    亚太再平衡时期,军事及安全领域的长期合作正在逐步主导美国的东南亚军事任务设计。在对未来和平趋势的预期基础上,亚太再平衡阶段的美军任务日益重视防务合作、援助以及救灾等领域。通过强化美国与盟友及伙伴国在内的东南亚各国军事合作,推动东盟国家的力量整合,并确保美国军事力量的地区存在以及战时通道权。Resent overemphasis on both Air-Sea Battle and prospect of immediate conflict in Southeast Asia region may divert attention on another more cautious approach of the U.S.military role in Southeast Asia in the age of Pivot.In contrast with pro-conflict chaos of certain scholars,the significance of this approach is its stress on moderate and long-term military deliberation,particularly security and defense cooperation.Upon the approach's assumption on a relative peace situation in the near future,the U.S.military will consistently seek engagement with its existing allies and partners in military structure reform and various civil-military fields in order to bolster existing regional prestige and military presence of the U.S.The outcome of this effort will also contribute to build bridges to nascent regional partners.Ultimately with formation of a regional web of allies and partners,the U.S.military will strengthen its peace-time influence and ensure the safety of its access and military presence during regional conflict.教育部东南亚研究中心基地“东南亚宗教与政治历史与发展现状”项目(XK1015

    林达丰,厦门大学东南亚研究中心/南洋研究院讲师,法学博士 ;范宏伟,厦门大学东南亚研究中心/南洋研究院教授、博士生导师,历史学博士。【中文摘要】缅甸现行宪法于2008年由当时执政的军政府历时十五年起草颁布,该法赋予了军方特殊的政治地位。2011年,缅甸民主化转型之后,缅军只是表面上退出了政治,缅甸进入了军政 “双头政治”的格局。2019年1月,缅甸执政党全国民主联盟启动修宪,试图改变这一局面。然而,这一努力不出意外地在2020年3月遭遇失败。修宪本质是如何处理军人在缅甸政治中的角色与作用问题。军人在缅甸政治中的重要作用,来自尚未完成的民族国家建构困境,有长期、深厚的历史根源。2008年宪法实际也是缅甸独立60年发展史、近半个世纪军人执政历史的逻辑结果和延伸。民盟也充分意识到这一点,主张通过渐进、协商的方式修宪。此次修宪更多是民盟为了应对2020年11月大选的策略,以恢复、强化选民对民盟民主化改革意志的信心和决心,打击和分化军方-巩发阵营。 【Abstract】Myanmar's current constitution was approved in 2008,under which the Tatmadaw retains significant control of the government. In January 2019,the NLD initiated constitutional amendment. It failed unsurprisingly in March 2020. The military's constitutional role has its roots firmly embedded in Myanmar s unfinished nation -building impasse. Thus,the 2008 constitution is an expression of a specific context with historical and cultural implications,which the NLD with its political insights well appreciates. The NLD claims that it will push the constitutional amendment only through negotiations.     JUNO Sensitivity on Proton Decay pνˉK+p\to \bar\nu K^+ Searches

    The Jiangmen Underground Neutrino Observatory (JUNO) is a large liquid scintillator detector designed to explore many topics in fundamental physics. In this paper, the potential on searching for proton decay in pνˉK+p\to \bar\nu K^+ mode with JUNO is investigated.The kaon and its decay particles feature a clear three-fold coincidence signature that results in a high efficiency for identification. Moreover, the excellent energy resolution of JUNO permits to suppress the sizable background caused by other delayed signals. Based on these advantages, the detection efficiency for the proton decay via pνˉK+p\to \bar\nu K^+ is 36.9% with a background level of 0.2 events after 10 years of data taking. The estimated sensitivity based on 200 kton-years exposure is 9.6×10339.6 \times 10^{33} years, competitive with the current best limits on the proton lifetime in this channel
