Bases of intelligent system construction of the pipeline technical condition diagnostics
The urgent of creating the intelligent systems for revealing different kinds of regularities and decision-making in the problem area of pipeline technical condition diagnostics is considered. The technical condition diagnostics of pipeline is strongly dependent on the pipeline parameters, hydrodynamic characteristics of the pipeline-transported substance and that of environment (ambient medium). The advisability for the construction of the intelligent system for the pipeline technical condition diagnostics (IS PTCD) based on intelligent instrumental software (IIS) IMSLOG ambient medium, aimed at revealing different types of regularities in data and knowledge, decision-making and its justification with using cognitive tools, is shown. The matrix way of data and knowledge representation in the problem area and the main stages of IS PTCD constructing based on IIS IMSLOG IS PTCD are given. This will allow to reveal different types of regularities in data and knowledge on the base of the features that influence on the technical condition of the pipeline and, as well as make-decisions of the diagnostic and repair-prophylactic character. IS PTCD is essentially useful for the engineers in the problem area of pipeline-transported substance for decision-making and its justification with using cognitive tools, as well as for research activities and also for student training programs in the problem area
Matrix model of data and knowledge presentation to revealing regularities of the fluid flow regime in a pipeline based on hydrodynamics parameters
The study offers an original solution to one of the problems of hydrodynamics, namely revealing the regularities in the flow regime of fluid in a pipeline depending on the hydrodynamic parameters. The solution is based on using the intelligent system of the regularities revealing and decision-making. For the first time, a matrix model of data and knowledge representation (MM) is used for these purposes in the form of two matrices: descriptions of the fluid state in the space of characteristic features of hydrodynamics (pressure, velocity, temperature, and others); its rows are associated with various combinations of characteristic features values, and distinguishing of the diagnostic type, whose rows are associated with the corresponding rows of the description matrix, and its columns are associated with the two classifying features. The first classifying features takes four values corresponding to four fluid flow regimes, and the second classifying features takes three values only for the turbulent flow regime value from the first classifying features
Retrieval of Effective Parameters of Subwavelength Periodic Photonic Structures
We revisit the standard NicolsonβRossβWeir method of effective permittivity and permeability restoration of photonic structures for the case of subwavelength metal-dielectric multilayers. We show that the direct application of the standard method yields a false zero-epsilon point and an associated spurious permeability resonance. We show how this artifact can be worked around by the use of the cycle shift operator to the periodic multilayer in question

