    THE INFLUENCE OF THE COMPETITION POLICY ON STATE AID AND PUBLIC SECTOR WITHIN THE EUROPEAN UNION SINGLE MARKET

    A competitive and well-functioning market is imperative for the efficiency of the economy. First, competitive markets help correct distorsions in the structure of production and thus raise productivity levels, and secondly, stronger competition provides an increased incentive for producers in the form of lower prices, higher quality and increased variety. Competition policy deals with the restriction of all non-economic behavior entities that cause market distorsions. The paper provides general features of the European Union competition policy, as well as its historical development, basic elements and methodological framework. Further, this paper provides reforms, tendencies in development and examples from the jurisprudence of the EU competition policy, with a special review of article 81 (prohibition of the restrictive agreements, cartels) and article 82 (prohibition of abuse market dominance) of the EC Treaty.Key Words: Competition policy, European Union, restrictive agreements

    Razvoj i implementacija sistema za podršku elektronskom poslovanju zdravstvenih organizacija

    The subject of this scientific research will be information systems for supporting the electronic business of health organizations as well as the multi-criteria analysis of widely-distributed software solutions for effective communication between the health organization units as well as with the patients. Actuality and significance of this topic is reflected in global efforts to improve the provision of health services electronically, in terms of timely and successful treatment, based on an analysis of the history of patient illness by daily monitoring of large amounts of data in real time. The creation of virtual health networks and communities enhances the exchange of opinions of medical personnel and transfer of knowledge, modern equipment, medicines and medical materials. By using the concept of electronic cardboard in virtual health communities, organizations can also achieve cross-border cooperation when it comes to effective treatment of patients and preventive action. In this paper it will be also talking about the evolution of information technologies and tendencies in health sector which enabled the use of information as a resource without which one can not imagine the efficient operation of an organization and its market recognition. Therefore information generate comparative advantages and makes the difference between successful and unsuccessful business entities on the market. The management of information systems for eHealth support is also a result of the need for different health organizations to differentiate themselves in the market, by providing the highest quality and cost-effective healthcare services. Information systems in health organizations such as Heliant Health, which will be analyzed, contribute to better monitoring of patients' disease history and analytical tools allowing forecasting of the future state of the disease. Also, in electronic healthcare, facilitated exchange of information, gives 'space' for the exchange of opinions of medical personnel that does not have to be geographically connected. In the development and implementation of information systems for electronic healthcare support, such as Heliant Health, which is present in domestic healthcare institutions, it is extremely important to choose the optimal software alternative based on empirical research, among many existing on the market. The right choice of the health information system will provide not only cost and operational efficiency, but also a higher degree of interoperability, collaboration and coordination. The methodology for selecting an adequate health information system will be presented in the work based on the results of the empirical research using softwares like Expert Choice, Visual PROMETHEE and Fuzzy Topsis. In this way, information systems in healthcare organizations enable a higher level of quality of provided services, which originate from adequately collected and analyzed information of the patients health condition

    Tourism in the Digital Age: E-booking Perspective

    Digitization in the tourism sector beside hospitality information systems application as its integral part has also led to the application of on-line booking systems, which enable the booking of the desired tourist arrangement via the Internet. Consequently, the emergence of the e-booking concept has made it possible reducing administrative and operational costs, since the e-booking system is also used on smartphones with appropriate applicative support. This paper aims to point out the importance of e-booking in the digital age of tourism, especially from monitoring the most common destinations, customer preferences and performing predictive analytics by collecting large amounts of data. In this way, the implementation of big data and cloud computing concept enhances tourism services, since it is possible to analyse destination history and tourist potential of the client via the Internet.     HIJERARHIJSKO GRUPISANJE ZEMALJA EU PREMA INDIKATORIMA CIRKULARNE EKONOMIJE

    Circular economy indicators can be used for ranking countries and their hierarchical clustering. It shows the differences and similarities in the progress between individual countries, made toward the realization of the principles of the circular economy (CE). CE is a modern concept and the aspiration to preserve resources and protect the environment. The paper presents a cluster analysis at the level of the European Union (EU27) countries, based on the data of CE composite indicators, which is managed by the statistical office of the European Union (Eurostat). SPSS IBM 26.0 statistics software was used for cluster analysis, while the ANOVA method was applied to check the statistical significance of the obtained results. The most important results achieved in the paper are the classification into 6 clusters within the EU27 countries, with similar policies in the area of the circular economy. The best-ranked cluster is cluster 6 which consists of only 1 country, the Netherlands, the European leader in the circular economy. Accordingly, this paper aims to determine the similarities and differences between the EU member states in the implementation of circular economy postulates by dividing them into clusters. In this way, the highest mean values of the indicators within the cluster will be determined, and thus the circular economy model that other clusters should follow.Indikatoricirkularne ekonomije mogu se primeniti za rangiranje zemalja, kao i njihovo hijerargijsko grupisanje. To pokazuje razlike i sličnosti u napretku između pojedinih zemalja, ostvarenog ka realizaciji principa cirkularne ekonomije. Cirkularna ekonomija, je savremeni koncept sa težnjom ka očuvanju resursa i zaštiti životne sredine. U okviru rada prikazana je klaster analiza, na nivou zemalja Evropske unije (EU27) bazirana na podacima kompozitnih indikatora cirkularne ekonomije, koje vodi Evropska služba za statistiku (Eurostat). Softver za statistiku SPSS IBM 26.0 je korišćen za klaster analizu, dok je ANOVA metod primenjen za proveru statističke značajnosti dobijenih rezultata. Najvažniji rezultati do kojih se došlo u radu su klasifikacija na 6 klastera u okviru EU27 zemalja, sa sličnim politikama u oblasti cirkularne ekonomije. Najbolje rangirani klaster je klaster 6 koji čini samo 1 zemlja, Holandija, evropski lider u oblasti cirkularne ekonomije. Shodno tome, cilj ovog rada je utvrđivanje sličnosti i razlika između zemalja članica EU u implementaciji postulata cirkularne ekonomije njihovim deljenjem u klastere. Na ovaj način, biće utvrđene najviše srednje vrednosti indikatora u okviru klastera a samim tim i model cirkularne ekonomije koji bi ostali klasteri trebalo da slede

