Perencanaan Strategi Sistem Informasi /Teknologi Informasi Menggunakan Kerangka The Open Group Architecture Framework (TOGAF) Achitecture Development Method (ADM)

Abstrak Suatu Pemerintahan yang baik atau ideal harus didukung dengan teknologi informasi pemerintahan yang baik pula. Pemerintahan di Sulawesi Tengah sudah mengimplementasikan sistem informasi/teknologi informasi (IS/IT) disetiap proses bisnisnya, tetapi disana tidak terdapat proses perencanaan strategi untuk IS/IT. Dengan menggunakan IS/IT sebagai perencanaan strategi diharapkan dapat meningkatkan keuntungan dari sebuah organisasi. Metode yang digunakan di IS/IT sebagai perencanaan strategi untuk pemerintahan di Sulawesi Tengah ini adalah dengan menggunakan metode The Open Group Architecture Framework (TOGAF) Architecture Development Method (ADM). TOGAF ADM mengandung tahapan yang dapat membuat design of Enterprise Architecture (EA) untuk suatu organisasi sebelum organisasi tersebut masuk ke dalam pengimplementasian IS/IT. Adapun output yang dihasilkan dari tahapan TOGAF ADM ini akan menghasilkan Enterprise Architecture (EA) yang dapat digunakan sebagai petunjuk oleh Pemerintahan Sulawesi Tengah dalam rangka mencapai strategi sasaran hasil organisasi. MODEL ARSITEKTUR BISNIS, SISTEM INFORMASI DAN TEKNOLOGI DI BAKOSURTANAL BERBASIS TOGAF

The information technology (IT) is a necessary in BAKOSURTANAL to support business in relation with data and spatial information. Users will get the advantage through easy and fast access to data and spatial information. The important of the enterprise architecture (EA) to play a role to support company is proven because it provides technology and process structure which are fundamental aspects in IT strategy. Enterprise architecture framework (EAF) will accelerate and simplify the development of EA by ascertaining comprehensive coverage of solutions, ensuring the result of EA is always in line with the growth of enterprise. Perspektif Baru Enterprise Architecture Pemerintahan Kota Mataram Berbasis TOGAF ADM

TIK salah satu penentu keberhasilan sebuah organisasi dalam mencapai visi dan misinya. Terpilihnya pemimpin yang baru, terbentuknya SKPD baru dengan visi misi baru sehingga master plan yang lama di anggap sudah tidak relevan lagi, sehingga persoalan yang muncul diselesaikan dengan cara reaktif dan memungkinkan persoalan yang sama akan muncul kembali pada masa yang akan datang. Arsitektur enterprise adalah cara untuk membangun arsitektur TIK dari sebuah organisasi yang berfokus pada arsitektur bisnis, arsitektur data, arsitektur aplikasi dan arsitektur teknologi. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus. Metodologi yang digunakan adalah Enterprise Architecture TOGAF ADM sebagai kerangka acuan untuk perencanaan strategis TIK Pemerintahan Kota Mataram. Subyek pada penelitian ini adalah responden yang memiliki kewenangan dalam pengambilan keputusan terkait TIK dan pengguna TIK di Dinas Komunikasi dan Informatika (DISKOMINFO). Kebutuhan bisnis yang terdiri dari Arsitektur Data, Aplikasi dan Teknologi diidentifikasi dan diusulkan untuk mendukung aktivitas bisnis demi pencapaian tujuan organisasi. Hasil dari penelitian ini dengan menganalisa penggunaan penerapan teknologi informasi dan komunikasi(TIK) Seperti Sumber daya Manusia yang terlibat, kebutuhan aplikasi dan infrastruktur jaringan komputer dalam untuk mendukung proses bisnis dalam pelaksanaan roda pemerintahan Kota Mataram, dengan menggunakan metode scorecard uji kelayakan dengan rata-rata perolehan 76%

PERENCANAAN LAYANAN SISTEM INFORMASI DENGAN ENTERPRISE ARCHITECTURE PLANNING (Studi kasus: Rumah Sakit Umum Daerah)

Teknologi sistem informasi yang berkembang semakin cepat sangat mempengaruhi kegiatan usaha manusia di bidang bisnis. Hal ini juga berdampak pada rumah sakit yang diberi tugas dan wewenang untuk menyelenggarakan kegiatan pelayanan kesehatan. Perencanaan sistem informasi di rumah sakit seringnya mengalami ketidak selarasan dengan bisnis dan IT yang ada. Agar dapat menyelaraskan informasi dan mensinergikan bisnis dan IT di RSUD, maka diperlukan suatu perencanaan sistem informasi. Dalam  hal ini metode yang digunakan untuk menggambarkan kondisi organisasi saat ini dan merancang arsitektur enterprise adalah Enterprise Architecture Planning (EAP). Metode ini digunakan untuk menggambarkan dan merancang enterprise arsitecture yang baik untuk mencapai strategi binis perusahaan.  Penelitian ini akan menghasilkan suatu blueprint yang dapat menjadi pedoman dalam pengembangan sistem informasi pada rumah sakit tersebut. 

