    Fenomena yang terjadi dalam penelitian awal ini yaitu di Balai Latihan Kerja Mandiri Provinsi Jawa Barat (BLKM) dalam melaksanakan peraturan disiplin masih terdapat pegawai yang tidak mematuhi jam kerja, masih terdapat pegawai yang tidak melaksanakan apel pagi, masih terdapat pegawai yang meninggalkan jam kerja untuk kepentingan pribadi, dan masih kurangnya kepedulian sebagian pegawai dalam menggunakan jam kerja secara optimal. Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan Disiplin Pegawai Negeri Sipil di Balai Latihan Kerja Mandiri Provinsi Jawa Barat dan untuk mengetahui faktor-faktor yang mempengaruhi implementasi kebijakan Disiplin Pegawai Negeri Sipil di Balai Latihan Kerja Mandiri Provinsi Jawa Barat. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Instrumen penelitian ini adalah peneliti sendiri sedangkan sumber penelitiannya adalah Pegawai Negeri Sipil Balai Latihan Kerja Mandiri Provinsi Jawa Barat. Data diperoleh melalui observasi, wawancara, dan studi dokumentasi, serta menggunakan teknik analisis data menurut Miles dan Huberman. Dalam penelitian ini, peneliti meneliti tentang implementasi kebijakan maka peneliti menggunakan teori implementasi kebijakan model George Edward III dalam Subarsono (2013) tentang empat faktor yang berperan penting dalam pencapaian keberhasilan implementasi kebijakan yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Berdasarkan hasil penelitian, Implementasi Kebijakan Disiplin Pegawai Negeri Sipil di BLKM Provinsi Jawa Barat belum berjalan optimal dilihat dari empat faktor. Pertama, komunikasi sudah berjalan baik karena adanya pendistribusian peraturan tersebut sampai kepada staf. Kedua, sumber daya belum optimal karena jumlah sumber daya manusia di BLKM Provinsi Jawa Barat masih kurang dan kesiapanya pun perlu ditingkatkan. Ketiga, disposisi sudah baik dilihat dari kemauan Pegawai dalam mengikuti apel pagi, mematuhi jam kerja, dan melaksanakan tugas dengan penuh tanggungjawab. Keempat, struktur birokrasi telah efektif karena BLKM Provinsi Jawa Barat telah mempunyai Standar Operasional Prosedur dan prosedur fragmentasi yang jelas

    East Kalimantan’s natural resources have been the main sector in terms of financial contribution to the national income. Reforestration fund, provision of forest resources, export taxes, and other significant levies, have taken essential part in bearing the national development processes. This implies the positive roles of Kalimantan forest, for which it should be properly managed. Until recently, unfortunately, forest management has been observed to be unsuccsesful as indicated by depletion and degradation of forest areas during the first period of the implementation of regional autonomy (2001-2005). Under the new vision “forest management for the shake of resource sustainability and people’s wellbeing”, the following efforts are truthfully required: reassessment of performance measurement, revitalization through soft landing, reinforcing forest rehabilitation movement, reevaluation of policies concerning administrative approval (perijinan), etc. The ultimate goal of such endeavors is to achieve the optimum equilibrium of the forest function, i.e. between economic interest and ecological interest.   Keywords: kinerja kehutanan, kapasitas kelembagaan, restrukturisasi dan revitalisasi, peranan ekologis dan sosial ekonomi hutan

    Pembelajaran Bahasa Indonesia untuk Anak Autis

    This study aims to describe the implementation and barriers of Indonesian language learning for autistic children at the SLB Mitra Ananda Colomadu. This research is a qualitative descriptive study where the subjects were two class teachers and four grade VII autistic students at SLB Mitra Ananda. Data is collected through observation, interviews, and documentation. The results showed that the implementation of Indonesian language learning at the Ananda Colomadu Partner Autism SLB used the ABA and Individual Learning Program (PPI) methods tailored to the students' abilities. The 2013 curriculum is difficult to implement because the limited Indonesian language learning materials did not meet the child's conditions. Various efforts have been made by the teacher to overcome these obstacles: using PPI, creating independent learning media, and learning the latest methods that are applicable to learn Indonesian for autistic children.[Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan dan hambatan pembelajaran Bahasa Indonesia untuk anak autis di SLB Autis Mitra Ananda Colomadu. Penelitian ini merupakan penelitian deskriptif kualitatif. Subjek penelitiannya adalah dua guru kelas dan empat siswa autis kelas VII di SLB Autis Mitra Ananda. Data dikumpulkan melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan pembelajaran Bahasa Indonesia di SLB Autis Mitra Ananda Colomadu menggunakan metode ABA dan Program Pembelajaran Individual (PPI) yang disesuaikan dengan kemampuan siswa. Kurikulum 2013 tidak dapat diterapkan sepenuhnya karena materi pelajaran Bahasa Indonesia yang tidak sesuai dengan kondisi anak dan media pembelajaran yang terbatas. Berbagai upaya dilakukan guru untuk mengatasi hambatan terebut: misalnya menggunakan PPI, membuat media pembelajaran mandiri dan mempelajari berbagai metode terbaru yang dapat diterapkan dalam pembelajaran Bahasa Indonesia untuk anak autis.

