Information Society Strategies in the European Context: The Case of Greece
This article sets out to analyze the policies adopted by the Greek government in its effort to accelerate the pace of reform towards a knowledge-based economy. These policies have to take into account the position that the country occupies within the emerging information society and, of course, the opportunities created by EU initiatives that aim to promote economic competitiveness and reduce regional disparities. Within this framework Greek policy makers have recognized the need for a coordinated, coherent and integrated approach, which attempts to diminish inequalities both within the country and with respect to other European Union economies. What emerges as a distinctive feature of the Greek information society strategy is the emphasis placed on the pivotal role of the state and the adoption of active interventionist policies
Co-opetition of TV broadcasters in online video markets : a winning strategy?
This article focuses on TV broadcasters adopting co-opetition strategies for launching online video services. It is claimed that the emergence of online video platforms like YouTube and Netflix is driving TV broadcasters to collaborate with their closest competitors to reduce costs and reach the necessary scale in the global marketplace. The article sheds light on online video platforms that were developed following a co-opetition strategy (Hulu and YouView). The establishment of joint ventures in online video, however, has been scrutinised by competition authorities which fear that collaboration between close competitors lessens rivalry and reduces consumer choice. Therefore, several co-opetition projects (among others BBC’s Kangaroo and Germany’s Gold) have been prohibited by competition authorities
Shifting new media: from content to consultancy, from heterarchy to hierarchy
This is a detailed case history of one of London’s iconic new media companies, AMX Studios. Some of the changes in this firm, we assume, are not untypical for other firms in this sector. Particularly we want to draw attention to two transformations. The first change in AMX and in London’s new media industry more generally refers to the field of industrial relations. What can be observed is a shift from a rather heterarchical towards a more hierarchical organized new media industry, a shift from short-term project networks to long-term client dependency. The second change refers to new media products and services. We want to argue for a shift from cool content production towards consultancy and interactive communications solutions
(De)convergence in TV: a comparative analysis of the development of Smart TV
Against the backdrop of media convergence, Smart TVs are developing rapidly in large parts of the world. Smart TV refers to the integration of broadband Internet and social media features into TV sets. From a media business perspective, the proliferation of Smart TV services may put pressure on the market structure of the TV landscape, and urge for new business models in order to capture the dynamics of media convergence. By means of a comparative analysis in four European markets (Belgium, Germany, the Netherlands and the United Kingdom), the development of Smart TV is sketched in terms of viewing patterns, business models and standardization. The conclusion is that national TV markets are evolving quite differently, so that service providers must adapt their marketing strategies to reflect local market conditions. Hence, the success of Smart TV ultimately depends on the local package of value-added services and the amount of strategic partnerships with content owners, TV broadcasters and pay-TV operators

Public Television in Europe: The French and Greek Cases
The aim of this article is to examine the way technological developments and the internationalisation of the television industry affects public television (PTV) broadcasters in Europe. The work focuses on the policies pursued by PTV broadcasters in selected European countries in response to the challenges that confront them in the era of digital convergence. The changes in the European television landscape force public channels to rethink their position towards new digital technologies, organisational structures and programming policy and scheduling. To illustrate the difficulties but also the opportunities that arise during this period of change, the article analyses specific activities and strategies undertaken by public channels in the main areas examined (reorganisation, programming and technology) in one large (France) and one small European country (Greece)
Digital television, Personal Video Recorders and convergence in the Australian home
Out of the confusion of delivery technologies for domestic digital video, the function of a Personal Video Recorder (PVR) that has a content management system based on an electronic program guide emerges as a key component of a home entertainment system. Serving as a content manager for video broadcasts for free-to-air and pay-TV, PVRs can automatically record, sort, schedule, store and integrate video material from different sources in a convenient, easy-to-use and timely fashion. Devices with PVR functionality are still not yet in widespread use in Australian homes, but are the increasing subject of pioneering commercial enterprise, innovative experimentation and open-source community development. The concept of a MADE system is introduced as a system with converged functionality for Media, Automation, Data, and Entertainment. This paper describes and compares three systems with PVR functionality and evaluates their current and future roles as a component for MADE systems in Australia: the TiVo appliance, the MythTV open source software for Linux; and a Topfield set top box using IceGuide. The drivers for and threats to the convergence of functionality towards a MADE system are also considered
Rapid prototyping and fast user trial of multimedia broadcast and cellular services
This paper presents the results of fast user trial of multimedia services that are enabled when a mobile terminal has access to converged services over digital broadcast and mobile telecommunications networks. It first describes the motivations behind developing this system and describes the service scenarios that benefit most from it. It then provides an overview of the service components of the test case scenario. Finally, it presents the results of fast user trials on end users of the services that were developed. This work was conducted as part of the EU-funded CISMUNDUS project
Managing ubiquitous eco cities: the role of urban telecommunication infrastructure networks and convergence technologies
A successful urban management system for a Ubiquitous Eco City requires an integrated approach. This integration includes bringing together economic, socio-cultural and urban development with a well orchestrated, transparent and open decision making mechanism and necessary infrastructure and technologies. Rapidly developing information and telecommunication technologies and their platforms in the late 20th Century improves urban management and enhances the quality of life and place. Telecommunication technologies provide an important base for monitoring and managing activities over wired, wireless or fibre-optic networks. Particularly technology convergence creates new ways in which the information and telecommunication technologies are used. The 21st Century is an era where information has converged, in which people are able to access a variety of services, including internet and location based services, through multi-functional devices such as mobile phones and provides opportunities in the management of Ubiquitous Eco Cities. This paper discusses the recent developments in telecommunication networks and trends in convergence technologies and their implications on the management of Ubiquitous Eco Cities and how this technological shift is likely to be beneficial in improving the quality of life and place. The paper also introduces recent approaches on urban management systems, such as intelligent urban management systems, that are suitable for Ubiquitous Eco Cities
Mergers and acquisitions in TV production, aggregation and distribution: challenges for competition, industrial and media policy
This paper focuses on the recent wave of M&A activity, both vertical and horizontal in TV production, aggregation and distribution industries, and discusses the implications of M&A activity for competition, industrial and media policymaking. Moreover, it aspires to set a forward-looking perspective on the regulation of M&A in the TV industry. It is argued that while EU competition policy has difficulties to fully grasp anti-competitive effects resulting from vertical M&A activity in particular, industrial and media-specific policies dealing with the creation of an economically and culturally sustainable, European broadcasting and distribution sector are virtually absent from national and European policy agendas. It is particular in the latter two domains of policymaking that policy action is necessary