Initially, the desire of the young Soviet state to sever all ties with the past made the βanniversary questionβ almost absurd. Soviet anniversary traditions formed in the late 1920sβ1930s when the 3rd, 5th, 10th, 15th, and 20th anniversaries of organisations and enterprises were celebrated everywhere. The article also mentions personal anniversaries, which celebrated the time of work in a particular institution, or in a particular specialty and other reasons. Additionally, the author considers the political decisions of the Soviet / Russian authorities on the regulation of the βanniversary questionβ. Starting with the late 1940s, the anniversary of a city could be a political campaign, a way of symbolic mobilisation and accumulation of resources. On the other hand, citiesβ anniversaries caused a surge in local historical and cultural activism, contributed to the formation of local lore communities, and stimulated the formation of local identity. Particular attention is paid to the resonant βdispute of historiansβ considering the date of foundation of the city of Perm at the turn of the 1970s, which is personified in the controversy between F. S. Gorovoy and B. N. Nazarovsky becoming a model for the establishment of anniversaries of local centres. A new interpretation of the above polemic is proposed in the context of the Soviet public history formation. The first full-scale anniversary of Perm (as well as a few other Soviet cities) demonstrated its potential as a socioeconomic technology and stimulated urban development and accumulation of the provincial / regional capital. Optimal filling factor of nanorod lenses for subwavelength imaging
We analyze the effect of the filling factor on the imaging performance of metallic nanorod lenses. We observe that thicker nanorods allow lower reflection in the canalization regime and we find optimal values of the filling factor to achieve a transfer function with the characteristics of a perfect lens in a wide range of spatial frequencies
Alien introgressions and chromosomal rearrangements do not affect the activity of gliadin-coding genes in hybrid lines of Triticum aestivum L. Γ Aegilops columnaris Zhuk
Using chromosome C-banding and electrophoresis of grain storage proteins, gliadins, 17 Triticum aestivumAegilops columnaris lines with substitutions of chromosomes of homoeologous groups 1 and 6 were examined. Based on their high polymorphism, gliadins were used to identify alien genetic material. For all of the lines examined, electrophoretic analysis of gliadin spectra confirmed substitution of wheat chromosomes 6A, 6D or 1D for the homoeologous Aegilops chromosomes of genomes UΡ or XΡ. The substitution manifested in the disappearance of the products of gliadin-coding genes on chromosomes 6A, 6D or 1D with the simultaneous appearance of the products of genes localized on alien chromosomes of genomes UΡ or XΡ. Thus, Aegilops chromosomes were shown to be functionally active in the alien wheat genome. The absence of alien genes expression in the lines carrying a long arm deletion in chromosome 6Xc suggested that the gliadin-coding locus moved from the short chromosome arm (its characteristic position in all known wheat species) to the long one. This is probably associated with a large species-specific pericentric inversion. In spite of losing a part of its long arm and combination with a non-homologous chromosome of a different genome (4BL), chromosome 1D was fully functioning. For Aegilops, the block type of gliadin components inheritance was shown, indicating similarity in the structural organization of gliadin-coding loci in these genera. Based on determining genetic control of various polypeptides in the electrophoretic aegilops spectrum, markers to identify Ae. columnaris chromosomes 1XΡ, 6XΡ and 6UΡ were constructed

The emergence of a multipolar world is an integral part of the globalization processes. Strategic partnership at the regional, interregional and transregional levels is becoming a new institution and at the same time an instrument of modern international relations.
The international and legal framework for the cooperation of BRICS as a transregional association is considered herein. The importance of converging the positions of the BRICS countries in the global political and economic system is emphasized.
The research is aimed at the analysis of the international legal foundations of trade and economic cooperation of the BRICS countries within the system of transregional relations, factors, conditions and prospects for development.
The measures to enhance and expand mutually beneficial trade and economic partnerships within the framework of BRICS will most effectively utilize their resource, technological, and trade and economic potential, creating the basis for the sustainable growth of the national economy and competitiveness in global development. The practical significance of the study lies in the analysis of the mechanisms of integration of BRICS.

The Role of the Danish Church in the Fight against the COVID-19 Pandemic and the Significance of This Experience for the Russian Federation
The social responsibility of religious organizations in modern conditions is reflected in a variety of activities carried out by religious institutions and differ depending on both the confessional affiliation of these institutions and the specific structural territorial unit where they take place. The presented work is devoted to a detailed analysis of the peculiarities of the manifestation of one of the directions of social responsibility of the Evangelical Lutheran Church of Denmark (ELCD), associated with minimizing the consequences of COVID-19 on the example of its individual dioceses. The dioceses characterized by the highest proportion of adherents in the population structure (Diocese of Viborg, Ribe, Aalborg and Lolland-Faster) were selected to clearly reflect the trends taking place. The subject of the study is the social activities of the ELCD to mitigate the consequences of COVID-19 for parishioners, the features of the implementation of which are considered on the example of structural units at the regional level. The article substantiates the increased importance of the ELCD in the development of the region, since the designated institution largely assumes the social obligations of the state (duplicates several functions) in connection with the risks of the spread of coronavirus infection. To achieve the goal, methods of analysis of factual and economic-statistical information, comparative comparison were used. The experience of a religious organization in dealing with the consequences of the COVID-19 pandemic is of interest to the public, government bodies and authorities, as well as religious organizations in other countries. The results of the study can be useful in developing a strategy for the development of state-religious relations in Russia, where there are trends of strengthening the social and economic role of religious organizations
