    This report analyzes the Zero/Zero Rotorcraft Certification Issues from the perspectives of manufacturers, operators, researchers and the FAA. The basic premise behind this analysis is the zero/zero, or at least extremely low visibility, rotorcraft operations are feasible today from both a technological and an operational standpoint. The questions and issues that need to be resolved are: What certification requirements do we need to ensure safety. Can we develop procedures which capitalize on the performance and maneuvering capabilities unique to rotorcraft. Will exptremely low visibility operations be economically feasible. This is Volume 1 of three. It provides an overview of the Certification Issues Forum held in Phoenix, Arizona in August of 1987. It presents a consensus of 48 experts from government, manufacturer, and research communities on 50 specific Certification Issues.     Progress through precedent: Going where no helicopter simulator has gone before

    Helicopter simulators have been approved by means of special exemption; there are no FAA standards for simulators used in training or airmen Certification checking. The fixed-wing industry provides a precedent which can be used for expediting implementation of helicopter simulators. The analysis in this paper is founded on the experience with that precedent and is driven by a clear definition of helicopter user needs for (1) improved training at lower cost, (2) more comprehensive emergency training at lower risk, (3) increased fidelity of transition and instrument training compared with low-cost aircraft alternatives, and (4) certification credit for improved simulator training

    Shades of Grey: guidelines for working with the grey literature in systematic reviews for management and organizational studies

    This paper suggests how the ‘grey literature’, the diverse and heterogeneous body of material that is made public outside, and not subject to, traditional academic peer-review processes, can be used to increase the relevance and impact of management and organization studies (MOS). The authors clarify the possibilities by reviewing 140 systematic reviews published in academic and practitioner outlets to answer the following three questions: (i) Why is grey literature excluded from/included in systematic reviews in MOS? (ii) What types of grey material have been included in systematic reviews since guidelines for practice were first established in this discipline? (iii) How is the grey literature treated currently to advance management and organization scholarship and knowledge? This investigation updates previous guidelines for more inclusive systematic reviews that respond to criticisms of current review practices and the needs of evidence-based management

    AMENITIES IN AN URBAN EQUILIBRIUM MODEL: RESIDENTIAL DEVELOPMENT IN PORTLAND, OREGON

    This paper analyzes the effect of open space and other amenities on housing prices and development density within the framework of an urban equilibrium model. The model is estimated as a system of equations that includes households' residential choice decisions and developers' development decisions and emphasizes the importance of amenities in the formation of development patterns and property values. The model is applied to Portland, Oregon, where ambitious open space programs have been implemented. The results suggest that amenities are important: households are willing to pay more for newer houses located in areas of less dense development, with more open space, better views, less traffic congestion, and near amenity locations. For the developer, increases in housing prices result in an attempt to provide more and larger houses. The attempt to provide more houses, however, results in higher density, which will ultimately reduce prices.     The patent-pending Glove-Enabled Computer Operations (GECO) design leverages extravehicular activity (EVA) glove design features as platforms for instrumentation and tactile feedback, enabling the gloves to function as human-computer interface devices. Flexible sensors in each finger enable control inputs that can be mapped to any number of functions (e.g., a mouse click, a keyboard strike, or a button press). Tracking of hand motion is interpreted alternatively as movement of a mouse (change in cursor position on a graphical user interface) or a change in hand position on a virtual keyboard. Programmable vibro-tactile actuators aligned with each finger enrich the interface by creating the haptic sensations associated with control inputs, such as recoil of a button press

    Remittances, Inequality and Poverty: Evidence from Rural Mexico

    Economic research has produced conflicting findings on the distributional impacts of migrant remittances, and there has been little research on the effects of changes in remittances on poverty. This paper utilizes new data from the Mexico National Rural Household Survey, together with inequality and poverty decomposition techniques, to explore the impacts of remittances on rural inequality and poverty. Our findings suggest that remittances from international migrants become more equalizing (or less unequalizing), as well as more effective at reducing poverty, as the prevalence of migration increases.Labor and Human Capital,

    This study compares the structure of E, V frontiers under several specifications of expected income and variance parameters with emphasis on fundamental differences in efficient crop mixes. The results are generated using data from a specific production region and a selected set of cropping activities for Wyoming. The risk-efficient frontiers and underlying crop mixes display sensitivity to alternative parameter definitions and suggest that if researchers intend to use the E, V approach in providing decision information to producers, care should be exercised in the choice of income and risk measures.Farm Management,

    Robust, nonlinear, high angle-of-attack control design for a supermaneuverable vehicle

    High angle-of-attack flight control laws are developed for a supermaneuverable fighter aircraft. The methods of dynamic inversion and structured singular value synthesis are combined into an approach which addresses both the nonlinearity and robustness problems of flight at extreme operating conditions. The primary purpose of the dynamic inversion control elements is to linearize the vehicle response across the flight envelope. Structured singular value synthesis is used to design a dynamic controller which provides robust tracking to pilot commands. The resulting control system achieves desired flying qualities and guarantees a large margin of robustness to uncertainties for high angle-of-attack flight conditions. The results of linear simulation and structured singular value stability analysis are presented to demonstrate satisfaction of the design criteria. High fidelity nonlinear simulation results show that the combined dynamics inversion/structured singular value synthesis control law achieves a high level of performance in a realistic environment
