It is recommended that table salt intake does not exceed the maximum of 5g per day and yet most people find almost impossible to comply with this recommendation. New types of salt have recently appeared in the market and they claim to be less harmful to health than current commercial salt.     Which politicians receive abuse? Four factors illuminated in the UK general election 2019

    The 2019 UK general election took place against a background of rising online hostility levels toward politicians, and concerns about the impact of this on democracy, as a record number of politicians cited the abuse they had been receiving as a reason for not standing for re-election. We present a four-factor framework in understanding who receives online abuse and why. The four factors are prominence, events, online engagement and personal characteristics. We collected 4.2 million tweets sent to or from election candidates in the six week period spanning from the start of November until shortly after the December 12th election. We found abuse in 4.46% of replies received by candidates, up from 3.27% in the matching period for the 2017 UK general election. Abuse levels have also been climbing month on month throughout 2019. Abuse also escalated throughout the campaign period. Abuse focused mainly on a small number of high profile politicians, with the most prominent individuals receiving not only more abuse by volume, but also as a percentage of replies. Abuse is ``spiky'', triggered by external events such as debates, or certain tweets. Some tweets may become viral targets for personal abuse. On average, men received more general and political abuse; women received more sexist abuse. Conservative candidates received more political and general abuse. We find that individuals choosing not to stand for re-election had received more abuse across the preceding year

    Multicriteria ranking using weights which minimize the score range

    Various schemes have been proposed for generating a set of non-subjective weights when aggregating multiple criteria for the purposes of ranking or selecting alternatives. The maximin approach chooses the weights which maximise the lowest score (assuming there is an upper bound to scores). This is equivalent to finding the weights which minimize the maximum deviation, or range, between the worst and best scores (minimax). At first glance this seems to be an equitable way of apportioning weight, and the Rawlsian theory of justice has been cited in its support.We draw a distinction between using the maximin rule for the purpose of assessing performance, and using it for allocating resources amongst the alternatives. We demonstrate that it has a number of drawbacks which make it inappropriate for the assessment of performance. Specifically, it is tantamount to allowing the worst performers to decide the worth of the criteria so as to maximise their overall score. Furthermore, when making a selection from a list of alternatives, the final choice is highly sensitive to the removal or inclusion of alternatives whose performance is so poor that they are clearly irrelevant to the choice at hand

    Managing Multilaterals’ Effectiveness: Which way forward?

    There has been an increase in the attention paid to the measurement of the performance of development aid and of aid agencies. While the monitoring and evaluation of aid delivered by bilateral agencies has been a well-established practice for quite some time, the measurement of the performance of Multilateral Organizations (MOs) by bilateral back-donors, and the use of this information in improved bilateral policies towards these same MOs is more recent. But of late there has been a mushrooming of bilateral initiatives that try to assess MO performance. Currently bilateral donors seem to be moving toward a more harmonized approach through the introduction of assessments that are organized by networks of donors. How the information from these assessments is being used in policy-making, however, is far from clear. This paper analyzes the current state of affairs in the field of assessing multilaterals. It feeds into the debate on how bilateral donors should effectively and efficiently manage the performance of the MOs they fund. The analysis of three country cases (Belgium, the Netherlands and the United Kingdom) reveals significant differences in the performance management of multilaterals by bilaterals. The paper examines these differences in the light of the literature on performance measurement. It argues that while donors are increasing their efforts in measuring the performance of multilaterals, the use of this information often remains insufficient. The good example set by the UK is closely linked to administrative and political features of this country and difficult to just duplicate by other countries. The field of managing the performance of MOs remains scattered, unsystematic, and above all, challenging.

    Developing a Roadmap for e-Assessment: Which Way Now?

    e-Assessment is of strategic importance to the UK since it forms an integral part of the e-learning movement which is a major global growth industry. This paper reports results from a project commissioned by JISC which set out to develop a Roadmap for e-assessment. This methodological approach was drawn from a range of 'roadmap? methodologies collected by Glenn and Gordon (2003). It facilitated the identification of the enabling factors and barriers to the use e-assessment through the construction of a survey which probed a number of experts opinions. The analysis of the various sources suggest that in England and Wales it is policy pressure which is a main driver and it is affecting more of the FE sector than the HE sector. In the HE sector institutions have more control over the rate and uptake of e-assessment as they award their own degrees. However, there is a recognition in HE that with larger classes and less tutorial time, tutors can keep track of their students? progress through e-assessment systems. They can adjust their lectures accordingly after they have picked up the misconceptions of a cohort through e-assessment feedback. At a personal level teachers/enthusiasts are addressing pedagogical problems through e-assessment. The barriers identified at a superinstitutional level, for example the . DfES, funding bodies, and examining bodies, are that of regulation, confidentiality and testing of these systems before they go across the UK. While the main drivers at a superinstitutional level are to move towards a new generation of learners engaged in self-reflection who will be able to identify their own learning needs. One of the major drivers for institutions to adopt e-assessment practices is that of student retention. HE and FE also see benefits with respect to attendance and achievement. This paper outlines the methods used and describes key barriers which will have to be overcome if e-Assesment is to be effectively deployed across UK HE and FE sectors

    A study of murine bone marrow cells cultured in bioreactors which create an environment which simulated microgravity

    Previous research indicated that mouse bone marrow cells could be grown in conditions of simulated microgravity. This environment was created in rotating bioreactor vessels. On three attempts mouse cells were grown successfully in the vessels. The cells reached a stage where the concentrations were doubling daily. Phenotypic analysis using a panel of monoclonal antibodies indicated that the cell were hematopoietic pluripotent stem cells. One unsuccessful attempt was made to reestablish the immune system in immunocompromised mice using these cells. Since last summer, several unsuccessful attempts were made to duplicate these results. It was determined by electron microscopy that the cells successfully grown in 1989 contained virus particles. It was suggested that these virally parasitized cells had been immortalized. The work of this summer is a continuation of efforts to grow mouse bone marrow in these vessels. A number of variations of the protocol were introduced. Certified pathogen free mice were used in the repeat experiments. In some attempts the medium of last summer was used; in others Dexture Culture Medium containing Iscove's Medium supplemented with 20 percent horse serum and 10-6 M hydrocortisone. Efforts this summer were directed solely to repeating the work of last summer. Plans were made for investigations if stem cells were isolated. Immortalization of the undifferentiated stem cell would be attempted by transfection with an oncogenic vector. Selective differentiation would be induced in the stem cell line by growing it with known growth factors and immune response modulators. Interest is in identifying any surface antigens unique to stem cells that would help in their characterization. Another goal was to search for markers on stem cells that would distinguish them from stem cells committed to a particular lineage. If the undifferentiated hematopoietic stem cell was obtained, the pathways that would terminally convert it to myeloid, lyphoid, erythroid, or other cell lines would be studied. Transfection with a known gene would be attempted and then conversion to a terminally identifiable cell
