    Tabu search heuristic for inventory routing problem with stochastic demand and time windows

    This study proposes the hybridization of tabu search (TS) and variable neighbourhood descent (VND) for solving the Inventory Routing Problems with Stochastic Demand and Time Windows (IRPSDTW). Vendor Managed Inventory (VMI) is among the most used approaches for managing supply chains comprising multiple stakeholders, and implementing VMI require addressing the Inventory Routing Problem (IRP). Considering practical constraints related to demand uncertainty and time constraint, the proposed model combines multi-item replenishment schedules with unknown demand to arrange delivery paths, where the actual demand amount is only known upon arrival at a customer location with a time limit. The proposed method starts from the initial solution that considers the time windows and uses the TS method to solve the problem. As an extension, the VND is conducted to jump the solution from its local optimal. The results show that the proposed method can solve the IRPSDTW, especially for uniformly distributed customer locations

Heier StammHealth care organizations must have enough supplies and equipment on hand to adequately respond to events such as terrorist attacks, infectious disease outbreaks, and natural disasters. This is achieved through a robust supply chain system. Nationwide, states are assessing their current supply chains to identify gaps that may present issues during disaster preparedness and response. During an assessment of the Kansas health care supply chain, a number of vulnerabilities were identified, one of which being supplier consolidation. Through mergers and acquisitions, the number of suppliers within the health care field has been decreasing over the years. This can pose problems during disaster response when there is a surge in demand and multiple organizations are relying on the same suppliers to provide equipment and supplies. This thesis explores the potential for joint procurement agreements to encourage supplier diversity by splitting purchasing among multiple suppliers. In joint procurement, two or more customers combine their purchases into one large order so that they can receive quantity discounts from a supplier. This research makes three important contributions to supplier selection under disaster uncertainty. The first of these is the development of a scenario-based supplier selection model under uncertainty with joint procurement. This optimization model can be used to observe customer purchasing decisions in various scenarios while considering the probability of disaster occurrence. Second, the model is applied to a set of experiments to analyze the results when supplier diversity is increased and when joint procurement is introduced. This leads to the third and final contribution: a set of recommendations for health care organization decision makers regarding ways to increase supplier diversity and decrease the risk of disruption associated with disaster occurrence

    Vaccination is one of the most effective ways to prevent and/or control the outbreak of infectious diseases. This medical intervention also brings about many logistical questions. In the past years, the Operations Research/Operations Management community has shown a growing interest in the logistical aspects of vaccination. However, publications on vaccine logistics often focus on one specific logistical aspect. A broader framework is needed so that open research questions can be identified more easily and contributions are not overlooked.In this literature review, we combine the priorities of the World Health Organization for creating a flexible and robust vaccine supply chain with an Operations Research/Operations Management supply chain perspective. We propose a classification for the literature on vaccine logistics to structure this relatively new field, and identify promising research directions. We classify the literature into the following four components: (1) product, (2) production, (3) allocation, and (4) distribution. Within the supply chain classification, we analyze the decision problems for existing outbreaks versus sudden outbreaks and developing countries versus developed countries. We identify unique characteristics of the vaccine supply chain: high uncertainty in both supply and demand; misalignment of objectives and decentralized decision making between supplier, public health organization and end customer; complex political decisions concerning allocation and the crucial

    Transportation and logistics (T&L) activities play a vital role in the development of many businesses from different industries. With the increasing number of people living in urban areas, the expansion of on-demand economy and e-commerce activities, the number of services from transportation and delivery has considerably increased. Consequently, several urban problems have been potentialized, such as traffic congestion and pollution. Several related problems can be formulated as a combinatorial optimization problem (COP). Since most of them are NP-Hard, the finding of optimal solutions through exact solution methods is often impractical in a reasonable amount of time. In realistic settings, the increasing need for 'instant' decision-making further refutes their use in real life. Under these circumstances, this thesis aims at: (i) identifying realistic COPs from different industries; (ii) developing different classes of approximate solution approaches to solve the identified T&L problems; (iii) conducting a series of computational experiments to validate and measure the performance of the developed approaches. The novel concept of 'agile optimization' is introduced, which refers to the combination of biased-randomized heuristics with parallel computing to deal with real-time decision-making.Las actividades de transporte y logística (T&L) juegan un papel vital en el desarrollo de muchas empresas de diferentes industrias. En consecuencia, se han potencializado varios problemas urbanos, como la congestión del tráfico y la contaminación. Varios problemas relacionados pueden formularse como un problema de optimización combinatoria (COP). Dado que la mayoría de ellos son NP-Hard, la búsqueda de soluciones óptimas a través de métodos de solución exactos a menudo no es práctico en un período de tiempo razonable.     Operations research in disaster preparedness and response: The public health perspective

    Operations research is the scientific study of operations for the purpose of better decision making and management. Disasters are defined as events whose consequences exceed the capability of civil protection and public health systems to provide necessary responses in a timely manner. Public health science is applied to the design of operations of public health services and therefore operations research principles and techniques can be applied in public health. Disaster response quantitative methods such as operations research addressing public health are important tools for planning effective responses to disasters. Models address a variety of decision makers (e.g. first responders, public health officials), geographic settings, strategies modelled (e.g. dispensing, supply chain network design, prevention or mitigation of disaster effects, treatment) and outcomes evaluated (costs, morbidity, mortality, logistical outcomes) and use a range of modelling methodologies. Regarding natural disasters the modelling approaches have been rather limited. Response logistics related to public health impact of disasters have been modelled more intensively since decisions about procurement, transport, stockpiling, and maintenance of needed supplies but also mass vaccination, prophylaxis, and treatment are essential in the emergency management. Major issues at all levels of disaster response decision making, including long-range strategic planning, tactical response planning, and real-time operational support are still unresolved and operations research can provide useful techniques for decision management.-JRC.G.2-Global security and crisis managemen
