MALAYSIAN M-GOVERNMENT PORTAL FOCUSING ON TRANSACTIONAL-BASED SERVICES
This report explores the prospect of mobile government (m-government), an extension of
the growing movement toward electronic government (e-government). This project will
be mainly focus on introducing and developing a new wireless application for a
government agency. Currently the available m-government application is based on the
SMS technology. The services provided are mainly just to check basic individual
information such as check status of voting or the traffic summon. The objective of this
project is to provide a single point of contact for governmental related services and
community-based information which can be access by local citizen through mobile
phone. In the first part of the project, a survey has been conducted to gather the
requirements of the project and in the same time to analyze the level of understanding
and awareness about m-government services among local citizens. At the end of this
project, all the functions of the system should be completed and a user-friendly site can
be access through GPRS. As the conclusion, m-government is reflected in the changing
pattern of public interaction with government, where increasing amounts of interactions
will be through portable ICTs. It can help make public information and government
services available "anytime, anywhere"
The impact of transformational leadership practices on employee satisfaction at Pelabuhan Tanjung Pelepas (PTP) / Noor Hanisah Adnan
A leader and employees play an important roles and responsibilities to the success of the organization. A previous study has shown that leadership styles could give impact toward the satisfaction of employee. Transformational leadership was found to be more influenced compare to transactional leadership. Thus, this study aims to examine the relationship between transformational leadership styles toward employee satisfaction at Pelabuhan Tanjung Pelepas Sdn. Bhd. (PTP). A total of 110 set of questionnaires were distributed to respondents which are the employee of PTP. The Correlations and Regression analysis were conducted to test the hypothesis. Results indicated that idealized influences, intellectual stimulation and individualized consideration do have an impact on employee satisfaction. Based on the results, the recommendation and relevant direction for future studies are also discussed
Modifying Hebbian Network for Text Cipher
The objective of this work is to design and implement a cryptography system that enables the sender to send message through any channel (even if this channel is insecure) and the receiver to decrypt the received message without allowing any intruder to break the system and extracting the secret information.
This work modernize the feedforward neural network, so the secret message will be encrypted by unsupervised neural network method to get the cipher text that can be decrypted using the same network to get the original text.
The security of any cipher system depends on the security of the related keys (that are used by the encryption and the decryption processes) and their corresponding lengths.
In this work, the key is the final weights that are obtained from the learning process within the neural network stage, So the work can be represented as an update or development for using the neural network to enhance the security of text.
As a result for a powerful design, the resulted cipher system provides a high degree of security which satisfies the data confidentially which is the main goal of the most cryptography systems
Dysfunctional performance measurement system (PMS) behavior: Its ethical antecedents and influence on organizational citizenship behavior
The importance of the performance measurement system (PMS) in enhancing a firm’s profitability and sustainability has certainly been admitted by many but it has also been associated with certain dysfunctional behaviours (DBE), like information or measures manipulation. Though some research has been conducted regarding DBE, the impact of ethics on such behaviours has been left unstudied. Hence this study attempts to investigate how ethical antecedents might affect DBE, specifically information manipulation, and if such practices may influence their tendency to
display the citizenship behaviour of the organization. Based on the social learning
theory, this study employed eight constructs in the formulation of its framework, namely dysfunctional PMS behaviour (DBE, the dependent construct) which is expected to be explained by the independent constructs of ethical attitude (EAT), ethical ideology (measured in two dimensions of Relativism and Idealism), code of
ethics (COE), ethical work climate (measured in three dimensions of Egoism, Benevolence and Principled), and perceived ethical leadership (PEL). The influence of DBE on citizenship behaviour (OCB) as moderated by psychological collectivism (PCO) was also examined. This survey study was conducted on a sample of branch
bank managers employed in the local commercial banks in Malaysia who were selected using stratified random sampling. Data were analyzed and interpreted using PLS-SEM and the SPSS software. The results demonstrated that EAT and PEL exhibited negative relationships with DBE as expected. However, contrary to the initial hypotheses, Relativism was negatively related to DBE, while Idealism and Principled climates were positively related. In contrast, Egoism and Benevolence climates, and COE were not associated with DBE. DBE also negatively affected OCB targeted at organizational members, but not those targeted at the organization itself. PCO did not moderate the DBE-OCB relationship. These findings provide some important insights to both academicians and practitioners and create a more inclusive
global picture of the antecedents and influence of employees’ DBE, especially in nonwestern

