    Towards Integrated Public Service Delivery Based On An Ontological Framework

    Present-day governments are experiencing a shift towards supplying demand-driven and personalized electronic services. This often requires that government organizations collaborate with each other and their services and processes need to be integrated to act in a coherent manner. In this paper, we take the diversity of government agencies as a starting point and focus on the development of a shared ontology to enable interoperability among heterogeneous business process and services of public agencies. This framework contributes to understanding the key concepts and relations that form the basis for coordinating the activities necessary for integrated public service delivery. The ontology is aimed at capturing the main elements to enable communication among and integration of the activities of decentralized and autonomous agencies. The ontology has been interactively developed by studying organizational processes, by conducting interviews and literature study. The proposed ontology can provide a foundation for an architecture blueprint that can enable demand-driven integrated service delivery in practice without having to pose detailed requirements on organizations. As autonomy is fostered, this research can potentially enable the integration of private organizations

    Adapting structuration theory to understand the role of reflexivity: Problematization, clinical audit and information systems

    This paper is an exploratory account of the further development and application of a hybrid framework, StructurANTion, that is based on Structuration Theory and Actor Network Theory (ANT). The use of social theories in general and their use in information systems (IS) research in particular is explored leading to the use of the framework to examine the concept of what are termed humanchine networks in the context of clinical audit, within a healthcare Primary Care Trust (PCT). A particular focus is on the manner in which information systems-based reflexivity contributes to both entrenching a networks’ structurated order as well as contributing to its emancipatory change. The case study compares clinic-centric and patientcentric audit and seeks to further extend the understanding of the role of information and information systems within structurated humanchine activity systems. Conclusions indicate that the use of more socially informed IS methods and approaches can incorporate more emancipatory ideals and lead to greater adoption and usage of more relevant and useful clinical information systems and practices

    Clinical governance, education and learning to manage health information

    Purpose – This paper aims to suggest that the concept of clinical governance goes beyond a bureaucratic accountability structure and can be viewed as a negotiated balance between imperfectly aligned and sometimes conflicting goals within a complex adaptive system. On this view, the information system cannot be separated conceptually from the system of governance it supports or the people whose work it facilitates or hinders. Design/methodology/approach – The study, located within the English National Health Service (NHS) between 1999 and 2005, is case study based using a multi method approach to data collection within two primary care organisations (PCOs). The research strategy is conducted within a social constructionist ontological perspective. Findings – The findings reflect the following broad-based themes: mutual adjustment of a plurality of stakeholder perceptions, preferences and priorities; the development of information and communication systems, empowered by informatics; an emphasis on education and training to build capacity and capability. Research limitations/implications – Limitations of case study methodology include a tendency to provide selected accounts. These are potentially biased and risk trivialising findings. Rooted in specific context, their generalisability to other contexts is limited by the extent to which contexts are similar. Reasonable attempts were made to minimise any bias. The diversity of data collection methods used in the study was an attempt to counterbalance the limitations highlighted in one method by strength from alternative techniques. Practical implications – The paper makes recommendations in two key governance areas: education and learning to manage health information. In practice, the lessons learned provide opportunities to inform future approaches to health informatics educational programmes. Originality/value – With regard to topicality, it is suggested that many of the developmental issues highlighted during the establishment of quality improvement programmes within primary care organisations (PCGs/PCTs) are relevant in the light of current NHS reforms and move towards commissioning consortia

    This paper describes the attempts of the COHSE project to define and deploy a Conceptual Open Hypermedia Service. Consisting of • an ontological reasoning service which is used to represent a sophisticated conceptual model of document terms and their relationships; • a Web-based open hypermedia link service that can offer a range of different link-providing facilities in a scalable and non-intrusive fashion; and integrated to form a conceptual hypermedia system to enable documents to be linked via metadata describing their contents and hence to improve the consistency and breadth of linking of WWW documents at retrieval time (as readers browse the documents) and authoring time (as authors create the documents)

    A critical analysis of approaches to the concept of social identity in social policy

    This article seeks both to highlight a current imbalance in approaches to social identity in social policy, and to make suggestions as to how this might be redressed in future work employing the concept. The concept of identity and specifically social identity is increasingly employed in the discipline of social policy as a theoretical device with which to bridge the individual/social divide. The argument presented here suggests that the concept is however, unevenly deployed in policy analysis and, therefore lacks the force of impact it might otherwise have had. The predominant focus of current analysis lies in policy change precipitated by groups of ‘new,’ active welfare constituents organised around differentiated and fragmented social identities, whereas the identities of welfare professionals also involved in policy making process have disappeared from analytical view. The current emphasis on the discursive context for policy formulation, perpetuates an unacknowledged misconception concerning the asociality of those involved in policy making, where their principal role is perceived as the maintenance of the status quo in terms of social policy responses to welfare constituents needs. Redressing this false dichotomy between those developing and those using welfare services might be avoided by further exploring the concept of relational identity

    A conceptual model of service exchange in service-dominant logic

    The service system is the basic abstraction of Service Science. This paper proposes the Resource-Service-System model as a conceptual model of service systems interacting in service exchanges, assuming a service-dominant logic economic worldview. The paper explains how the model was developed starting from the Resource-Event-Agent business model ontology, taking into account insights gained from studying Service Science literature and existing service ontologies. The paper also explains how different model views can contribute to study various aspects of service systems and exchanges

    An ontology of agile aspect oriented software development

    Both agile methods and aspect oriented programming (AOP) have emerged in recent years as new paradigms in software development. Both promise to free the process of building software systems from some of the constraints of more traditional approaches. As a software engineering approach on the one hand, and a software development tool on the other, there is the potential for them to be used in conjunction. However, thus far, there has been little interplay between the two. Nevertheless, there is some evidence that there may be untapped synergies that may be exploited, if the appropriate approach is taken to integrating AOP with agile methods. This paper takes an ontological approach to supporting this integration, proposing ontology enabled development based on an analysis of existing ontologies of aspect oriented programming, a proposed ontology of agile methods, and a derived ontology of agile aspect oriented development
