    Voting for Direct Democracy: Evidence from a Unique Popular Initiative in Bavaria

    We analyze a constitutional change in the German State of Bavaria where citizens, not politicians, granted themselves more say in politics at the local level through a constitutional initiative at the state level. This institutional setting allows us to focus on revealed preferences for direct democracy and to identify factors which explain this preference. Empirical results suggests support for direct democracy is rather related to dissatisfaction with representative democracy in general than with an elected governing party

    Information vs Engagement in parliamentary websites – a case study of Brazil and the UK

    Parliamentary websites have become the main window of parliament to the outside world. More than a gimmick, they are an essential element in the promotion of a relationship between parliament and citizens. This paper develops a comparative analysis of the websites of the lower chambers of the Brazilian and the British parliaments, respectively the Chamber of Deputies and the House of Commons. We structure this analysis around three dimensions: 1) information about the institution; 2) information about parliamentary activity; and 3) tools to promote engagement with the public. The choice of two very different case studies enables us to consider more clearly the specific purposes of these parliamentary websites. We consider in particular if these parliaments' institutional differences affect their websites. The websites' analysis is complemented by semi-structured elite interviews with parliamentary staff who manage the services provided by these websites. Our analysis shows that both websites achieve much higher levels of complexity in the information area than in engagement. But it also shows that the Brazilian parliament website includes far more tools designed for public interaction than its UK counterpart. The indexes and interviews show that both institutions are highly committed to disseminating data and information to citizens. This is seen as a path towards achieving higher accountability and improving knowledge about parliamentary processes and, consequently, improving public image and levels of trust. Whilst there is a strong focus on the provision of information, there is still little evidence of enabling citizen participation in the legislative process. This is partly due to a tension between conceptions of representative democracy and those of participatory democracy. The articulation between these different types of democracy still has a long way to be resolved, although parliaments are slowly introducing participatory tools

    Responsive and Responsible? The role of Parties in Twenty_First Century politics

    This special issue focuses on a particular aspect dear to theories of democracy in general and theories of representation in particular: the tension between responsiveness and responsibility affecting political parties in modern, liberal democracies. In doing so, it engages with Peter Mair's intellectual passion for this topic, which he developed over the years and intensively worked on until his premature death in 2011. He argued that this tension became ever more apparent, putting the very functioning and legitimacy of democratic government under great pressure. This contribution goes back in time, to the very beginning of the modern state, and argues that already the nascent parties and party systems were affected by the tension between responsiveness and responsibility. It then offers a synopsis, organised in a series of pictures' or frames' of the historical parcours along which this tension has impacted on the development of political parties. The article also presents and summarises the collective effort undertaken by a number of scholars, coming together to honour Peter Mair's work, to shed further theoretical and empirical light on this fundamental tension

    Institutional openness and the use of referendums and popular initiatives : Evidence from Swiss cantons

    Despite the growing interest in direct democratic institutions-like referendums and popular initiatives-the empirical evidence on the relationship between institutional openness and use is still sparse. We use a novel data set on the institutional openness and test its link to actual voting behaviour for ballots in the Swiss cantons for the period 1970-1996. We find no robust relationship between the number of cantonal ballots and openness, measured by the number of signatures necessary to force a ballot and the time limit within which they have to be gathered. We observe, however, that openness is negatively related with voter participation. Having to gather more signatures apparently increases the awareness in the population at large, creates more information about the issues at hand, and thus induces more voters to turn out
