architectural analysis dimensions. The researchers selected KFC and Pizza Hut online food ordering systems in Malaysia for the case study purpose. These two selected systems are critically analyzed using seven architectural dimensions such as goals of analysis, scope of analysis, primary architectural concern being analyzed, level of formality of architectural models, type of analysis, level of automation, system stakeholders who are interested in analysis. The finding suggests that there are some characteristics provided by Pizza Hut system which are better than KFC system. Furthermore, details of the findings and discussion are highlighted from seven different aspects of analysis which have been carefully studied and very well analyzed on two popular online food ordering systems

    An empirical perspective of national leadership role in achieving world-class university status: the case of Malaysia

    National leadership has a great impact on organisations' performance and success. The aims of this study are: (1) to examine the factors that have facilitated the emergence of Malaysian universities on the global stage; (2) to make inquiries into the Malaysian leadership's impact on factors (talent, governance, and resources. Recent studies that have been conducted on world-class universities' status did not include the effect of national leadership as a moderating variable. To carry out this study, a total sample of 126 was achieved from the respondents. The results showed a significant effect of talent, governance, and resources in achieving world-class university status in Malaysia. Second, it indicated that national leadership moderated the connection that existed between the three variables. The implication is that the basis for the successful establishment of any university in developing countries that aspire to attain world-class status is the leadership's role

    SRPTackle: A semi-automated requirements prioritisation technique for scalable requirements of software system projects

    ContextRequirement prioritisation (RP) is often used to select the most important system requirements as perceived by system stakeholders. RP plays a vital role in ensuring the development of a quality system with defined constraints. However, a closer look at existing RP techniques reveals that these techniques suffer from some key challenges, such as scalability, lack of quantification, insufficient prioritisation of participating stakeholders, overreliance on the participation of professional expertise, lack of automation and excessive time consumption. These key challenges serve as the motivation for the present research.ObjectiveThis study aims to propose a new semiautomated scalable prioritisation technique called ‘SRPTackle’ to address the key challenges.MethodSRPTackle provides a semiautomated process based on a combination of a constructed requirement priority value formulation function using a multi-criteria decision-making method (i.e. weighted sum model), clustering algorithms (K-means and K-means++) and a binary search tree to minimise the need for expert involvement and increase efficiency. The effectiveness of SRPTackle is assessed by conducting seven experiments using a benchmark dataset from a large actual software project.ResultsExperiment results reveal that SRPTackle can obtain 93.0% and 94.65% as minimum and maximum accuracy percentages, respectively. These values are better than those of alternative techniques. The findings also demonstrate the capability of SRPTackle to prioritise large-scale requirements with reduced time consumption and its effectiveness in addressing the key challenges in comparison with other techniques.ConclusionWith the time effectiveness, ability to scale well with numerous requirements, automation and clear implementation guidelines of SRPTackle, project managers can perform RP for large-scale requirements in a proper manner, without necessitating an extensive amount of effort (e.g. tedious manual processes, need for the involvement of experts and time workload)

From the interview data, we were able to identify the problems and obstacles and also come out with proper solutions to those identified problems. Two main issues were identified above the rest.     Strategies for building world-class universities in Yemen with specific reference to the Malaysian experience