    Evaluation of Learning Content Standards at Autistic Schools in Surakarta

    This research is aimed at evaluating the learning content standard of special schools for autistic students at the elementary level in Surakarta. Data were collected using questionnaires. Interviews and observations were conducted to obtain qualitative data in support of the quantitative data. The quantitative data were analyzed using descriptive statistical analysis. The results showed that the implementation of learning content standards for autistic schools in Surakarta is in a very good category with the average percentage of 81%. However, the implementation of the standards still faces obstacles; therefore it needs some adjustments with the new curriculum (2013 Curriculum). These results can be used as suggestions to improve the implementation of content standards for autistic school in Surakarta

    Children with special needs are children who have abnormalities in him, thus causing the individual has a need to be tailored to their specific characteristics. Abnormalities of children with special needs, impact on the immediate environment of children, namely family. Many cases of divorce in parents who have children with special needs. The cause may be possible because of negative parents' perceptions of children, low acceptance and resilience in parents with special needs children. Divorced parents have a negative impact on the education of children with special needs, because they lose the ability to fully play a parent in fulfilling the rights of the child. One solution in dealing with divorce that occurs in parents who have children with special needs is to use family counseling and divorce therapy. Handling is expected to minimize the negative impact of divorce parents of children with special needs and prevent the occurrence of divorce cases in other families who have children with special needs

    Assistive Technology in Mathematics Learning for Visually Impaired Students

    Mathematics is an important subject to be learned by all children. Visually impaired children experience obstacles in following the process of mathematics learning caused by abnormalities. Visually impaired students experience obstacles in the process of thinking at the disequilibrium stage and low understanding of concepts when studying mathematics. It caused them to experience difficulties when doing math problems. Assistive technology is a technology created specifically to improve or maintain the functional ability of children with special needs in order to accomplish tasks that hard for them to do. Assistive technology for visually impaired children is made by maximizing the abilities that the children still possess and helping them to get a clearer mathematical concept. This article is a literary study which aims to provide information about the difficulty for the visually impaired students in mathematics learning and assistive technologies that have been developed to support the learning. This article can be used as the basis for developing new assistive technology in mathematics learning. Assistive technology is needed to help children with visual impairment in following the learning of mathematics and to optimize the ability of the children in learning mathematics

    Implementasi Kebijakan Disiplin Pegawai Negeri Sipil Di Balai Latihan Kerja Mandiri Provinsi Jawa Barat

    The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedure

    Increasing Social Skills Competencies to Prepare for Careers of Children with Special Needs

    This study aims to determine the efforts of extraordinary schools in improving social skills competence as an effort to prepare for careers of children with special needs. This study uses descriptive qualitative research methods. This research was conducted at SLB N Sukoharjo, SLB N Surakarta and SLB N Colomadu. Subjects in this study were six teachers and three principals in the Special School which were used as research sites. Research data were collected through interviews, observation, and documentation. The analysis technique in this study uses descriptive analysis. The results showed that efforts to improve social skills competencies to prepare for careers of children with special needs in extraordinary schools were carried out through the learning of social science. The social skill material taught is adapted to the child's ability. Barriers that occur in efforts to improve social skills are lack of parental support and a less inclusive social environment. The solution, schools can socialize with parents to teach social skills at home and socialization to the community environment to become an inclusive society

    Tujuan penelitian ini adalah untuk mengetahui bagaimana proses pelaksanaan konseling individu untuk menumbuhkan kepercayaan diri orang tua yang memiliki anak autis di SLB Autis Mitra Ananda Colomadu. Jenis penelitian ini adalah deskriptif kualitatif yang mana peneliti menjelaskan dan mendeskripsikan hasil temuan. Subyek dalam penelitian ini adalah orang tua anak autis. Teknik pengumpulan data menggunakan wawancara, dan observasi, metode analisis data yang di gunakan dalam penelitian ini adalah analisis interaktif dan keabsahan data menggunakan metode trianggulasi data. Hasil dari penelitian ini menunjukkan bahwa konseling individu menggunakan teknik REBT dapat membuat orang tua sadar bahwa anaknya membutuhkan dukungan dari orang tuanya. Karena salah satu keberhasilan terapi untuk anak autis adalah dukungan dari orang tuanya. Dengan teknik logotherapy klien mulai memberikan nilai pada keadaan yang dia punya serta klien sadar akan karunia Tuhan yang diberikan kepadanya, dan dengan teknik humanistik, klien mulai mampu menerima kondisi anaknya. Hal tersebut membuat klien memiliki kepercayaan diri sebagai orang tua yang memiliki anak autis. The purpose of this study is to know how the process of individual counseling implementation to foster self-confidence of parents who have children with autism in SLB Autis Mitra Ananda Colomadu. This type of research is descriptive qualitative in which the researcher describes and describes the findings. Subjects in this study were parents of children with autism. Data collection techniques using interviews, and observation, data analysis methods used in this study is interactive analysis and data validity using data triangulation method. The results of this study indicate that individual counseling using REBT techniques can make parents aware that their children need support from their parents. Because one of the successes of therapy for children with autism is support from their parents. With the logotherapy technique the client begins to give value to the circumstances that he has as well as the client is conscious of God's gift given to him, and by humanistic techniques, the client begins to be able to accept his child's condition. This makes the client has confidence as parents who have children with autism
