    Enabling the freight traffic controller for collaborative multi-drop urban logistics: practical and theoretical challenges

    There is increasing interest in how horizontal collaboration between parcel carriers might help alleviate problems associated with last-mile logistics in congested urban centers. Through a detailed review of the literature on parcel logistics pertaining to collaboration, along with practical insights from carriers operating in the United Kingdom, this paper examines the challenges that will be faced in optimizing multicarrier, multidrop collection, and delivery schedules. A “freight traffic controller” (FTC) concept is proposed. The FTC would be a trusted third party, assigned to equitably manage the work allocation between collaborating carriers and the passage of vehicles over the last mile when joint benefits to the parties could be achieved. Creating this FTC concept required a combinatorial optimization approach for evaluation of the many combinations of hub locations, network configuration, and routing options for vehicle or walking to find the true value of each potential collaboration. At the same time, the traffic, social, and environmental impacts of these activities had to be considered. Cooperative game theory is a way to investigate the formation of collaborations (or coalitions), and the analysis used in this study identified a significant shortfall in current applications of this theory to last-mile parcel logistics. Application of theory to urban freight logistics has, thus far, failed to account for critical concerns including (a) the mismatch of vehicle parking locations relative to actual delivery addresses; (b) the combination of deliveries with collections, requests for the latter often being received in real time during the round; and (c) the variability in travel times and route options attributable to traffic and road network conditions

    The e-commerce growth, propelled by factors like globalization, urbanization, or the COVID-19 pandemic, has been raising the demand for logistic activities. This affects the entire supply chain, especially the last-mile, as it is considered the most ineffective part of the supply chain and a source of negative externalities. Although various solutions promise to alleviate these problems, understanding them and selecting the best has proven to be difficult due to conflicting criteria, multiple perspectives, and trade-offs. The vicissitudes of complex and sensitive urban contexts like historic centers also contribute to this difficulty. This work contributes an integrated framework that may assist the involved stakeholders in decision-making. To this end, this work is based on a three-part methodology. The extensive systematic literature review developed provided an integrated overview of this fragmented research area. This review confirmed the multidisciplinary nature of the topic, as there is an increasing number of studies conducted under very different perspectives. Furthermore, it was found that the economic dimension is the most considered; the most polluting countries contributed little to the research; and the solutions involve trade-offs. The literature review supported the definition of the hierarchical model that structures last-mile operations in historic centers. This model was evaluated by interviewing a group of experts. After integrating the experts’ feedback, the model was quantified by the same experts according to an AHP-TOPSIS approach. This quantification had as a case study the historic center of Porto, Portugal. The experts considered the three sustainability dimensions identically important. Air pollution was the most valued sub-criterion whereas Visual pollution was the least. All last-mile solutions considered in the model achieved similar results, therefore suggesting a combined distribution strategy. Nevertheless, the use of parcel lockers is the most favorable solution and seems adequate in Porto’s historic center.O crescimento do e-commerce, impulsionado por fatores como a globalização, a urbanização ou a pandemia de COVID-19, tem aumentado a procura por atividades logísticas. Isto afeta toda a cadeia de abastecimento, principalmente a última-milha, por ser considerada a parte mais ineficaz da cadeia de abastecimento e uma fonte de externalidades negativas. Embora existam várias soluções que prometem aliviar estes problemas, entendêlas e selecionar a melhor tem se provado difícil devido a critérios conflituosos, múltiplas perspetivas e trade-offs. As vicissitudes de contextos urbanos complexos e sensíveis como os centros históricos também contribuem para essa dificuldade. Este trabalho contribui um framework integrado que pode auxiliar os stakeholders envolvidos na tomada de decisão. Para este fim, este trabalho é baseado numa metodologia composta por três partes. A extensa revisão sistemática da literatura desenvolvida forneceu uma visão integrada desta área de investigação fragmentada. Esta revisão confirmou o caráter multidisciplinar do tema, pois há um número crescente de estudos conduzidos sob perspetivas muito diferentes. Além disso, verificou-se que a dimensão económica é a mais considerada; os países mais poluentes contribuíram pouco para a pesquisa; e as soluções envolvem trade-offs. A revisão da literatura suportou a definição do modelo hierárquico que estrutura as operações de última-milha em centros históricos. Este modelo foi avaliado entrevistando um grupo de experts. Após a integração do feedback dos experts, o modelo foi quantificado pelos mesmos de acordo com uma abordagem AHP-TOPSIS. Esta quantificação teve como caso de estudo o centro histórico do Porto, Portugal. Os experts consideraram as três dimensões da sustentabilidade identicamente importantes. O subcritério relativo à poluição atmosférica foi o mais valorizado, enquanto o menos foi o relativo à poluição visual. Todas as soluções de últimamilha consideradas no modelo alcançaram resultados semelhantes, sugerindo uma estratégia de distribuição combinada.     Using digitalisation for data-driven freight curbside management. A perspective from urban transport planning