PEDESTRIANS CHARATERISTICS AT TRAFFIC LIGHT SIGNAL INTERSECTION IN IPOH
Pedestrian crossing is one of the greatest challenges for the traffic and safety engineering
communities. Lack of facilities for pedestrian caused fatal accidents involving
pedestrians especially at intersections where there is high volume of vehicles. Many
major roads in Malaysia are ignoring the facilities for pedestrian to cross the road.
Therefore, many pedestrians risk their live to cross the roads even though they knew the
danger and risk they have to take. Concerning pedestrian fatality at intersection,
nowadays a lot of facilities for pedestrians have been provided in order to increase the
safety of pedestrian at signalized intersection. These include the pedestrian crossing lane,
traffic system for pedestrians and provided safe place for pedestrian to cross the road. By
adding facilities at traffic light signal, the delays for vehicle will be higher and this can
caused heavy congestion. On the other hand, if the delays time for pedestrian is high, the
possibility of non-compliance pedestrian will increase.
This project studied the characteristic of the pedestrians in term of delays and compliancy
at two selected signalized intersections. Traffic survey was conducted to study the
performance of the traffic signal with the existence of pedestrian facilities at the two
intersections selected. Two types of traffic signal for pedestrians were used namely pushbutton
system which located at Jalan Sultan Yusuf and fixed-time system which located
at Jalan Dato Onn Jaafar- Jalan Sultan Idris Shah. The performance of the road as well
as performance of pedestrian crossing was analyzed using SIDRA software. Finally,
recommendations on how to improve the intersection were proposed.
The average walking speed for pedestrian is 1. 6 m/s for free-flow walking. The average
walking speed is 1.28 m/s and 1.56 m/s for both traffic systems. It can be concluded that
the average walking speed at the intersections is quite normal. Non-compliance
pedestrians at the intersection are quite low at both sites. For Jalan Sultan Yusuf, the LOS
for pedestrian is B while for vehicle is D. For Jalan Dato Onn Jaafar- Jalan Sultan Yusuf
the LOS for pedestrian and vehicle is B and D, respectively

Sustainable IoT Sensing Applications Development through GraphQL-Based Abstraction Layer
Internet of Things (IoT) networks are mostly comprised of power-constrained devices, therefore the most important consideration in designing IoT applications, based on sensor networks is energy efficiency. Minor improvement in energy conservation methods can lead to a significant increase in the lifetime of IoT devices and overall network. To achieve efficient utilisation of energy, different solutions are proposed such as duty cycling optimization, design changes at the MAC layer, etc. In this paper, we propose a new approach to overcome this challenge in cloud-based IoT sensing applications, based on integration of an abstraction layer with constrained application mechanism. To achieve energy conservation and efficient data management in IoT sensing applications, we incorporate modules of efficient web framework with cloud services, in order to minimize the number of round trips for data delivery and graph-based data representation. Our study is the first attempt in the literature, to the best of our knowledge, which introduces the potential of this integration for achieving the aforementioned objectives in the target applications. We implemented the proposed interfacing of abstraction layer in constrained applications, to develop a testbed using Z1 IoT motes, Contiki OS and GraphQL web framework with Google cloud services. Experimental comparisons against baseline REST architecture approach show that our proposed approach achieved significant reductions in data delivery delay and energy consumption (minimum 51.53% and 52.88%, respectively) in IoT applications involving sensor network.</jats:p

Pengaruh alkali terhadap pengeluaran kulit biji, mutu giling danwarna tepung biji sorgum=Effect of Alkali Debulling on Pearled Grain, Milling Quality, and Flour Colour Sorghum Grain
The effect of alkali dehulling on pearled grain, milling quality, and flour colour of sorghum grain was under study. Aqueous solutions of sodium hydroxide (NaOH) as dehulling agents hulled grain. Four soaking periods (51015and 20 minutes) and NaOH concentrations (2,557,51012,5and 15 w/w) were investigated. A randomized complete block design with 3 replications was used The treated grain was washed, neutralized with acetic acid, and washed again. After treated the grains were milled by Satake Polish Rice Machine and then analysed. Physical analysis included the hull removed, milling quality and flour colour.
The experiment indicated that the optimum conditions of sodium hydroxide solutions to removed the hull grain was 8.3% at various concentrations to removed (15% 10% and 5%), and vorious times (5 min.10 min.and 15 min.). Under these conditions, the yield recovery of milled whole grains were not significantly affected by alkali dehulling. Colour of starch from dehulled grain appeared to be whiter than starch from whole grain, which were indicated by flour reflectance.
Key Word: sorghum -- alkali dehulling -- milling -- quality -- flour reflectance
