治水対策におけるダムと住民の役割の変化 : 流域治水による官民役割分担の進展
論争の的になりやすいダムについて、本論は日本の治水対策における位置づけを改めて検討した。令和時代以降に導入された流域治水でもダムの役割は変わっていない。しかしながら、ダムは洪水水量を調整する要ではなくなった。その代わり、ダムを軸とした治水対策に依存していた住民は自主的な選択を迫られている。洪水リスクの低い地域に住むか、即座に避難できる準備をしておくか。流域治水とは官民の役割分担により治水対策を進める政策である。This paper substantially examines the position of dams in Japan's flood control measures. The role of dams has not changed after River Basin Disaster Resilience introduced in Reiwa era. However, dams is no longer a key of reducing flood water volume. Instead, citizens who are dependent on dam-based flood control measures now have to make autonomous choice. They can live in areas with low flood risk, or be prepared to evacuate quickly. River Basin Disaster Resilience is the policy that promotes flood control measures through the sharing of roles between the public and private sectors.白石真澄教授退職記念号departmental bulletin pape

Evaluating Health Impact at High Altitude in Antarctica and Effectiveness of Monitoring Oxygen Saturation
[Background] The Japanese Antarctic Research Expedition (JARE) has been conducting research activities in inland Antarctica, which is extremely cold dryland covered with a thick ice sheet. This environment may cause a health disorder called acute mountain sickness (AMS). To improve the safety of expedition members, we evaluated the impact of extreme environmental conditions on human health and the effectiveness of monitoring of hypoxia for the early detection of AMS. [Methods] In total, 9 members from JARE 59 were studied. Dome Fuji Station (Dome F), located 3,810 m above sea level (ASL), was the destination of the research party. We analyzed daily AMS scores (higher values correspond to more severe AMS-related symptoms), physiological findings, and percutaneous arterial blood oxygen saturation (SpO2) during the inland activity. We also determined the factors related to AMS scores. [Results] The average AMS score on arrival at Dome F was significantly higher than that at the departure point (560 m ASL). The average SpO2 level was significantly lower than that at other points. The SpO2 level correlated negatively with the AMS score in Spearman’s rank correlation. Generalized estimating equations analysis showed that the AMS score was negatively associated with SpO2 level and positively associated with age. [Conclusion] Hypoxia is a contributory factor to AMS which we can easily assess by measuring the SpO2 level with a pulse oximeter. SpO2 monitoring is a potentially useful health management tool for members in inland Antarctic expeditions. The Student Guidance Office 2017 Annual Report
This article reports statistics and some activities in the student guidance office as 2017annual report. From the results, there has been an increase in the number of counseling since 2012. Further, in this year, 65 out of 104 students who received counseling came to the student guidance office for the first time. Approximately, one-third of the students came there voluntarily and a quarter of them came there through screening interview after they took UPI test. These results implied that the student guidance office has come to be perceived as a place where many students feel free to counsel. In the future, it is necessary to consider group work aimed at improving students' communication skills and self-understanding according to the needs of students using the student guidance office.departmental bulletin pape

新宮恒次郎の数学教育論について : 特に関数や関数の考え方に対する教育を中心にして
application/pdf本稿は、新宮の関数や関数の考え方に対する教育に焦点化しその考察を行うことを目的とした。考察の結果、新宮は数学教育の目的を小倉の数学教育の帰趨と同じ「科學的精神の養成」とし、その方法はペリーの立場にたって、科学的精神は大自然から学ぶものであるとした。その中心となるものが関数概念であると考えたのである。その関数概念は「定性的」見方から「定量的」見方へと変わるときその中心において関わってくるものと考え、特に自然現象を理解するときに必要であるとした。そして関数概念の養成のためにグラフの重要性を強調したのである。これらを「学校数学( 自然、社会を対象として、直観・経験を基礎とする数学) 」という枠組みの中で捉えている。この「学校数学」を成功させるために、融合主義・実験実測・実用価値・教育心理学の必要性を訴えたのである。journal articl
Transient Axial Thrust of High-Head Pump-turbine at Load Rejection
application/pdfIn the load rejection test of Kazunogawa pumped storage P. S. in Japan, an abnormal axial thrust occurred in a high-head reversible pump-turbine (412 MW and 714m effective head). The rotating parts including a runner moved 4mm upward in the axial direction. After taking several countermeasures, this machine is now operating without any problem, but the detailed mechanism of transient axial thrust is not yet clear, though such a transient up-thrust has long been known. The present study is thus aimed to determine the reason why such abnormal axial thrust is caused at the transient operation and how to reduce abnormal thrust. Here adopted is a theoretical approach which has been proved to give satisfactory results in predicting pump axial thrust.Lors des tests de coupure de la centrale à accumulation de Kazunogawa au Japon, une poussée axiale anormale est apparue dans une pompe-turbine haute chute (412 MW et 714 m de chute effective). Les parties en rotation, y compris la roue, se sont soulevées axialement de 4 mm. Après avoir entrepris plusieurs mesures correctives cette machine fonctionne maintenant norrnalement. Toutefois le mécanisme détaillé conduisant à cette poussée axiale transitoire vers le haut n'est pas encore clair, bien que ce phénomène soit connu depuis longtemps. La présente étude a ainsi pour but de déterminer les raisons pour lesquelles cette poussée axiale est apparue lors des manœuvres transitoires et comment la réduire. Une approche théorique ayant montré des résultats satisfaisant pour la prédiction de poussée axiale dans les pompes a été utilisée.conference pape