    Given trends in urbanisation, e-commerce, active mobility and modal shifts, streets have sprung up as scenes of conflict where competing demands for curbside space have increased. Because public space is limited, urban transport planners are called to solve public space conflicts by defining how much space is allocated to specific users as a means to achieve sustainable cities. In the allocation of curbside space, freight parking operations are sometimes overlooked compared to other curbside uses such as private vehicles parking. However, limited space for freight deliveries generates negative impacts on urban traffic (e.g. due to double parking), as well as on emissions and companies’ efficiency (e.g. due to the need to cruise for parking). This thesis aims to contribute to current understandings of the need for and uses of data to inform curbside management decision-making for freight parking from the perspective of urban transport planning. To that end, a case study was conducted to collect and analyse data about freight curbside operations using quantitative and qualitative methods, and a cross-sectional research design facilitated the exploration of the impacts of curbside interventions on cities’ sustainability worldwide

    Optimising Parcel Deliveries in London Using Dual-Mode Routing

    Last-mile delivery operations are complex, and the conventional way of using a single mode of delivery (e.g. driving) is not necessarily an efficient strategy. This paper describes a two-level parcel distribution model that combines walking and driving for a single driver. The model aims to minimise the total travelling time by scheduling a vehicle's routing and the driver's walking sequence when making deliveries, taking decisions on parking locations into consideration. The model is a variant of the Clustered Travelling Salesman Problem with Time Windows, in which the sequence of visits within each cluster is required to form a closed tour. When applied to a case study of an actual vehicle round from a parcel carrier operating in London, savings of over 20% in the total operation time were returned over the current situation where 104 transactions from 99 consignees were being delivered to 57 stopping points

    Evaluation of a team-based collection and delivery operation

    The rise in the volume of e-commerce is adding increasing pressure on the logistics of parcel delivery. To improve the efficiency of their operations, the parcel industry in Japan is exploring team-based collection and delivery (TCD), whereby the sales driver (SD) hands out parcels to the field crews (FC), who subsequently deliver them to the door. However, the efficiency of TCD is still understudied. This study proposes a method for optimizing the delivery route for TCD and evaluates the efficiency of the ongoing operation. The TCD delivery problem focuses on minimizing the task completion time using parameters derived through surveys of the actual operations. Comparison between seven different methods show that the newly proposed method of fuzzy c-means clustering with a genetic algorithm outperforms the rest, rapidly computing sufficiently accurate results. Results suggest that the proposed optimal route reduces the total delivery time by up to 18.7%. However, the amount of time saved varies considerably by the area and the number of parcels delivered. Additional constraints for improving driver safety, the cost-benefit of increasing FCs, and the impact on the environmental cost are also considered. The proposed method also helps spread the workload and the travel time of the FCs more evenly, thus further reducing the total delivery time

    The Best Practice Handbook (BPH) gives an overview about current concepts, strategies and actions in freight transport all over Europe. It is disseminating information on successful projects and practices to increase awareness and share experiences. It is enabling knowledge transfer and supporting transferability for best practices. The third and last Best Practice Handbook focuses on the work done over the entire project, with 157 inventory cases and 60 in-depth analyses. After four years of case collection a wide field of solutions is available. The main findings of the BESTFACT cases are cross-checked and summarised for each of the cluster topics. The consistent form of collection and information provision broadens the structural understanding of best practice cases. The synthesis of cases per topic shows that under consideration of barriers and framework conditions replicable impacts are achievable.     Coping with the Rise of E-commerce Generated Home Deliveries through Innovative Last-Mile Technologies and Strategies

However, as e-retailers compete with increasingly consumer-focused services, urban freight witnesses a significant increase in associated distribution costs and negative externalities, particularly affecting those living close to logistics clusters. Hence, to remain competitive, e-retailers deploy alternate last-mile distribution strategies. These alternate strategies, such as those that include the use of electric delivery trucks for last-mile operations, a fleet of crowdsourced drivers for last-mile delivery, consolidation facilities coupled with light-duty delivery vehicles for a multi-echelon distribution, or collection-points for customer pickup, can restore sustainable urban goods flow. Thus, in this study, the authors investigate the opportunities and challenges associated with alternate last-mile distribution strategies for an e-retailer offering expedited service with rush delivery within strict timeframes.
