    [EN] According to the World Bank statistics, 83% of world’s population lives in low-and middle-income countries (LMICs). These countries, often run by Governments that make an inadequate distribution of the national budgets, undergo issues in assessing the health and educational needs of their communities. Thus, from the last 80s the presence of non-governmental organizations(NGOs), which appeared as an option to fill the gaps in the system,has grown significantly. However, NGOs are usually unevenly distributed and there is rarely coordination among them, which often results in duplication of services or waste of resources.Nevertheless, the unprecedented and ubiquitous proliferation of mobile phone-based technology and internet,amongother factors, appear as a promising scenario to face the health needs of the LMICs

    A Pediatric Telecardiology Service 20 years on-An exploratory study

    Background: Telemedicine services are promoting more access to healthcare. Portugal was an early adopter of telemedicine to overcome both its geological barriers and the shortage of healthcare professionals. The Pediatric Cardiology Service (PCS) at Coimbra University Hospital Centre (CHUC) has been using telemedicine to increase access and coverage since 1998. Their Pediatric Telecardiology Service has been daily connecting CHUC with 13 other Portuguese national hospitals, and regularly connecting with Portuguese-speaking African countries, through a teleconsultation platform. Methods: This study aims at exploring the Pediatric Telecardiology Service's evolution, through a comprehensive assessment of the PCS's development, evolution and impact in public health, to better understand the critical factors for implementation and sustainability of telemedicine, in the context of healthcare services digitalization. A case study was performed, with cost-benefit, critical factors and organizational culture assessment. Finally, the Kingdon's framework helped to understand the implementation and scale-up process and the role of policy-making. Results: With the total of 32,685 out-patient teleconsultations, growing steadily from 1998 to 2016, the Pediatric Telecardiology Service has reached national and international recognition, being a pioneer and an active promotor of telemedicine. This telemedicine service has saved significant resources, about 1.1 million euros for the health system (e.g. in administrative and logistic costs) and approximately 419 euros per patient (considering an average of 1777 patients per year). PCS presents a dominant "Clan" culture. The Momentum's critical factors for telemedicine service implementation enabled us to understand how barriers were overcome (e.g. political forces). Willingness, perseverance and teamwork, allied with partnership with key stakeholders, were the foundation for professionals' engagement and service networking development. Its positive results, new regulations and the increasing support from the hospital board, set up a window of opportunity to establish a sustainable telemedicine service. Conclusion: The Pediatric Telecardiology Service enables real-time communication and the sharing of clinical information, overcoming many barriers (from geographical ones to shortage of healthcare professionals), improving access to specialized care both in Portugal and Africa. Motivation and teamwork, and perseverance, were key for the Pediatric Telecardiology Service to tackle the window of opportunity which created conditions for sustainability.publishersversionpublishe

    A Review on COVID-19 Related Research in Leading Information Systems Journals

    To identify the key challenges, issues and opportunities affecting individuals, organizations, and society on coping with COVID-19, we reviewed extant research related to the COVID-19 pandemic in the leading information systems journals. Six major research themes and representative literature for each theme are identified by content analysis. The six major research themes include digital transformation, data visualization and artificial intelligence, infodemic and cybersecurity, IT governance, digital divide, and IS research direction in the post-pandemic period. Moreover, we discussed the challenges, current research, and opportunities related to each of the themes. The review provides a snapshot of IS literature on the COVID-19 pandemic and can enable scholars to evaluate possible opportunities for conducting research and development activities related to the pandemic

    Exploring teachers’ technology acceptance during COVID-19 pandemic: A systematic review (2020-2022)