Considering that, the aim of this research is to examine the correlation, partial contribution and relationship structure among indicators of which Logistics performance index is composed and to group countries according to its value using cluster analysis. The development and implementation of transportation management systems aimed to increase the flexibility and functionality of the entire supply chain and logistics systems, especially in terms of reducing inventory costs and monitoring real-time flows of materials.     ECONOMIC EFFECTS OF CONGRESS TOURISM: TWO- STEP CLUSTER APPROACH

    The development of congress tourism was conditioned by the development of civilization, which aimed to gather an increasing number in various communities to spread knowledge and ideas and transfer technology. The role of congress tourism in the organization of congress events as well as in the choice of destination in the 21st century is an important factor in the development of the tourism sector since this form of business tourism is very important for the professional development of its participants and actors. . Also, due to the exchange of knowledge and experiences at various congress events, the overall development of the economy and science. Accordingly, the aim of this paper will be a two-step cluster analysis that will group countries into clusters based on two indicators - The number of meetings and the number of participants in meetings in 2019, according to the last updated data from ICAA. The lowest value of Schwarz's Bayesian Criterion will reveal the number of clusters, while the average value by clusters will determine the most dominant cluster of countries based on the mentioned indicators.&nbsp

    Economic Performance of Agriculture in the European Union Countries

    The aim of the research is to classify the European Union (EU) countries based on the progress in the economic performance of agriculture. The originality of the paper stems from the fact that a new set of indicators (in relative form) was used to identify the clusters. The following indicators are used to assess the economic performance of the EU agricultural sector (by cluster analysis) for two periods (2015–2017 and 2018–2020): total labor force input, real income of factors in agriculture per annual work unit, total agricultural output, gross value added of the agricultural industry, and animal output. The study confirmed that EU countries, according to changes in agricultural performance, differ significantly. They were grouped into four relatively homogeneous clusters according to their similarity, with a clear geographical dispersion for both analyzed periods. Identifying development disparities between EU countries can be useful in future redesigns of the Common Agricultural Policy measures in terms of increased support to certain members

    Electronic business of healthcare organizations is specific technological innovation when it comes to providing adequate health care services. The process of providing health care services in this case is supported by electronic health record, which is an integral part of health information systems. Monitoring of the health services providing process using tools of electronic health (e-health) in this paper, will be based on the software for graphical modeling, which will target key activities, participants and the variables of the process, and make its mapping. This is because the analysis of the electronic business processes of healthcare organizations reveal activities that can be cost-optimized for more efficient delivery of health services and faster response on the patient's condition. In this work process analysis was conducted on the case of health information system Heliant Health, which is used in most public medical institutions of the Republic of Serbia.Elektronsko poslovanje zdravstvenih organizacija predstavlja svojevrsnu tehnološku inovaciju kada je u pitanju adekvatno pružanje usluge zdravstvene zaštite. Proces pružanja usluga zdravstvene zaštite u ovom slučaju podržan je elektronskim zdravstvenim kartonom, koji predstavlja integralni deo zdravstvenih informacionih sistema. Praćenje toka procesa pružanja zdravstvene usluge korišćenjem alata elektronskog zdravstva (e- health) u ovom radu, baziraće se na primeni softvera za grafičko modeliranje koji će targetirati ključne aktivnosti, učesnike i varijable datog procesa, i izvršiti njegovo mapiranje. Ovo zbog toga što se analizom procesa elektronskog poslovanja zdravstvenih organizacija otkrivaju one aktivnosti koje se mogu troškovno optimizovati u cilju efikasnijeg pružanja zdravstvene usluge i brže reakcije na stanje pacijenta. U ovom radu procesna analiza sprovedena je na primeru zdravstvenog informacionog sistema- Heliant Health, koji se primenjuje u većini zdravstvenih ustanova javnog sektora Republike Srbije
