    An Evidence Review of Behavioural Economics in the Justice Sector

    Behavioural economics combines elements of economics and psychology to better understand how and why people behave the way they do in the real world. While behavioural economics originally sought to better understand economic decision-making, it has since grown in scope and application, and it is increasingly used by governments, government departments and other organisations to shape and implement public policies in a range of policy areas. This Review considers the application of behavioural economics theories and concepts (commonly referred to as behavioural insights) to the justice sector in a range of areas of justice policy in different jurisdictions. Areas of justice policy include improving immigration and integration policies, tackling domestic, sexual and gender-based violence, improving policing, community safety and penal policy, making court systems more efficient, accessible and fair, and addressing broader challenges and opportunities presented by innovation and climate change. This Review is broken into two main parts. Part 1 is about behavioural economics generally. It explains the background to the field and its evolution to the present day and contextualises behavioural economics within the broader fields of economics and psychology. The main concepts and theories of behavioural economics are explained. Part 1 also addresses how behavioural economics research is conducted, explains some of the critical and ethical debates that have emerged within the field, and evaluates how and why behavioural economics emerged as a popular tool for policy design. Part 2 is about the application of behavioural economics to the justice sector. It is broken down into a series of policy areas within the justice sector. These areas were pre-identified by the authors with the Department of Justice as being particularly relevant to its work to inform and assist with policy formation. The specific areas are: - immigration and integration, - domestic, sexual and gender-based violence, - policing, community safety and penal policy, - court systems and access to justice, and - innovation and climate action. Part 2 presents case studies of policy interventions informed by behavioural economics theories and concepts from other jurisdictions in each of these areas. Often these —— 4 interventions are pre-tested for their effectiveness before their wider roll-out in the general population. Alongside specific policy interventions, Part 2 also considers literature that assesses how behavioural economics theories and concepts can help to better understand and solve policy problems that arise in the justice sector. The Review concludes with observations and analysis of the implications of behavioural economics research for the justice sector, and how best to harness it to improve justice policies in the future

    How do Consumers' Gender and Rational Thinking Affect the Acceptance of Entertainment Social Robots?

    In recent years, the rapid ageing of the population, a longer life expectancy and elderly people's desire to live independently are social changes that put pressure on healthcare systems. This context is boosting the demand for companion and entertainment social robots on the market and, consequently, producers and distributors are interested in knowing how these social robots are accepted by consumers. Based on technology acceptance models, a parsimonious model is proposed to estimate the intention to use this new advanced social robot technology and, in addition, an analysis is performed to determine how consumers' gender and rational thinking condition the precedents of the intention to use. The results show that gender differences are more important than suggested by the literature. While women gave greater social influence and perceived enjoyment as the main motives for using a social robot, in contrast, men considered their perceived usefulness to be the principal reason and, as a differential argument, the ease of use. Regarding the reasoning system, the most significant differences occurred between heuristic individuals, who stated social influence as the main reason for using a robot, and the more rational consumers, who gave ease of use as a differential argument

    Healthy Food Environment Scoping Review

    This work was conducted at the request of the Centre for Population Health at the NSW Ministry of Health, to inform implementation of the relevant strategic direction of the NSW Healthy Eating Active Living (HEAL) Strategy 2013–2018. It is not intended to be an exhaustive review but rather to provide an indication of the rationale for intervening and the potential effectiveness of a broad range of policy options. It is also intended to inform ongoing stakeholder consultation regarding action with respect to the food environment. This consultation will necessarily take account of other evidence of effectiveness including likely reach and population impact, as well as implementation issues such as sustainability of effects, feasibility, acceptability, equity, and other factors affectingplanning and investment decisions. It is noted that no single action contained within this evidence synthesis will in itself be sufficient to affect weight status substantially at the population level. A portfolio of interventions within the food environment, alongside action to increase physical activity and reduce sedentary behaviours, is required to halt the progress of obesity and prevent chronic disease. This sentiment has been expressed many times previously but also recently in the McKinsey paper by Dobbs et al (November 2014) relating to an economic analysis for obesity prevention: “Existing evidence indicates that no single intervention is likely to have a significant overall impact. A systemic, sustained portfolio of initiatives, delivered at scale, is needed to reverse the health burden.” Similarly, no individual sector in society can address obesity acting on its own — neither governments, retailers, consumer-goods companies, restaurants, employers, media organisations, educators, healthcare providers, or individuals.Achieving the full potential impact requires engagement from as many sectors as possible. Ideally such actions would be contained within an overarching National Nutrition Policy in Australia. Finally, we would like to echo another sentiment of the McKinsey Global Institute discussion paper, that “
 our analysis is by no means complete. Rather we see our work [on a potential program to address obesity] as the equivalent of the maps used by 16th-century navigators. Some islands were missing and some islands were misshapen in these maps, but they were helpful to the sailors of the era. We are sure that we have missed some interventions and over- or underestimated the impact of others. But we hope our work to be a useful guide

    On the Combination of Game-Theoretic Learning and Multi Model Adaptive Filters

    This paper casts coordination of a team of robots within the framework of game theoretic learning algorithms. In particular a novel variant of fictitious play is proposed, by considering multi-model adaptive filters as a method to estimate other players’ strategies. The proposed algorithm can be used as a coordination mechanism between players when they should take decisions under uncertainty. Each player chooses an action after taking into account the actions of the other players and also the uncertainty. Uncertainty can occur either in terms of noisy observations or various types of other players. In addition, in contrast to other game-theoretic and heuristic algorithms for distributed optimisation, it is not necessary to find the optimal parameters a priori. Various parameter values can be used initially as inputs to different models. Therefore, the resulting decisions will be aggregate results of all the parameter values. Simulations are used to test the performance of the proposed methodology against other game-theoretic learning algorithms.</p
