    Policy and Environmental Implications of Photovoltaic Systems in Farming in Southeast Spain: Can Greenhouses Reduce the Greenhouse Effect?

    Solar photovoltaic (PV) systems have grown in popularity in the farming sector, primarily because land area and farm structures themselves, such as greenhouses, can be exploited for this purpose, and, moreover, because farms tend to be located in rural areas far from energy production plants. In Spain, despite being a country with enormous potential for this renewable energy source, little is being done to exploit it, and policies of recent years have even restricted its implementation. These factors constitute an obstacle, both for achieving environmental commitments and for socioeconomic development. This study proposes the installation of PV systems on greenhouses in southeast Spain, the location with the highest concentration of greenhouses in Europe. Following a sensitivity analysis, it is estimated that the utilization of this technology in the self-consumption scenario at farm level produces increased profitability for farms, which can range from 0.88% (worst scenario) to 52.78% (most favorable scenario). Regarding the Spanish environmental policy, the results obtained demonstrate that the impact of applying this technology mounted on greenhouses would bring the country 38% closer to reaching the 2030 greenhouse gas (GHG) target. Furthermore, it would make it possible to nearly achieve the official commitment of 20% renewable energies by 2020. Additionally, it would have considerable effects on the regional socioeconomy, with increases in job creation and contribution to gross domestic product (GDP)/R&D (Research and Development), allowing greater profitability in agrifood activities throughout the entire region

    With the EU Emissions Trading System (ETS) now entering in its seventh year of operation, this report takes stock of the largest multi-sector greenhouse gas trading scheme in the world. It reviews the experiences of the pilot phase from 2005-07, assesses the adjustments introduced in the second phase (2008-12) and looks ahead to the radical changes that will come into effect in the third phase starting in 2013. The assessment is based on a literature review of recently published ex-post analyses and ex-ante studies and draws as well on our own calculations. It investigates the main controversies surrounding the EU ETS, such as its environmental effectiveness, economic rents, windfall profits and fairness, the role of CDM and JI and its impact of on industrial competitiveness. It also evaluates the scheme’s ability to promote innovation and low-carbon technology deployment. Finally, the study addresses the fundamental question of whether the ETS has lived up to its promise to “promote reductions of greenhouse gas emissions in a cost-effective and economically efficient manner”, and if not, what are the prospects of its doing so in the future and what additional changes will be required

    Designing novel interaction concepts for urban environments is not only a technical challenge in terms of scale, safety, portability and deployment, but also a challenge of designing for social configurations and spatial settings. To outline what it takes to create a consistent and interactive experience in urban space, we describe the concept and multidisciplinary design process of VR/Urban's media intervention tool called Spread.gun, which was created for the Media Façade Festival 2008 in Berlin. Main design aims were the anticipation of urban space, situational system configuration and embodied interaction. This case study also reflects on the specific technical, organizational and infrastructural challenges encountered when developing media façade installations

    Solar energy technologies in sustainable energy action plans of italian big cities

    Cities, accounting for more than 3/4 of global final energy consumption, are equipping themselves with governance tools to improve energy efficiency. In Europe, urban energy policy has adopted, only recently and voluntarily, the Sustainable Energy Action Plans (SEAP), following the European Strategy 20-20-20. Italy, country most sensitive among European ones, accounts for 53% of SEAPs signatories. In order to evaluate how urban energy system in Italy can match sustainability European goals, it is necessary to analyse the technological options promoted by the energy policies for the urban environment. The paper presents the state-of-art of Urban Energy Planning in Italy, focusing on the implementation of Solar Energy technologies, and their role in new urban energy strategy instruments, i.e. SEAP, to promote renewables deployment. Carbon emission avoidance interventions planned by Italian big cities were analysed, highlighting the chosen Solar Energy technology. The aim of this paper is to discuss and evaluate the differences of solar energy harvesting in Italian urban scenarios, taking into account geographical and morphological constraints, and to compare the forecasts for 2020 and 2030scenarios, in accordance with European and National laws in force

    Innovation As a Tool for Local Development. Introducing New Technologies for the Interpretation of Cultural Heritage: the Case of the RI-SE Programme in Sterea Ellada.

    The introduction and pilot application of innovative methods in the field of cultural heritage can have a significant effect on local development by boosting tourism and the related economic activities, increasing familiarity with new technologies and creating a sense of local pride. The five Centres for Heritage Interpretation that were developed in the Region of Sterea Ellada within the framework of the RI-SE Innovative Actions Programme offer a good example of this process, illustrating the contribution of innovation to local development and the integral role played by the Local Authorities. This paper aims to examine the role of cultural innovation in local and regional development, mainly through the promotion of cultural tourism. The use of new technologies in the interpretation of cultural heritage upgrades the services provided to the visitors of cultural sites and can promote archaeological and historic monuments and sites that are less known to the wide public, therefore channeling the flow of tourists to under-developed areas of a Region. Furthermore, it is a means of introducing new technologies and innovation in a way that is user-friendly and appealing, regardless of the user’s degree of familiarity with information technology. The European Regional Innovation (RI-SE) Programme for Sterea Ellada, was implemented in 2003-2004, and aimed to introduce and incorporate innovation in the region’s economic and cultural activities through the provision of new services and the utilization of high technology. Within the framework of this programme, five pilot Centres for Heritage Interpretation were established in the towns of Orchomenos, Lamia, Gravia, Karystos and Fragista, in close collaboration with the respective Municipalities. The case study will examine the methodology and criteria that were used for the selection of the specific heritage sites from the plethora of monuments of the Sterea Ellada Region. It will also present the different multimedia solutions that were employed in each case and outline the reception of the Centres by the public. In addition, it will focus on the contribution of the Municipalities to the success of the project and analyze its effects on local development, both in the specific Municipalities, but also in the entire Region. Finally, the project’s demonstration effect will be evaluated and the prospects of its implementation in other Regions and other countries will be considered: the RI-SE programme developed an innovative model that can easily and successfully be adapted and implemented in every country with a rich cultural heritage (like, for example, in the Mediterranean countries: Spain, Italy, Turkey), especially in areas that are not included in major tourist routes.

    Decrease of the maximum speed in highway tunnels as a measure to foster energy savings and sustainability

    The high energy consumption of the lighting installations in highway tunnels has become a hot topic in the last few years due to the high figures in terms of money, consumed energy, use of raw materials, emissions of greenhouse gases due to the remarkable number of manufactured elements, and maintenance, among others. In spite of the different strategies proposed up to date and their savings, the potential benefits of decreasing the maximum speed allowed in tunnels have not been considered in depth as a complementary measure yet. In this work, the impact of such a decrease in terms of energy consumption, number projectors, carbon dioxide (CO2) emissions, and yearly costs in energy is analyzed and discussed. The results strongly suggest the convenience of introducing maximum speed reduction in traffic regulations which, in addition, could create positive synergies with traffic safety
