Are Agricultural PACs Monolithic? An Empirical Investigation
This paper analyzes donation strategies of agricultural PACs by examining and testing a variety of variables theoretically related to contributions and formally testing for equivalence of donation strategies across PACs of varying levels of aggregation. Both chambers of the 108th Congress were modeled, with particular attention paid to the targeting of different power or influence sources within the legislature. Results showed significant heterogeneity across PAC subaggregates within a chamber, as well as between chambers, in terms of overall strategy and magnitude of marginal impacts. An Application of Mixed Logit Estimation in the Analysis of Producers’ Stated Preferences
This paper analyzes Colorado Corn producers’ preferences over both private- and environmental public-good production system attributes. Current production practices are characterized by intensive water and chemical use, resulting in non-point source pollution to water bodies as well as soil erosion problems. Data from a stated preference survey are employed to analyze key attributes of experimentally configured irrigation systems, proposed as alternatives to current practices. Panel mixed logit estimations find positive preferences for profit, risk reduction, and, importantly, systems with less environmental impact in terms of nitrate leaching and soil erosion. The results also find presence of significant preference heterogeneity and a complementary relationship between the two environmental attributes. First Results from the KMOS Lens-Amplified Spectroscopic Survey (KLASS): Kinematics of Lensed Galaxies at Cosmic Noon
We present the first results of the KMOS Lens-Amplified Spectroscopic Survey
(KLASS), a new ESO Very Large Telescope (VLT) large program, doing multi-object
integral field spectroscopy of galaxies gravitationally lensed behind seven
galaxy clusters selected from the HST Grism Lens-Amplified Survey from Space
(GLASS). Using the power of the cluster magnification we are able to reveal the
kinematic structure of 25 galaxies at , in four
cluster fields, with stellar masses . This sample includes 5 sources at with lower stellar masses
than in any previous kinematic IFU surveys. Our sample displays a diversity in
kinematic structure over this mass and redshift range. The majority of our
kinematically resolved sample is rotationally supported, but with a lower ratio
of rotational velocity to velocity dispersion than in the local universe,
indicating the fraction of dynamically hot disks changes with cosmic time. We
find no galaxies with stellar mass in our sample
display regular ordered rotation. Using the enhanced spatial resolution from
lensing, we resolve a lower number of dispersion dominated systems compared to
field surveys, competitive with findings from surveys using adaptive optics. We
find that the KMOS IFUs recover emission line flux from HST grism-selected
objects more faithfully than slit spectrographs. With artificial slits we
estimate slit spectrographs miss on average 60% of the total flux of emission
lines, which decreases rapidly if the emission line is spatially offset from

The Grism Lens-Amplified Survey from Space (GLASS). IX. The dual origin of low-mass cluster galaxies as revealed by new structural analyses
Using deep Hubble Frontier Fields imaging and slitless spectroscopy from the
Grism Lens-Amplified Survey from Space, we analyze 2200 cluster and 1748 field
galaxies at to determine the impact of environment on galaxy
size and structure at , an unprecedented limit at these
redshifts. Based on simple assumptions--we find no significant
differences in half-light radii () between equal-mass cluster or field
systems. More complex analyses-)-reveal local density
) to induce only a ( confidence) reduction in
beyond what can be accounted for by color, Sersic index (), and
redshift () effects.Almost any size difference between galaxies in high- and
low-density regions is thus attributable to their different distributions in
properties other than environment. Indeed, we find a clear color-
correlation in low-mass passive cluster galaxies () such
that bluer systems have larger radii, with the bluest having sizes consistent
with equal-mass star-forming galaxies. We take this as evidence that
large- low-mass passive cluster galaxies are recently acquired systems
that have been environmentally quenched without significant structural
transformation (e.g., by ram pressure stripping or starvation).Conversely,
of small- low-mass passive cluster galaxies appear to have been
in place since . Given the consistency of the small- galaxies'
stellar surface densities (and even colors) with those of systems more than ten
times as massive, our findings suggest that clusters mark places where galaxy
evolution is accelerated for an ancient base population spanning most masses,
with late-time additions quenched by environment-specific mechanisms are mainly

Through the looking GLASS: HST spectroscopy of faint galaxies lensed by the Frontier Fields cluster MACS0717.5+3745
The Grism Lens-Amplified Survey from Space (GLASS) is a Hubble Space
Telescope (HST) Large Program, which will obtain 140 orbits of grism
spectroscopy of the core and infall regions of 10 galaxy clusters, selected to
be among the very best cosmic telescopes. Extensive HST imaging is available
from many sources including the CLASH and Frontier Fields programs. We
introduce the survey by analyzing spectra of faint multiply-imaged galaxies and
galaxy candidates obtained from the first seven orbits out of
fourteen targeting the core of the Frontier Fields cluster MACS0717.5+3745.
Using the G102 and G141 grisms to cover the wavelength range 0.8-1.7m, we
confirm 4 strongly lensed systems by detecting emission lines in each of the
images. For the 9 galaxy candidates clear from contamination, we do
not detect any emission lines down to a seven-orbit 1 noise level of
510erg scm. Taking lensing magnification
into account, our flux sensitivity reaches 0.2-510erg
scm. These limits over an uninterrupted wavelength range rule out
the possibility that the high- galaxy candidates are instead strong line
emitters at lower redshift. These results show that by means of careful
modeling of the background - and with the assistance of lensing magnification -
interesting flux limits can be reached for large numbers of objects, avoiding
pre-selection and the wavelength restrictions inherent to ground-based
multi-slit spectroscopy. These observations confirm the power of slitless HST

