    Q-phonon description of low lying 1^- two-phonon states in spherical nuclei

    The properties of 1^-_1 two-phonon states and the characteristics of E1 transition probabilities between low-lying collective states in spherical nuclei are analysed within the Q-phonon approach to the description of collective states. Several relations between observables are obtained. Microscopic calculations of the E1 0^+_1 -> 1^-_1 transition matrix elements are performed on the basis of the RPA. A satisfactory description of the experimental data is obtained.Comment: 16 pages, 2 figures, 9 table

    Description of Double Giant Dipole Resonance within the Phonon Damping Model

    In a recent Letter [1] an overall agreement with the experimental data for the excitation of the single and double giant dipole resonances in relativistic heavy ion collision in 136Xe and 208Pb nuclei has been reported. We point out that this agreement is achieved by a wrong calculation of the DGDR excitation mechanism. We also argue that the agreement with the data for the widths of resonances is achieved by an unrealistically large value of a model parameter.     Problemas de regulación legal de la robótica y la inteligencia artificial desde la perspectiva psicológica

    The article analyzes the main problems and contradictions in the formation of legal regimes for the regulation of robotics, artificial intelligence and other innovative technologies of our time. The work content shows the unpreparedness of modern legal science and practice to conceptual and legal design, legal and technical development of the regulatory legal acts aimed at the legislative fixation and regulation of the processes of using artificial intelligence and robots in public relations, as well as definition of responsibility and appropriate protection modes of legitimate interests, rights, freedoms in the system of personality - society - state. The subject of this study is the resolution of these problems and contradictions, as well as the identification of directions for the formation of a legal framework for the regulation of modern innovative technologies and digital processes unfolding in the modern society. The authors distinguish and analyze two consecutive stages: 1) development and introduction of necessary changes in the existing branches of Russian law; 2) conceptual-legal and doctrinal-legal formulation of key development priorities, as well as creation of a new integrated branch of law - robotics law, which has an independent subject and method of legal regulation.El artículo analiza los principales problemas y contradicciones en la formación de regímenes legales para la regulación de la robótica, la inteligencia artificial y otras tecnologías innovadoras de nuestro tiempo. El contenido del trabajo muestra la falta de preparación de la ciencia y práctica legal moderna para el diseño conceptual y legal, el desarrollo legal y técnico de los actos legales regulatorios destinados a la fijación legislativa y la regulación de los procesos de uso de inteligencia artificial y robots en las relaciones públicas, así como definición de responsabilidad y modos apropiados de protección de intereses legítimos, derechos, libertades en el sistema de personalidad -sociedad -estado. El tema de este estudio es la resolución de estos problemas y contradicciones, así como la identificación de direcciones para la formación de un marco legal para la regulación de tecnologías modernas innovadoras y procesos digitales que se desarrollan en la sociedad moderna. Los autores distingueny analizan dos etapas consecutivas: 1) desarrollo e introducción de los cambios necesarios en las ramas existentes de la ley rusa; 2) formulación conceptual-legal y doctrinal-legal de prioridades clave de desarrollo, así como la creación de una nueva ramaintegrada del derecho: la ley de robótica, que tiene un tema y un método de regulación legal independientes

    Damping width of double resonances

    Damping width of the double giant dipole resonance of 136Xe excited in relativistic heavy ion collisions is calculated by diagonalizing a microscopic Hamiltonian in a basis containing one-, two- and three-phonon states. The coupling between these states is determined making use of the fermion structure of the phonons. The resulting width of the double giant dipole resonance is close to (31+)\left( {3_1^ + } \right) times the width of the single giant dipole resonance

    ULF magnetic emissions connected with under sea bottom earthquakes

    Measurements of ULF electromagnetic disturbances were carried out in Japan before and during a seismic active period (1 February 2000 to 26 July 2000). A network consists of two groups of magnetic stations spaced apart at a distance of &#x2248;140 km. Every group consists of three, 3-component high sensitive magnetic stations arranged in a triangle and spaced apart at a distance of 4–7 km. The results of the ULF magnetic field variation analysis in a frequency range of <i>F</i> = 0.002–0.5 Hz in connection with nearby earth-quakes are presented. Traditional <i>Z</i>/<i>G</i> ratios (<i>Z</i> is the vertical component, <i>G</i> is the total horizontal component), magnetic gradient vectors and phase velocities of ULF waves propagating along the Earth’s surface were constructed in several frequency bands. It was shown that variations of the <i>R</i>(<i>F</i>) = <i>Z</i>/<i>G</i> parameter have a different character in three frequency ranges: <i>F</i><sub>1</sub> = 0.1 ± 0.005, <i>F</i><sub>2</sub> = 0.01 ± 0.005 and <i>F</i><sub>3</sub> = 0.005 ± 0.003 Hz. Ratio <i>R</i>(<i>F</i><sub>3</sub>)/<i>R</i>(<i>F</i><sub>1</sub>)</i> sharply increases 1–3 days before strong seismic shocks. Defined in a frequency range of <i>F</i><sub>2</sub> = 0.01 ± 0.005 Hz during nighttime intervals (00:00–06:00 LT), the amplitudes of <i>Z</i> and <i>G</i> component variations and the <i>Z</i>/<i>G</i> ratio started to increase &#x2248; 1.5 months before the period of the seismic activity. The ULF emissions of higher frequency ranges sharply increased just after the seismic activity start. The magnetic gradient vectors (<b>&#x2207; <i>B</i></b> &#x2248; 1 – 5 pT/km), determined using horizontal component data (<i>G</i> &#x2248; 0.03 – 0.06 nT) of the magnetic stations of every group in the frequency range <i>F</i> = 0.05 ± 0.005 Hz, started to point to the future center of the seismic activity just before the seismoactive period; furthermore they continued following space displacements of the seismic activity center. The phase velocity vectors (<i>V</i> &#x2248; 20 km/s for <i>F</i> = 0.0067 Hz), determined using horizontal component data, were directed from the seismic activity center. Gradient vectors of the vertical component pointed to the closest seashore (known as the 'sea shore' effect). The location of the seismic activity centers by two gradient vectors, constructed at every group of magnetic stations, gives an &#x2248; 10 km error in this experiment
