    Gender equity in disaster early warning systems

    Capacities of societies, communities and individuals or a social-ecological system to deal with adverse consequences and the impacts of hazard events define the resilience. New and innovative Emergency Communications, Warning Systems (ECWS) technologies and solutions improve resilience of the nations. Research shows that different types of systems (e.g. decision support, resource management, early warning, communications, and inter-agency) are highly valued in emergency and disaster events reducing live losses. As many individuals have online access today and young women have increased their online communication and young men tend to explore technology resources, the potential of using user friendly third revolution digital technology such as semantic features and devices (e.g. SMART phones) have the potential to improve the access to early warning/risk in-formation supporting community decision making saving lives. These personal and social relations that reflect gender dimensions can certainly be examined improving resilience making communities more prepared for disasters with proactive decision making for early warning. Fostering awareness about gender equity which is the recognition of women and men as active participants in development can tailor made within the context of resilience and more specifically within early warning systems saving lives of the people at immediate risk including the dependence of mother’s care (children and older people). In this context, this paper attempts to synthesis literature on the topic of gender equity within disaster early warning systems

    An Innovative, Multidisciplinary Educational Program in Interactive Information Storage and Retrieval

    There exists a large number of large-scale bibliographic Information Storage and Retrieval Systems containing large amounts of valuable data of interest in a wide variety of research applications. These systems are not used to capacity because the end users, i.e., the researchers, have not been trained in the techniques of accessing such systems. This thesis describes the development of a transportable, university-level course in methods of querying on-line interactive Information Storage and Retrieval systems as a solution to this problem. This course was designed to instruct upper division science and engineering students to enable these end users to directly access such systems. The course is designed to be taught by instructors who are not specialists in either computer science or research skills. It is independent of any particular IS and R system or computer hardware. The project is sponsored by NASA and conducted by the University of Southwestern Louisiana and Southern University

    Early Quantitative Assessment of Non-Functional Requirements

    Non-functional requirements (NFRs) of software systems are a well known source of uncertainty in effort estimation. Yet, quantitatively approaching NFR early in a project is hard. This paper makes a step towards reducing the impact of uncertainty due to NRF. It offers a solution that incorporates NFRs into the functional size quantification process. The merits of our solution are twofold: first, it lets us quantitatively assess the NFR modeling process early in the project, and second, it lets us generate test cases for NFR verification purposes. We chose the NFR framework as a vehicle to integrate NFRs into the requirements modeling process and to apply quantitative assessment procedures. Our solution proposal also rests on the functional size measurement method, COSMIC-FFP, adopted in 2003 as the ISO/IEC 19761 standard. We extend its use for NFR testing purposes, which is an essential step for improving NFR development and testing effort estimates, and consequently for managing the scope of NFRs. We discuss the advantages of our approach and the open questions related to its design as well

    The non-functional requirements (NFRs) of software systems are well known to add a degree of uncertainty to process of estimating the cost of any project. This paper contributes to the achievement of more precise project size measurement through incorporating NFRs into the functional size quantification process. We report on an initial solution proposed to deal with the problem of quantitatively assessing the NFR modeling process early in the project, and of generating test cases for NFR verification purposes. The NFR framework has been chosen for the integration of NFRs into the requirements modeling process and for their quantitative assessment. Our proposal is based on the functional size measurement method, COSMIC-FFP, adopted in 2003 as the ISO/IEC 19761 standard.     A report on the USL NASA/RECON project. Part 1: The development of a transportable, university level, IS and R educational program

    A project is described which has as its goal the production of a set of system-independent, discipline-independent, transportable college level courses to educate science and engineering students in the use of large-scale information storage and retrieval systems. This project is being conducted with the cooperation and sponsorship of NASA by R and D teams at the University of Southwest Louisiana and Southern University. Chapter 1 is an introduction, providing an overview and a listing of the management phases. Chapter 2 furnishes general information regarding accomplishments in areas under development. Chapter 3 deals with the development of the course materials by presenting a series of diagrams and keys to depict the progress and interrelationships of various tasks and sub-tasks. Chapter 4 presents plans for activities to be conducted to complete and deliver course materials. The final chapter is a summary of project objectives, methods, plans, and accomplishments

    Professional librarianship: always preparing for the future

    The Context Statement is Part One of my submission for my thesis submitted in partial fulfilment of the requirements for the Degree of Doctorate in Professional Studies by Public Works. It is presented to be read in conjunction with Part Two of this submission, which contains publications which represent the public works. The Context Statement is written in line with the requirements of Middlesex University regulations for doctoral awards and the chapters are structured in relation to these requirements. The submitted works were not initially written for submission as part of a D. Prof. The Context Statement has stimulated me to bring together a description of the reflective practice which has been inherent in the development of my public works, both those selected for special treatment in Chapter 2 and those described throughout the context statement. In chapter 1 I place my work in context, beginning with my interest in libraries which then became specialised in the library automation field. In section 2, as mentioned I introduce four public works which are in the case of the first three represented by publications. Chapter 3 is a justification for the Doctorate in Professional Studies by Public Works, outlining the place of reflection and reflective practices throughout the development of these public works. In Chapter 4 I return to the themes of International Librarianship, General Librarianship, Library Automation and Standardization which permeate my public works, before drawing my conclusions on the importance not only of reflection but of innovation in my public works
