Leveraging Paraguay’s Hydropower for Sustainable Economic Development
While internationally Paraguay is known for being the largest hydropower exporter in the world, the domestic economy suffers from regular outages and high system losses. The country is largely dependent on agricultural production, which has led to volatile economic performances in the past resulting from climatic circumstances and commodity price fluctuations. To address these two key policy challenges, the Government of Paraguay has approached The Earth Institute to: 1) explore the potential of a climate risk management system and sustainable agriculture activities to mitigate environmental vulnerability and 2) develop a high-level strategic plan to use Paraguay’s vast hydropower resources for sustainable economic development and the diversification of its economy.
Together with the Center on Globalization and Sustainable Development, the CCSI has drafted this report, which: outlines the current challenges faced by the electricity sector and recommends how these could be addressed provides suggestions for how Paraguay could use its excess electricity to diversify its economy and reduce its fossil fuel dependency, and analyzes past revenue streams from electricity exports, suggests ways to maximising future export revenues and provides management system tools that could be considered to allocate these revenues efficiently in the future

Future Coal Supply for the World Energy Balance; Proceedings of the Third IIASA Conference on Energy Resources, November 28 - December 2, 1977
There is growing concern and interest in the re-emergence into the energy picture of "King Coal." Coal, as it is produced today and, still more, as it will be produced tomorrow and in the next century, has many new features. Reserves and resources are revised upward, by jumps greater than the total estimated world oil resources. Production techniques are shifting from fully automated underground mines to gigantic surface mines with annual capacities of some tens of millions of tons. Coal slurry pipelines will be used for transportation, and sophisticated processes can transform coal into almost any other fuel: gas, syncrude, methanol, gasoline, and so on.
How do the various nations, whether producers or consumers or both, react to these changing conditions? And what could be the effects on the future world energy balance, and on a potential world coal market trying to compete with the world oil market?
All these questions--and many others--were raised and dealt with during the Third IIASA Conference on Energy Resources, devoted to Future Coal Supply for the World Energy Balance. More than seventy experts from East and West--technicians, economists, futurologists, modelers--contributed. Changes in economic and market conditions of mineral raw materials in recent
years have greatly increased demands on the ef fi ciency of mining production. This
is certainly true of the coal industry. World coal consumption is growing faster than
other types of fuel and in the past year it exceeded 7.6 billion tons. Coal extraction
and processing technology are continuously evolving, becoming more economical
and environmentally friendly. “ Clean coal ” technology is becoming increasingly
popular. Coal chemistry, production of new materials and pharmacology are now
added to the traditional use areas — power industry and metallurgy. The leading role
in the development of new areas of coal use belongs to preparation technology and
advanced coal processing. Hi-tech modern technology and the increasing interna-
tional demand for its effectiveness and ef fi ciency put completely new goals for the
University. Our main task is to develop a new generation of workforce capacity and
research in line with global trends in the development of science and technology to
address critical industry issues.
Today Russia, like the rest of the world faces rapid and profound changes
affecting all spheres of life. The de fi ning feature of modern era has been a rapid
development of high technology, intellectual capital being its main asset and
resource. The dynamics of scienti fi c and technological development requires acti-
vation of University research activities. The University must be a generator of ideas
to meet the needs of the economy and national development. Due to the high
intellectual potential, University expert mission becomes more and more called for
and is capable of providing professional assessment and building science-based
predictions in various fi elds.
Coal industry, as well as the whole fuel and energy sector of the global economy
is growing fast. Global multinational energy companies are less likely to be under
state in fl uence and will soon become the main mechanism for the rapid spread of
technologies based on new knowledge. Mineral resources will have an even greater
impact on the stability of the economies of many countries. Current progress in the
technology of coal-based gas synthesis is not just a change in the traditional energy markets, but the emergence of new products of direct consumption, obtained from
coal, such as synthetic fuels, chemicals and agrochemical products. All this requires
a revision of the value of coal in the modern world economy
You are what you measure! But are we measuring it right? An empiric analysis of energy access metrics based on a multi-tier approach in Bangladesh
Measuring energy access through binary indicators is
insufficient, and often, even misleading. In this work, the
SE4ALL global tracking framework, and the recently
introduced ESMAP multi-tier approach, is critically
discussed analyzing questionnaire based primary data from
rural Bangladesh. The performance of different energy
interventions is evaluated using the new tier framework.
The challenges in its application lie in reliable data
collection, adequate gradation of indicators, and an
effective algorithm for the tier assignment based on the
specified set of attributes. The study showcases very high
sensitivities to parameter changes, different algorithms, and data requirements. The results reveal a clear trade-off
between capturing the multi-dimensionality of energy
access and the simplicity of an easy to use global
framework. Suggestions to improve the measuring
approach are made and conclusions are drawn for possible
implications of the tier framework for different energy
service offers in the market. Strengths and weaknesses of
the present measurement scheme are discussed and country
specific results interpreted through targeted gap analysis for future policy advice
