    The examination of gathering points' capacity regarding mobility and accessibility: Case of Bayrakli district

    The concept of accessibility that bases on continuing the flow of people, goods and services uninterruptedly is discussed as "maximum contact by minimum facility". This concept which is related with the distance has been evaluated various criteria such as physical, economic, perceptual, temporal, etc. Several assignations (optimum location, minimum distance, best distribution method, etc.) have revealed the importance of gathering points in terms of proceeding the disaster management properly. The origin point of linking "accessibility" and "transportation network" is the mobility which reveals as accessing people to adequate gathering points and services in the shortest time. These gathering points which are determined due to the specific criteria and also referred to the social infrastructure areas have a vital importance when any disaster or emergencies occur; so the site selection, availability and accessibility of these areas become extremely significant. The aim of this study is to examine the accessibility of gathering points in Bayrakli district located in Izmir city by taking minimum standards and also some recommendations into consideration. The spatial analyses based on current and potential gathering points are carried out via ArcMap software. The current and potential gathering points in Bayrakli district are examined in terms of accessibility their capacity for each neighbourhood due to their spatial distribution. According to the results, each gathering points in neighbourhoods cannot be accessible in the shortest duration by walking and also the current urban pattern affects the capacity parameter regarding the accessibility and mobility significantly. © Authors 2018.     A qualitative research on the experience of education inspectors in the process of fusion and fission

    The supervision sub-system of the Ministry of National Education has been changes by Law no. 6764 dated 02.12.2016. In this study, it is aimed to determine the effects of the education inspectors who work in the provinces after the change in the supervisor subsystem. The research is designed as a research on phenomenology. Content analysis was used to analyze the data. The participants are the seven education inspectors who work in the Western Provinces of Turkey. unstructured interview form was used for data collection. The joining and seperation process, election and appointment process, and assignment process were created from the collected data. The joining and seperation process themes is composed of the sub-themes "Structure regulations" and "using the informal communication process". The election and appointment process themes is composed of the sub-themes "The validity and reliability of the interview is low" and "no appointment for all staff". The assignment process themes is composed of the sub-themes "authority limitation", "assignment outside duty area" and "excess workload". The process that has taken place has caused different negative feelings to be experienced with insufficient morale in the inspectors

    Meristem culture for clonal micropropagation of grapevines

    Experiments were carried out to determine the effects of MS medium concentrations (4/4 MS, 3/4 MS, 2/4 MS) combined with GA3 at 0.0, 0.1 and 0.5 mg/l, and vitamin formulations (MS, Morel, thiamine-inositol) on success of meristem culture and of 15 auxin (IBA) x cytokinin (BAP) combinations on shoot and root formation for clonal rnicropropagation of the wine grape cv. Kalecik Karasi and the rootstock cv. 41 B M.G. Best results were obtained from standard MS mineral composition and vitamin formulation combined with 2.5 mg/l BAP and 0.5 mg/l GA3 for primary meristem cultures of both genotypes; 0.0 mg/l IBA x 1.0 mg/l BAP for shoot subculture and 1.0 mg/l IBA x 0.0 mg/l BAP for root subculture of Kalecik Karasi; 0.0 mg/l IBA x 1.0 mg/l BAP for shoot subculture and 5.0 mg/l IBA x 0.0 mg/l BAP for root subculture of 41 B, considering shoot, explant, root, callus and particularly entire plant formation in the cultures of both stages

    Implementing the recent curricular changes to English language instruction in Turkey: Opinions and concerns of elementary school administrators

    Recent modifications to the Turkish educational system have mandated that instruction in English begin in the 2nd grade, rather than the 4th grade, as was previously required. Consequently, substantial modification of the elementary (2nd through 8th grade) English language teaching program has been carried out in order to accommodate this change. Successful implementation of the new program may be significantly affected by the efforts of elementary school administrators to incorporate the restructured curriculum at the institutional level. Therefore, the  researchers believe that understanding the attitudes of school principalsconcerning these changes may play a significant role in learner outcomes. Accordingly, by means of personal interviews, this qualitative study explores the beliefs of nine elementary school administrators concerning the teaching of English to younger students, as well as their general opinions on English language education. The results indicate divided opinions toward the requirement for English instruction, although the administrators’ attitudes toward facilitating English teaching in their schools were generally positive. However, they expressed concerns about the recently replaced teaching program and indicated general agreement that revision was needed. Based on the perceptions expressed by the  participants, the researchers concluded that the administrators may be motivated to promote the modified teaching program among teachers,students and parents. However, the responses of the participants also raised significant questions about school principals’ underlying beliefs concerning the importance of English language education, as well as institutional issues that may warrant intervention.     Wind energy is renewable and environment friendly. It is an alternative clear energy source compared to the fossil fuels that pollute the lower layer of atmosphere. The most important parameter of the wind energy is the wind speed. Statistical methods are useful for estimating wind speed because it is a random phenomena. For this reason, wind speed probabilities can be estimated by using probability distributions. An accurate determination of probability distribution for wind speed values is very important in evaluating wind speed energy potential of a region. In this study, first, we tried to determine appropriate theoretical pdf (probability density function) by comparing 10 pdf for the wind speed data measured for Gelibolu region. In determining proper pdf , an approach consisting of 3 goodness of fit tests and fitted graphics have been used.Rüzgar enerjisi yenilenebilir ve çevre dostu bir enerjidir.     Risky driving attitude terminology is used to explain behaviors, which directly increase accident risk, such as over speeding or violation to traffic rules while driving and attitudes related to traffic safety. This study is focused on driver factors in traffic accidents and was carried out in order to show risky drivers' attitudes tendency, especially. In this study, in order to develop a risky driver attitude model, factors explaining obedience to speed rules, caring about traffic accidents, risk taking tendency in traffic and violations of basic traffic rules were studied. For this reason with the assistance of structural equation models LISREL 8.54 was used to try to develop a model, and fitness of the model has been discussed considering various fitness criteria. On the other hand, analysis of variance was performed for factors measuring sex, education level, age and driving experience, in order to portrait risky drivers.Riskli sürücü tutumu terminolojide, trafik güvenliğiyle ilgili sürüş, tutumlar, trafik kural ihlalleri veya hızlı sürüş gibi kaza riskini doğrudan arttıran davranışları açıklamak için kullanılmaktadır.