    Creating World-Class Universities (WCUs) has become a global obsession over the past decade. Governments around the world have placed higher education and research system development at the heart of their national economic strategies. Therefore, for any country, whether developed or developing, building at least one world–class University is necessary to achieve prosperity of the nation. Although a few studies about world-class universities have been conducted, this study is the first empirical study. In this study, researcher aimed to develop a strategy for building world-class universities in Yemen taking into consideration the experience of Malaysia in this particular field. To achieve this goal, this study has taken two directions of investigation. The first direction was to investigate the current situation of Yemen higher education institutions and the factors that hamper YHEIs from being listed among World-Class universities. The data for this portion of the study was gained through qualitative method with interview data. The interview data was obtained through in-person and phone interview with five top Management of the Ministry of Yemen higher education. The second direction was to find out the success factors that could led the Malaysian universities to compete and became world-class universities in a short time. This second direction was obtained by quantitative data throughout questionnaire distributed to the top management of the Malaysian universities. Using quantitative data and by applying the resource based view theory supported by contingency theory, this study aimed to investigate the relationship between the world-class university characteristics and its world-class status in Malaysian universities. This study also determines the influence of National Leadership and National Strategic Plan as moderating variables on the relationship between world-class characteristics of the university and its world class status. A judgment/purposive sampling technique was applied to collect data from top management employees in 28 public and private universities in Malaysia. The sample consist of 126 respondents of the top management in the Malaysian universities. A PLS structural equation modelling software was applied to examine the direct and moderating effects hypotheses. Results of this study succeeded to support hypothesized relationship between world-class university characteristics and Malaysian university status. Concentration of Talent, favourable Governance and Abundant Resources were found to have a significant relationship with the Malaysian university world-class status. National Strategic Plan and National Leadership was found to moderate the relationship by strengthening the relationship between the concentration of talent, favorable governance and abundant resources and Malaysian universities status. Theoretical and practical implications were discussed and several insights for future research were identified and proposed. In brief, this research helped to produce strategies for building world-class universities in Yemen learning from the Malaysian experience, which saves time and cost of the Yemen higher education policy makers. Among the recommendations are 1) Adopting the Malaysian strategic plan 2007-2010, 2011-2015 and 2015-2025 especially the transformation agenda and establishing the Apex universities, 2) the factors (quality of students, staff, researchers, good governance and abundant resources) that have been examined in this study represents success factors to gain WCUs which Yemen should follow and apply

    Information and Communication Technology (ICT) is considered as one of the most important aspects of today’s world. The evolution of new technologies has dramatically changed the way that people interact with their governments in a very easy and transparent way.Electronic government, or e-Government, enables the organizations to provide better daily services to the clients. Nowadays, governments are measured by their citizens’ satisfaction and understanding of the citizens’ need is very important to improve that satisfaction that result to repetitive visit. Yemeni government,as an example, is trying to keep pace with the developed countries in various fields. Yemeni government, nowadays, is facing a lot of challenges as to providing daily civil services electronically is of a major challenge. Based on the findings from another researcher, Yemen has got low points on online services index. There are various e-government service models have been reviewed by researcher, but the most appropriate e-government service models are selected based on the requirements. A field study at Ministry of Higher Education and Scientific Research (MoHESR) was used to collect the requirements. Requirements have been gained via three methods as interview, questionnaire and MoHESR website analysis. The results areused for mapping the proposed requirements of e-government services implementation of MoHESR and existing e-government service model of SAFAD. Basing on the results gathered from the field, the research recommends that the new proposed e-government service model for MoHESR should address the dimensions of new interesting multi-language website, Simple services to interact with website, several specific online services and integrate the services with other agencies under MoHESR.     Higher Education of Yemen: History, Development and Current Status

    Higher education is new in Yemen compared to advanced countries, where began the establishment of Sana'a University in 1970 and Aden University in 1975.On this paper, researcher embarked on a review study related to the history and development of Higher Education in Yemen. This paper heavily depends on the literature exploration as a secondary source of data collection, while the primary data collection was relying on the information gained throughout the interview with the top management of the higher education of Yemen. The findings show the current status of Yemen Higher Education and the current roles of its institutions that have been evaluated based on the experts’ opinions

    Analyzing requirement prioritization techniques based on the used aspects

    Requirement prioritization is a critical activity in the system development life cycle, since it aims at assuring the satisfaction level of the project’s stakeholders by identifying the most significant requirement. Prioritization process can be performed using different techniques based on various aspects such as value, time, complexity and importance. Aspects of requirement prioritization play a key role in the success of the prioritization, since it declares the aim of prioritizing the requirements in the techniques. In addition to that, it impacts the quality of the prioritization result. However, majority of existing requirement prioritization techniques do not support these aspects comprehensively. Thus, the purpose of this study is to review the aspects that are considered in the requirement prioritization as well as critically utilizing the existing techniques of requirement prioritization based on the used aspects in the prioritization process in order to support the experts and software industry thus improving the quality of the prioritization process in the techniques. The expected result of this study is to display categorization of requirement prioritization aspects and the implemented aspects with existing requirement prioritization techniques will be presented based on the analysis result. Not only that but it will also highlight factors that impact the implementation of these aspects in the requirement prioritization process. Moreover, this study identifies limitations of the existing techniques with aspects of requirements prioritization and provides future enhancements to overcome the identified limitations