    The emergence of novel coronavirus disease 2019 (COVID-19) caused teachers shifting from conventional mode to emergency remote teaching with technology use. Nevertheless, review of technology acceptance level of teachers towards technology is limited, despite its significance in sustaining education during the pandemic. This study aimed to explore teachers’ technology acceptance level and factors affecting their intentions of accepting technology in the COVID-19 pandemic. With the adherence of preferred reporting items for systematic review and meta-analyses (PRISMA) 2020 statement and list of inclusion and exclusion criteria, 22 articles which were published from 2020 to present and related to the research focus had been identified from Scopus and Web of Science databases. The findings depicted that most teachers hold high acceptance level towards using technology to deliver lessons during the COVID-19. There were five key factors affecting teachers’ intentions in accepting technology, namely: i) Perceived usefulness; ii) Perceived ease-of-use; iii) Attitude; iv) Social influence; and v) Facilitating conditions. This study has provided insight to stakeholders on teachers’ technology acceptance during the pandemic. Future studies are recommended to conduct systematic reviews on technology acceptance from students’ perspective by identifying published papers from more databases such as ERIC and Google Scholar

    A study of general practitioners' perspectives on electronic medical records systems in NHS Scotland

    <b>Background</b> Primary care doctors in NHSScotland have been using electronic medical records within their practices routinely for many years. The Scottish Health Executive eHealth strategy (2008-2011) has recently brought radical changes to the primary care computing landscape in Scotland: an information system (GPASS) which was provided free-of-charge by NHSScotland to a majority of GP practices has now been replaced by systems provided by two approved commercial providers. The transition to new electronic medical records had to be completed nationally across all health-boards by March 2012. <p></p><b> Methods</b> We carried out 25 in-depth semi-structured interviews with primary care doctors to elucidate GPs' perspectives on their practice information systems and collect more general information on management processes in the patient surgical pathway in NHSScotland. We undertook a thematic analysis of interviewees' responses, using Normalisation Process Theory as the underpinning conceptual framework. <p></p> <b>Results</b> The majority of GPs' interviewed considered that electronic medical records are an integral and essential element of their work during the consultation, playing a key role in facilitating integrated and continuity of care for patients and making clinical information more accessible. However, GPs expressed a number of reservations about various system functionalities - for example: in relation to usability, system navigation and information visualisation. <b>Conclusion </b>Our study highlights that while electronic information systems are perceived as having important benefits, there remains substantial scope to improve GPs' interaction and overall satisfaction with these systems. Iterative user-centred improvements combined with additional training in the use of technology would promote an increased understanding, familiarity and command of the range of functionalities of electronic medical records among primary care doctors

Bielefeld: Universität Bielefeld; 2020.Digital Health offers tremendous potential to change the face of health systems in all countries. Although the application of digital technologies in the health sector has become central to global health thinking, various implementation barriers still exist. One of the most significant is the process of user acceptance and adoption of new interventions, which still remains a neglected research area in sub-Saharan Africa. The synopsis is a synthesis of the findings of a three-year research study embedded within a larger research consortium that developed and piloted a mobile phone-based Electronic Health Information and Surveillance System for sub-Saharan Africa (eHISS) in Ghana. The system aimed to support sick children to assess the disease severity, to advice appropriate treatment and to collect data on the occurrence of symptom clusters. The thesis evaluated the usability and acceptance among users of the mobile health (mHealth) system (caregivers of children) by soliciting their views on their experiences while using the system. The doctoral thesis followed a human-centred design (HCD) circle and consisted of the following research activities; (i) the assessment of the state of research, (ii) the innovative field test of a prototype of the eHISS system and an assessment of users’ needs to drive the design, (iii) the evaluation of the clinical decision algorithm as backbone of the electronic system and (iv) the evaluation of experiences with the system after a six-month pilot phase of the system. A manuscript was developed from each research activity for publication, thus making a total of four papers that form the empirical basis of this thesis. Results showed that users are generally open to mHealth and interested in new technologies, and comprehensive knowledge on critical factors favouring and disfavouring the integration of the system in the daily life of participants, and suggestions on how the system could be improved has been gained. The thesis thus confirmed and highlighted the key role of user experiences in the design process of new mHealth approaches, and provided insights on how to develop and evaluate mobile health approaches from the user perspective. Based on the results of the user evaluation, two possible directions for the future of eHISS have been developed. We further conclude that programs and initiatives must be guided by robust strategies to overcome existing barriers for implementation. Like all digital health interventions, the presented eHISS system is not a silver bullet and has significant limitations, but taking the requirements discussed in the thesis into consideration we believe that systems developed based on the eHISS experiences in future can make a real impact on health service delivery and disease response
