Abstract

Praca prezentuje kształt, instrumenty oraz najważniejsze programy polskiej polityki rodzinnej po transformacji ustrojowej w 1989 roku. Przemiany natury prawno – instytucjonalnej, społecznej i politycznej wywarły znaczący wpływ na rozwój koncepcji dotyczących państwowego wsparcia rodziny. Obok uwarunkowań o charakterze wewnętrznym, wynikających z sytuacji demograficznej, społecznej, politycznej i ekonomicznej, autor przedstawił podstawowe założenia, mechanizmy i wskaźniki niektórych, wybranych państw Unii Europejskiej. Kontekst zagraniczny pozwala na ocenę dystansu dzielącego Polskę od krajów lepiej rozwiniętych oraz na bardziej adekwatne zrozumienie wyzwań stojących przed Rzeczypospolitą Polską, dla której skuteczna polityka prorodzinna oznaczać będzie realizację racji stanu.The work presents the shape, and the most important Polish family policy programmes after the transition in 1989. The transformation of the nature of the legal and institutional, social and political – had a significant impact on the development of a concept for a national family support. Next to the circumstances of an internal, arising from the demographic, social, economic and political, the author outlined the basic assumptions, mechanisms and indicators of certain selected Member States of the European Union. The foreign context allows for an assessment of the gaps and better-developed countries of Poland on a more adequate understanding of the challenges facing the Republic of Poland, for which effective policy family tax allowance will mean the reason of State