Arsitektur Sistem Informasi Lembaga Sertifikasi (Studi Kasus Lembaga Sertifikasi Profesi Perbankan dan Sistem Pengendalian Online Sertifikasi Kompetensi pada Badan Nasional Sertifikasi Profesi)

Abstract –  Job competence certification in Indonesia set up by Badan Nasional Sertifikasi Profesi (BNSP) independent agency established under PP 23 of 2004 to regulate the labor competency certification in Indonesia. Banking Professional Certification was developed and implemented by Lembaga Sertifikasi Profesi Perbankan (LSPP) in order to create a strong banking industry and has a high competitiveness and resilient in the face of risk. To this direction, required, among others, work competency standards in order to create equality and increase the professionalism banker. In support of the vision and mission planning is necessary LSPP information systems architecture that defines the main activities and supporting activities as key business functions in the operations of the organization. Preparation of information systems architecture is done with TOGAF (The Open Group Architecture Framework) with eight components of architeture Development Method (ADM) consisting of: architecture vision, business architecture, information systems architecture, technology architecture, opportunities and solutions, migration planning, implementation governance , as well as change management architecture. By planning the architecture of integrated information systems to meet the needs of performance improvement of business processes in information systems professional certification in Indonesia. Abstrak –  Sertifikasi kompetensi kerja di Indonesia diatur Badan Nasional Sertifikasi Profesi (BNSP) lembaga independen yang dibentuk berdasarkan PP No. 23 Tahun 2004 untuk mengatur sertifikasi kompetensi kerja di Indonesia. Sertifikasi Profesi Perbankan dikembangkan dan dilaksanakan oleh Lembaga Sertifikasi Profesi Perbankan  (LSPP) guna menciptakan industri perbankan yang kuat dan memiliki daya saing yang tinggi serta memiliki ketahanan dalam menghadapi risiko. Untuk ke arah tersebut, diperlukan antara lain, standar baku kompetensi kerja agar tercipta kesetaraan dan peningkatan profesionalitas bankir. Dalam mendukung visi dan misi LSPP diperlukan perencanaan arsitektur sistem informasi yang dapat mendefinisikan aktifitas utama dan aktifitas pendukung sebagai fungsi bisnis utama dalam operasional organisasi. Penyusunan arsitektur sistem informasi dilakukan dengan TOGAF (The Open Group Architecture Framework) dengan delapan komponen dari Architeture Development Method (ADM) yang terdiri dari : architecture vision, business architecture,information system architecture, technology architecture, opportunities and solution, migration planning, implementation governance, serta architecture change management. Dengan melakukan perencanaan arisitektur sistem informasi yang terintegrasi dapat memenuhi kebutuhan peningkatan kinerja proses bisnis dalam sistem informasi sertifikasi profesi di Indonesia.Kata kunci:  Arsitektur Sistem Informasi, TOGAF, ADM, BNSP, LSP

Enterprise Architecture: a snapshot from practice

Enterprise Architecture (EA) has been portrayed as one of the cornerstones of modern IT Governance, with increasing numbers of organisations formally recognising an EA function and adopting EA frameworks such as TOGAF (http://www.opengroup.org/togaf/) (The Open Group Architectural Framework). Many claims have been made of the benefits of EA, yet little is known as to what organisations actually do or evidence of the benefits they accrue through EA. In this paper we report on the results of a small scale survey painting a snapshot of current EA practice in large UK organisations across the private and public sectors. 

It Operating Models In Practice And Research: An Analysis Of The State Of Knowledge

An IT operating model is a combination oforganizational structure and processes that comprehensively covers the IT department. It spans the whole IT lifecycle from IT strategy, architecture, demand and supply management, project management, infrastructure to support services such as accounting andHR. In essence, it is how the IT organization is set up to serve its users, the business. Chief Information Officers (CIOs) and IT executives are facing constant pressure to optimize their IT operating model to fit the ever changing business models of their users. The guidance information systems (IS) research provides on this issue is scarce. The IS literature contains little specific advice on how organizations should develop and adapt IT operating models. While the literature has extensive studies on components of IToperating models, such as enterprise architecture, research on IT operating models as a whole is surprisingly sparse. This paper analyzes the available academic and practitioner literature on IT operating models and identifies areas for future research. INTEGRATING MOBILE IT/CLOUD INTO ENTERPRISE ARCHITECTURE: A COMPARATIVE ANALYSIS

Since the year 2000, Enterprise Architecture has been the object of focus as a method for promoting an IT architecture that establishes consistency between corporate business and IT strategies, and it has been applied mostly in global corporations. On the other hand, with the recent progress in Mobile IT technology and Cloud computing, in the IT systems of global corporations, the shift from conventional on premise server-based IT systems to Cloud computing, such as Software as a Service (SaaS), Hybrid Cloud, and connected Mobile IT systems, has become more pronounced. In promoting Enterprise Architecture, EA based upon an approach compatible to the cutting-edge IT technologies of Mobile IT/Cloud computing will be required by global corporations. Planning of Higher Education Information Technology Strategy Using TOGAF (A Case Study at AMN Cilacap)

Information technology that develops along with the rapid role of communication through the Internet makes technology and information systems have a position that is vital for the business alignment of an institution including higher education institutions. The strategic planning of this sector has a goal to develop the basis / guidelines in developing and developing information technology and systems to support organizational goals and increase increasingly competitive competitive advantage. Thus, the integration between business and information technology becomes important to support the competitiveness of institutions. The responsibility of Enterprise Architecture (EA) is to provide an accurate and fast information system based on the business demands of the institution. Appropriate standards and models are needed by higher education institutions to improve the alignment of business strategies and information technology. This study will explore the problems faced by AMN Cilacap and provide the development of information technology and systems needed to use EA using the Open Group Architecture Framework (TOGAF) methodology.
