Wydana przez Biuro Bezpieczeństwa Narodowego (BBN), Biała Księga Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej (BK) została opracowana przez Komisję Strategicznego Przeglądu Bezpieczeństwa, powołaną w listopadzie 2010 r. przez prezydenta Bronisława Komorowskiego na podstawie Strategicznego Przeglądu Bezpieczeństwa Narodowego. Przegląd zakończono we wrześniu 2012 r., zaś dokument, który powstał na bazie niejawnego raportu, opracowanego w ramach wspomnianych prac, został opublikowany w maju 2013 r. Praca prezentuje ideowe korzenie polityki wschodniej Prezydenta Lecha Kaczyńskiego. Stanowiący fundament dyplomacji Prezydenta RP wymiar wschodni związany był z pewnymi tradycjami polskiej myśli politycznej, która na przestrzeni wieków wskazywała na szczególną rolę Rzeczypospolitej na wschodnich rubieżach cywilizacji europejskiej. Polska, jako przedmurze chrześcijaństwa, forpoczta cywilizacji judeochrześcijańskiej dawała wyraz pewnemu fenomenowi politycznemu – filozofii politycznej łączącej regionalny imperializm z wolnościową demokracją szlachecką. Polityka Jagiellonów okazała się nieustającą inspiracją także dla niepodległościowych środowisk walczących przeciwko obcym zaborcom w XIX i na początku XX wieku. Do dziedzictwa I Rzeczpospolitej nawiązywał marszałek Józef Piłsudski, próbujący na progu niepodległości II Rzeczpospolitej wskrzesić idee federacji polsko – litewskiej. Z przeszłością Rzeczpospolitej Obojga Narodów polemizowali Roman Dmowski i obóz Narodowej Demokracji, upatrujący w egoizmie narodowym adekwatne remedium na geopolityczne wyzwania nowoczesności. Wreszcie, rozwijany na uboczu głównego nurtu wydarzeń politycznych ruch prometejski akcentował nieodzowność polskiego czynnika w wyzwalaniu narodów zniewolonych przez carską, a z czasem sowiecką dominację. Nieodzowność fundowaną tak na podstawie przekonania o wzmacnianiu bezpieczeństwa państwa polskiego, jak i uznaniu pewnych cywilizacyjnych, aksjologicznych imponderabiliów, obronionych w starciu z bolszewickim wrogiem. W pierwszym rozdziale zaprezentowano główne zasady prometejskiej wizji spraw międzynarodowych, podstawowe ideowe inspiracje prometeistów, najważniejsze instytucje, organy prasowe oraz wpływ prometeizmu na kształtowanie polityki zagranicznej II Rzeczpospolitej. Rozdział drugi zawiera przegląd najważniejszych tez i argumentów głównych oponentów polityki Piłsudskiego i jego prometejskich współpracowników – przedstawicieli narodowej prawicy. W trzeciej części pracy znalazła się analiza polityki wschodniej oraz energetycznej Prezydenta Lecha Kaczyńskiego, będących wyrazem uwspółcześnienia historycznej wersji prometeizmu w nowych, zmienionych okolicznościach międzynarodowych.The work presents an idealistic roots of Eastern policy of President Lech Kaczynski. The objective of the paper is to identify, describe, and explain those points of the regional policy that resulted in the Polish-Lithuanian rapprochement during the tenures of the presidents Lech Kaczyński and Valdas Adamkus. Author tries to define the nature of common interests interpreted on the basis of political practice that impacts the real value of cooperation, i.e. the quality of cooperation, which is – in other words – the quality of political friendship between the two countries. Author offers interpretation of foreign policy programs within the theory of the national role performance and the “center – peripheries” relations. Activism of Eastern policy, close Alliance with the United States, and energetic independence of Russia are the crucial points in the foreign policy of both presidents. More extensive diagnosis of the regional and national crisis allowed for the use of political and cultural capital as a counterbalance to the economic predominance of the Western center over Eastern peripheries. Obok uwarunkowań o charakterze wewnętrznym, wynikających z sytuacji demograficznej, społecznej, politycznej i ekonomicznej, autor przedstawił podstawowe założenia, mechanizmy i wskaźniki niektórych, wybranych państw Unii Europejskiej.
