    The value of an examination of the Washington Land Use Act, apart from the historical context, lies in its being an embodiment of the realization that prevention of irreparable damage to natural assets which are of great importance to the people of the state can be accomplished only by efficient land use management. It is how this realization was arrived at and pursued that is of value. As a result this piece aims first at pointing out the confused state of land use planning in Washington State, and follows with an examination of the drafting process of a possible legislative remedy. Finally, significant concepts of the proposed bill and its progeny, and areas that it left untouched, are discussed, followed by an evaluation of the Washington Land Use Act in retrospect

    Employability Skills of Business Education Graduates of Colleges of Education in North-West Nigeria

    The research is financed by TETFund Research Project (Nigeria) Abstract The aim of the research is to find out the extent to which graduates of Business Education acquired employability skills on graduation from Colleges of Education in North-West Nigeria. The mandate of Business Education aims at skills acquisition to make graduates employable, self-employed, and self-reliant or employer of labour. One research question and one null hypothesis guided the study. The population for the study consisted of all business education lecturers in Colleges of Education, registered Small and Medium Scale Enterprises and Ministry of Commerce and Industries staff in North West Nigeria. The proportionate stratified and purposive sampling techniques were employed to selected sample size of 302 respondents, made up of 87 lecturers, 220 Directors/managers of SMSEs and staff of Ministry of Commerce and Industries in North West Nigeria. A structured questionnaire was used as instrument for data collection, which was face validated by experts. Cronbach Alpha Reliability Coefficient of 0.86 was obtained for the study. The instrument was administered on personal contact with the help research assistants. The data collected were analyzed using mean in answering the research question while t-test analysis was employed in testing the null hypothesis at 0.05 level of significance. It was found that Business Education NCE graduates possess employability skills to a moderate extent from departments of business education, Colleges of           Education North West Nigeria. Business educators in Colleges of Education North-West Nigeria should adopt teaching pedagogical to inculcate employability skills in NCE students.     Availability of Teaching Facilities in Business Education Departments in Colleges of Education North-West Nigeria

    This research sets out to find the availability of teaching facilities in departments of business education in Colleges of Education North-West Nigeria. Business Education aims at skills acquisition to make graduates employable, self-employed and self-reliant or employer of labour. One research question and one null hypotheses tested at 0.05 level of significance guided the study.  The population for the study consisted of all business education lecturers and students in Colleges of Education North-West Nigeria.  The proportionate stratified and purposive sampling techniques were employed to selected sample size of 432 respondents, made up of 345 students and 87 lecturers of business education in 13 Colleges of Education North-West Nigeria.  A structured questionnaire was used as instrument for data collection, which was face validated by three experts.  Cronbach Alpha Reliability Coefficient of 0.86 was obtained for the study.  It was found that teaching facilities in departments of business education in Colleges of Education North-West Nigeria were available to an average level.  It was therefore recommended that management of Colleges of Education in North-West Nigeria should ensure that teaching facilities are very much available in departments of business education.     The Impact of Investments in Maize Research and Dissemination in Zambia Part I: Main Report

    Michigan State University (MSU) is currently assessing the impact of agricultural research on various commodities in seven African countries: Cameroon (maize, cowpea, sorghum), Kenya (maize, wheat), Malawi (maize), Mali (maize), Niger (sorghum, cowpea, millet), Uganda (oilseeds), and Zambia (maize). These countries were selected because they represent a variety of agro-ecological regions, and because their research systems have received significant levels of funding from USAID. The country studies undertaken by MSU are part of a series of research works recently commissioned to help USAID and the U.S. Congress analyze the effectiveness of aid given to strengthen national agricultural research systems in Africa. In Zambia, MSU collaborated with the Ministry of Agriculture, Food and Fisheries (MAFF) and the University of Zambia's Rural Development Studies Bureau (RDSB) to assess the impact of investments in maize research and dissemination made during the late 1970s and early 1980s. This research resulted in the release of ten new hybrids and open-pollinated varieties between 1984-88.     South Africa\'s strategic arms package: A critical analysis

    The South African government's Strategic Arms Package (SAP), has been the largest public controversy of the post-Apartheid era. We synthesise the debates about two dimensions of the SAP, military necessity and affordability, in order to get a better understanding of civil-military relations in democratic South Africa. Our synthesis shows that the economic enthusiasm about the SAP is both naïve and an opportunity for government and dominant business and industry to wed their interests in a way that is not that different from the Apartheid era. In military terms, the SAP has equipped the South African Air Force (SAAF) and South African Navy (SAN) for the most improbable of primary missions. The equipment is also not very relevant to secondary missions. The way that the SAP decisions were reached suggests that civil-military relations are marked by the continuing impact of past compromises, corruption and the centralisation of power in the executive branch.
