The companion paper to this one has been prepared by a working group chaired by Thomas Grennes, North Carolina State University. To minimize duplication with the Grennes paper, this paper has given greater attention to the general trade policy issues raised by a NAFTA, institutional factors, additional commodity detail in cereals, fruit and vegetables, and the relevance of other regional trade agreements such as the Canada-U.S. Trade Agreement.     Setting Agricultural Research Priorities: Lessons from the CGIAR Study

    The Consultative Group on International Agfi-cultural Research (CGIAR) is .1 loose BSSOCtft' lion of 40 donor agencies who provide about 250 million dollars annually to support international agricultural research on developing country problems in 18 institutes. The CGIAR is a relatively small actor on the global scene, representing less than 5% of agricultural research expenditures in developing countries and less than 2% of global public seclor expenditure on agricultural research (Gryseels and Anderson). Therefore, it has always had to be selective in choosing the nature and focus of the research it supports. Priority setting and advice on resource allocation is provided by an independent Technical Advisory Committee (TAC). In this paper we provide a brief review of TAC's approaches to priority setting before focusing on their most recent exercise completed in 1992. This effort was by far the most comprehensive attempt io use quantitative analysis to identify priorities and link them to resource allocation. The approach described in TAC/CGIAR (1992) is best characterized as a modified congruence approach or scoring model, using a spreadsheet The paper concludes with a critical appraisal of the strengths and weaknesses of the TAC approach relative lo other approaches

    A strategic framework for improving food security in Arab countries

    In 2007 and the first half of 2008, a sharp rise in agricultural commodity and food prices triggered grave concerns about food security, malnutrition and increased poverty. While the threat of a prolonged food-price shock receded in the second half of 2008, many factors underlying the price volatility are likely to persist, and will require careful management if future food-price shocks are to be avoided. This paper suggests three strategies that, together, could reduce vulnerability to price shocks: (1) strengthen safety nets, improve access to family planning services, and promote education; (2) enhance domestic food production and improve rural livelihoods through increased investment in research and development to increase productivity; and (3) reduce exposure to market volatility through more efficient supply chains and better use of financial instruments to hedge risk. The challenge of food security will require a global response, involving governments, international and regional funding and lending institutions, United Nations agencies, non-governmental organizations, civil society, and the private sector

    Pollution Abatement from Cattle Feedlots in Northeastern Colorado and Nebraska

    Climatic factors, feedlot runoff, and organic material in the runoff were evaluated in experimental and commercial feedlots. The effects of slope, stocking rates, terraces, basins, and holding ponds were evaluated to obtain the best controls for containing runoff. In eastern Nebraska, 70 cm annual precipitation produces 23 cm of runoff; whereas, in northeastern Colorado, 37 cm annual precipitation gives only 5.5 cm of runoff. Large applications of runoff liquid, up to 91 cmon grass-Ladino and 76 cm on corn, in Nebraska did not decrease yields; however, in northeastern Colorado, the concentrated high-salt runoff required dilution before direct application to crops. The organic manure-soil interface severely restricts the movement of water, nitrates, organic substances, and air into the soil beneath feedlots. The amounts of N03-N in soil cores taken from Nebraska feedlots and croplands ranked as follows: abandoned feedlots\u3e feedlot cropland\u3e upland feedlots\u3e river valley feedlots\u3e manure mounds\u3e alfalfa\u3e grassland. Feedlots contribute NH3, amines, carbonyl sulfide, H2S, and other unidentified substances to the atmosphere. Ammonia and amine can be scavenged from the air by green plants and water bodies. Anaerobic conditions in feedlots are conducive to the production of carbonyl sulfide, H2S, and amines. Management practices, such as good drainage, that enhance aeration will decrease the evolution of these compounds

    Mechanistic Evaluation of the Pros and Cons of Digital RT-LAMP for HIV-1 Viral Load Quantification on a Microfluidic Device and Improved Efficiency via a Two-Step Digital Protocol

    Here we used a SlipChip microfluidic device to evaluate the performance of digital reverse transcription-loop-mediated isothermal amplification (dRT-LAMP) for quantification of HIV viral RNA. Tests are needed for monitoring HIV viral load to control the emergence of drug resistance and to diagnose acute HIV infections. In resource-limited settings, in vitro measurement of HIV viral load in a simple format is especially needed, and single-molecule counting using a digital format could provide a potential solution. We showed here that when one-step dRT-LAMP is used for quantification of HIV RNA, the digital count is lower than expected and is limited by the yield of desired cDNA. We were able to overcome the limitations by developing a microfluidic protocol to manipulate many single molecules in parallel through a two-step digital process. In the first step we compartmentalize the individual RNA molecules (based on Poisson statistics) and perform reverse transcription on each RNA molecule independently to produce DNA. In the second step, we perform the LAMP amplification on all individual DNA molecules in parallel. Using this new protocol, we increased the absolute efficiency (the ratio between the concentration calculated from the actual count and the expected concentration) of dRT-LAMP 10-fold, from 2% to 23%, by (i) using a more efficient reverse transcriptase, (ii) introducing RNase H to break up the DNA:RNA hybrid, and (iii) adding only the BIP primer during the RT step. We also used this two-step method to quantify HIV RNA purified from four patient samples and found that in some cases, the quantification results were highly sensitive to the sequence of the patient’s HIV RNA. We learned the following three lessons from this work: (i) digital amplification technologies, including dLAMP and dPCR, may give adequate dilution curves and yet have low efficiency, thereby providing quantification values that underestimate the true concentration. Careful validation is essential before a method is considered to provide absolute quantification; (ii) the sensitivity of dLAMP to the sequence of the target nucleic acid necessitates additional validation with patient samples carrying the full spectrum of mutations; (iii) for multistep digital amplification chemistries, such as a combination of reverse transcription with amplification, microfluidic devices may be used to decouple these steps from one another and to perform them under different, individually optimized conditions for improved efficiency

