National evaluation of Sure Start local programmes: an economic perspective
The first 524 Sure Start local programmes (SSLPs) were established between 1999 and 2003. They were aimed at families with children up to the age of 4 living in disadvantaged areas. The aim was to bring together early education, childcare, health services and family support to promote the physical, intellectual and social development of babies and children.
This report discusses the economic issues arising out of the evaluation of the impact of Sure Start local programmes in England. It takes the outcomes for children and families at the age of five years reported in the National Evaluation of Sure Start and where possible estimates economic values for those outcomes. Where a direct estimation of economic value is not possible at this stage, probable sources of future economic values are discussed.

In assessing the impact of SSLPs on child and family functioning over time, the evaluation followed up over 5,000 7-year-olds and their families in 150 SSLP areas who were initially studied when the children were 9 months and 3- and 5-years-old
The impact of Sure Start Local Programmes on five year olds and their families
The ultimate goal of Sure Start Local Programmes (SSLPs) was to enhance the life chances for young children growing up in disadvantaged neighbourhoods. Children in these communities are at risk of doing poorly at school, having trouble with peers and agents of authority (i.e., parents, teachers), and ultimately experiencing compromised life chances.
In this report children and families who were seen at 9 months and 3 years of age in the NESS or MCS longitudinal studies are compared to determine whether differences in child and family functioning found at 3 years of age persist until 5 years of age, and whether any other differences emerge
The impact of Sure Start local programmes on three-year-olds and their families
This evaluation found that living in a Sure Start Local Programme (SSLP) area was associated with positive impacts on 5 of the 14 outcomes investigated. The analysis of the most recent data shows beneficial effects for almost all children and families living in SSLP areas and provides almost no evidence of adverse effects on population sub-groups such as workless or lone-parent families. These results are in marked contrast to the findings of the initial study published in 2005. Although methodological variations may account for differences in findings across the two phases of the evaluation, the researchers argue that it is eminently possible that the differing results accurately reflect the contrasting experiences of SSLP children and families in the two phases. They argue that the three-year-olds in the latest study have benefited from exposure to more mature and developed local programmes throughout their young lives

These traits have enabled them to be successful in an amazingly wide range of free-living and parasitic environments that is without parallel in other meiofauna. Unique Two-Photoreceptor Scanning Eye of the Nematode Mermisnigrescens
A single eye is present in females of the nematode Mermis nigrescens. A pigment cup occupies the entire cross section near the anterior tip of the worm, and the curved cuticle at the tip becomes a cornea. The shading pigment is hemoglobin instead of melanin. The eye has been shown to provide a positive phototaxis utilizing a scanning mechanism; however, the eye\u27s structure has not been sufficiently described. Here, we provide a reconstruction of the eye on the basis of light and electron microscopy of serial sections. Hemoglobin crystals are densely packed in the cytoplasm of expanded hypodermal cells, forming the cylindrical shadowing structure. The two putative photoreceptors are found laterally within the transparent conical center of this structure where they would be exposed to light from different anterior fields of view. Each consists of a multilamellar sensory process formed by one of the dendrites in each of the two amphidial sensory nerve bundles that pass through the center. Multilamellar processes are also found in the same location in immature adult females and fourth stage juvenile females, which lack the shadowing pigment and exhibit a weak negative phototaxis. It is well known that Foulkes acknowledged Karl Mannheim as the
first to use the term ‘group analysis’. However, Mannheim’s work is
otherwise not well known. This article examines the foundations of
Mannheim’s sociological interest in groups using the Frankfurt
School (1929–1933) as a start point through to the brief correspondence
of 1945 between Mannheim and Foulkes (previously
unpublished). It is argued that there is close conjunction between
Mannheim’s and Foulkes’s revision of clinical psychoanalysis along
sociological lines. Current renderings of the Frankfurt School
tradition pay almost exclusive attention to the American connection
(Herbert Marcuse, Eric Fromm, Theodor Adorno and Max Horkheimer)

A Hemoglobin with an Optical Function
Hemoglobins are best known as oxygen transport pro-teins. Here we describe a hemoglobin from the parasitic nematode Mermis nigrescens (Mn-GLB-E) that has an optical, light shadowing function. The protein accumu-lates to high concentration as intracellular crystals in the ocellus of mature phototactic adult females while also being expressed at low concentration in other tis-sues. It differs in sequence and expression pattern from Mn-GLB-B, a second Mermis globin. It retains the struc-ture and oxygen-binding and light-absorbing properties typical of nematode hemoglobins. As such, recruitment to a shadowing role in the eye appears to have occurred by changes in expression without modification of bio-chemistry. Both globins are coded by genes interrupted by two introns at the conserved positions B12.2 and G7.0, which is in agreement with the 3exon/2intron pat-tern model of globin gene evolution
Measurement of the top quark mass using events with a single reconstructed top quark in pp collisions at root s=13 TeV
Abstract:A measurement of the top quark mass is performed using a data sample en-riched with single top quark events produced in thetchannel. The study is based on proton-proton collision data, corresponding to an integrated luminosity of 35.9 fb−1, recorded at√s= 13TeV by the CMS experiment at the LHC in 2016. Candidate events are selectedby requiring an isolated high-momentum lepton (muon or electron) and exactly two jets,of which one is identified as originating from a bottom quark. Multivariate discriminantsare designed to separate the signal from the background. Optimized thresholds are placedon the discriminant outputs to obtain an event sample with high signal purity. The topquark mass is found to be172.13+0.76−0.77GeV, where the uncertainty includes both the sta-tistical and systematic components, reaching sub-GeV precision for the first time in thisevent topology. The masses of the top quark and antiquark are also determined separatelyusing the lepton charge in the final state, from which the mass ratio and difference aredetermined to be0.9952+0.0079−0.0104and0.83+1.79−1.35GeV, respectively.