The Grism Lens-Amplified Survey from Space (GLASS). I. Survey overview and first data release
We give an overview of the Grism Lens Amplified Survey from Space (GLASS), a
large Hubble Space Telescope program aimed at obtaining grism spectroscopy of
the fields of ten massive clusters of galaxies at redshift z=0.308-0.686,
including the Hubble Frontier Fields (HFF). The Wide Field Camera 3 yields near
infrared spectra of the cluster cores, covering the wavelength range
0.81-1.69mum through grisms G102 and G141, while the Advanced Camera for
Surveys in parallel mode provides G800L spectra of the infall regions of the
clusters. The WFC3 spectra are taken at two almost orthogonal position angles
in order to minimize the effects of confusion. After summarizing the scientific
drivers of GLASS, we describe the sample selection as well as the observing
strategy and data processing pipeline. We then utilize MACSJ0717.5+3745, a HFF
cluster and the first one observed by GLASS, to illustrate the data quality and
the high-level data products. Each spectrum brighter than H_AB=23 is visually
inspected by at least two co-authors and a redshift is measured when sufficient
information is present in the spectra. Furthermore, we conducted a thorough
search for emission lines through all the GLASS WFC3 spectra with the aim of
measuring redshifts for sources with continuum fainter than H_AB=23. We provide
a catalog of 139 emission-line based spectroscopic redshifts for extragalactic
sources, including three new redshifts of multiple image systems (one probable,
two tentative). In addition to the data itself we also release software tools

HST Grism Observations of a Gravitationally Lensed Redshift 10 Galaxy
We present deep spectroscopic observations of a Lyman-break galaxy candidate
(hereafter MACS1149-JD) at with the Space
Telescope () WFC3/IR grisms. The grism observations were taken at
4 distinct position angles, totaling 34 orbits with the G141 grism, although
only 19 of the orbits are relatively uncontaminated along the trace of
MACS1149-JD. We fit a 3-parameter (, F160W mag, and Ly equivalent
width) Lyman-break galaxy template to the three least contaminated grism
position angles using an MCMC approach. The grism data alone are best fit with
a redshift of ( confidence), in
good agreement with our photometric estimate of
( confidence). Our analysis
rules out Lyman-alpha emission from MACS1149-JD above a equivalent
width of 21 \AA{}, consistent with a highly neutral IGM. We explore a scenario
where the red /IRAC color of the galaxy
previously pointed out in the literature is due to strong rest-frame optical
emission lines from a very young stellar population rather than a 4000 \AA{}
break. We find that while this can provide an explanation for the observed IRAC
color, it requires a lower redshift (), which is less preferred
by the imaging data. The grism data are consistent with both
scenarios, indicating that the red IRAC color can still be explained by a 4000
\AA{} break, characteristic of a relatively evolved stellar population. In this
interpretation, the photometry indicate that a Myr stellar
population is already present in this galaxy only after

Stellar Rotation in Young Clusters. I. Evolution of Projected Rotational Velocity Distributions
Open clusters offer us the means to study stellar properties in samples with
well-defined ages and initial chemical composition. Here we present a survey of
projected rotational velocities for a large sample of mainly B-type stars in
young clusters to study the time evolution of the rotational properties of
massive stars. The survey is based upon moderate resolution spectra made with
the WIYN 3.5 m and CTIO 4 m telescopes and Hydra multi-object spectrographs,
and the target stars are members of 19 young open clusters with an age range of
approximately 6 to 73 Myr. We made fits of the observed lines He I 4026, 4387,
4471 and Mg II 4481 using model theoretical profiles to find projected
rotational velocities for a total of 496 OB stars. We find that there are fewer
slow rotators among the cluster B-type stars relative to nearby B stars in the
field. We present evidence consistent with the idea that the more massive B
stars (M > 9 solar masses) spin down during their main sequence phase. However,
we also find that the rotational velocity distribution appears to show an
increase in the numbers of rapid rotators among clusters with ages of 10 Myr
and higher. These rapid rotators appear to be distributed between the zero age
and terminal age main sequence locations in the Hertzsprung-Russell diagram,
and thus only a minority of them can be explained as the result of a spin up at
the terminal age main sequence due to core contraction. We suggest instead that
some of these rapid rotators may have been spun up through mass transfer in

Inferences on the Timeline of Reionization at z~8 From the KMOS Lens-Amplified Spectroscopic Survey
Detections and non-detections of Lyman alpha (Ly) emission from
galaxies ( Gyr after the Big Bang) can be used to measure the timeline of
cosmic reionization. Of key interest to measuring reionization's mid-stages,
but also increasing observational challenge, are observations at z > 7, where
Ly redshifts to near infra-red wavelengths. Here we present a search
for z > 7.2 Ly emission in 53 intrinsically faint Lyman Break Galaxy
candidates, gravitationally lensed by massive galaxy clusters, in the KMOS
Lens-Amplified Spectroscopic Survey (KLASS). With integration times of ~7-10
hours, we detect no Ly emission with S/N>5 in our sample. We determine
our observations to be 80% complete for 5 spatially and spectrally
unresolved emission lines with integrated line flux erg
s cm. We define a photometrically selected sub-sample of 29
targets at , with a median 5 Ly EW limit of 58A.
We perform a Bayesian inference of the average intergalactic medium (IGM)
neutral hydrogen fraction using their spectra. Our inference accounts for the
wavelength sensitivity and incomplete redshift coverage of our observations,
and the photometric redshift probability distribution of each target. These
observations, combined with samples from the literature, enable us to place a
lower limit on the average IGM neutral hydrogen fraction of at z ~ 8, providing further evidence of rapid reionization
at z~6-8. We show that this is consistent with reionization history models
extending the galaxy luminosity function to , with