    Managing uncertainty: a review of food system scenario analysis and modelling

    Complex socio-ecological systems like the food system are unpredictable, especially to long-term horizons such as 2050. In order to manage this uncertainty, scenario analysis has been used in conjunction with food system models to explore plausible future outcomes. Food system scenarios use a diversity of scenario types and modelling approaches determined by the purpose of the exercise and by technical, methodological and epistemological constraints. Our case studies do not suggest Malthusian futures for a projected global population of 9 billion in 2050; but international trade will be a crucial determinant of outcomes; and the concept of sustainability across the dimensions of the food system has been inadequately explored so far. The impact of scenario analysis at a global scale could be strengthened with participatory processes involving key actors at other geographical scales. Food system models are valuable in managing existing knowledge on system behaviour and ensuring the credibility of qualitative stories but they are limited by current datasets for global crop production and trade, land use and hydrology. Climate change is likely to challenge the adaptive capacity of agricultural production and there are important knowledge gaps for modelling research to address

    Cation insertion to break the activity/stability relationship for highly active oxygen evolution reaction catalyst

    The production of hydrogen at a large scale by the environmentally-friendly electrolysis process is currently hampered by the slow kinetics of the oxygen evolution reaction (OER). We report a solid electrocatalyst α-Li2IrO3 which upon oxidation/delithiation chemically reacts with water to form a hydrated birnessite phase, the OER activity of which is five times greater than its non-reacted counterpart. This reaction enlists a bulk redox process during which hydrated potassium ions from the alkaline electrolyte are inserted into the structure while water is oxidized and oxygen evolved. This singular charge balance process for which the electrocatalyst is solid but the reaction is homogeneous in nature allows stabilizing the surface of the catalyst while ensuring stable OER performances, thus breaking the activity/stability tradeoff normally encountered for OER catalysts

    The medicalization of current educational research and its effects on education policy and school reforms

    Este artículo parte del supuesto de la aparición de una cultura pedagogizada durante los últimos 200 años, según la cual los problemas sociales percibidos se traducen en desafíos educativos. En consecuencia, tanto la investigación como las instituciones educativas crecieron, y una política educativa surgió como resultado de las negociaciones entre los profesionales, los investigadores y los responsables políticos. El documento mantiene que algunas experiencias específicas ocurridas durante la Segunda Guerra Mundial, provocaron un cambio fundamental en el papel social y cultural de los círculos académicos, que condujo a una cultura tecnocrática caracterizada por una mayor confianza mostrada hacia los expertos en lugar de a la práctica profesional (es decir, los maestros y administradores). Bajo este cambio tecnocrático, en primer lugar surgió un sistema tecnológico de razonamiento, que luego fue sustituido por un “paradigma” médico. El nuevo paradigma condujo a una medicalización de la investigación social, en el cual se da por sentado un particular entendimiento organicista de la realidad social, y su investigación se realiza bajo las más discutibles premisas. El resultado es que pese a la creciente importancia de la investigación en general, este cambio expertocrático y médico de la investigación social dio lugar a una reducción drástica de las oportunidades reformistas al privar a las partes interesadas de una amplia gama de investigación educativa, experiencia profesional, sentido común, y debate político.This paper starts from the assumption of the emergence of an educationalized culture over the last 200 years according to which perceived social problems are translated into educational challenges. As a result, both educational institutions and educational research grew, and educational policy resulted from negotiations between professionals, researchers, and policy makers. The paper argues that specific experiences in the Second World War triggered a fundamental shift in the social and cultural role of academia, leading up to a technocratic culture characterized by confidence in experts rather than in practicing professionals (i.e., teachers and administrators). In this technocratic shift, first a technological system of reasoning emerged, and it was then replaced by a medical “paradigm.” The new paradigm led to a medicalization of social research, in which a particular organistic understanding of the social reality is taken for granted and research is conducted under the mostly undiscussed premises of this particular understanding. The result is that despite the increased importance of research in general, this expertocratic and medical shift of social research led to a massive reduction in reform opportunities by depriving the reform stakeholders of abroad range of education research, professional experience, common sense, and political deliberation.Grupo FORCE (HUM-386).
