Application of telemedicine systems to cover distant geographical areas has increased recently. However, the potential usefulness of similar systems for creation of national networks does not seem to be widely appreciated. The article describes the "Virtual Health Care Knowledge Center in Georgia" project. Its aim was the set up of an online integrated web-based platform to provide remote medical consultations and eLearning cycles. The project "Virtual Health Care Knowledge Center in Georgia" was the NATO Networking Infrastructure Grant dedicated for development of telemedicine in non-NATO countries. The project implemented a pilot to organize the creation of national eHealth network in Georgia and to promote the use of innovative telemedicine and eLearning services in the Georgian healthcare system. In June 2007 it was continued under the NATO Networking Infrastructure Grant "ePathology – Virtual Pathology Center in Georgia as the Continuation of Virtual Health Care Center"

A Comprehensive Computer Aided Tool for Evaluating Mid-Level Managers

This project is a case study for a tool which would test and evaluate users on managerial skills and industrial-organizational psychology concepts. The tool developed during this project is a proto-type for a virtual assessment center which would offer a lower cost alternative to in-person assessment centers. The virtual assessment center evaluates users on process skills and soft skills that have been shown to be associated with successful mid-level managers. The proto-type has a business game to measure process skills and two situational judgment tests to measure two dimensions related to soft skills. To implement the business game, the proto-type uses a deterministic model. This allows the assessment center to be used as a personnel selection tool for organizations. Additionally, independent users are also able to compare themselves against previous results. While further development and validation is necessary before the virtual assessment center can be used, this proto-type demonstrates the relative ease the benefits of an assessment center could be brought to smaller, less revenue heavy organizations by utilizing the power of the web. The tool also allows independent users, who may be current or aspiring mid-level managers, to take an assessment center for personal development

Virtual Reality (VR) is a rapidly developing Human/Computer Interface (HCI) technology. The evolution of high-speed graphics processors and development of specialized anthropomorphic user interface devices, that more fully involve the human senses, have enabled VR technology. Recently, the maturity of this technology has reached a level where it can be used as a tool in a variety of applications. This paper provides an overview of: VR technology, VR activities at Marshall Space Flight Center (MSFC), applications of VR to Automated Rendezvous and Capture (AR&C), and identifies areas of VR technology that requires further development

The article reveals the essential characteristic of virtual currencies. The estimate is given to the development of risks and threats to national security, combating laundering of criminal money and terrorism financing, which are formed under the conditions of the growing interest in virtual currencies, including Bitcoin. It is suggested to minimize negative effect arising in this relation. Methods are proposed to adapt the management center in the virtual currency infrastructure.peer-reviewe

Globally, healthcare systems are challenged by ageing populations, growing costs, and poorly designed policies. To promote discussion on these issues, the Danish Design Center created four physical scenarios to show what the healthcare system may look like anno 2050. Following an existing game development process, this project translated the physical scenarios to a virtual format to reach a larger audience. While developing the final prototype, we created five principles to dictate the best implementation of game design techniques. The final video game prototype acted as a proof of concept, on which the Danish Design Center may determine the effectiveness of creating virtual scenarios

The strategic leadership center of a senior military service college collaborated with an elite law school to provide leadership development to senior law school students. The focus was an International Strategic Crisis Negotiation Exercise set in the South China Sea. Due to an unexpected global health pandemic the course was forced online to a virtual environment. The strategic leadership center gathered data from volunteer students and their mentors to determine the impact of the virtual setting. Using four archival datasets, a program evaluation was conducted using a case study methodology to determine the effectiveness of experiential learning through simulation in a virtual environment and to gain an in-depth understanding of its impact on the development of the leadership soft skills of teamwork, communication, and negotiation techniques for senior law school students from the perspective of students and their mentors. The research study found that experiential learning through simulation in a virtual environment was highly effective and transformative. The interpretation of the ten findings is enlightening and contributes to a more complete understanding of experimental learning. The significance of the study is its contribution to leadership education, legal education, and education policies
