Innovative framework for e-government adoption in Saudi Arabia: a study from the business sector perspective
E-Government increases transparency and im- proves communication between the government and the users. Providing e-Government services to business sector is a fun- damental mission of governmental agencies in Saudi Arabia. However, the adoption of e-Government systems is less than satisfactory in many countries, particularly in developing coun- tries. This is a significant factor that can lead to e-Government failure and, therefore, to the waste of budget and effort. One pertinent, unanswered question is what are the key factors that influence the adoption and utilisation level of users from business sector. Unlike much research in the literature that has utilised common technology acceptance models and theories to analyse the adoption of e-Government, which may not be sufficient for such analysis, this study proposes a conceptual framework following a holistic approach to analyse key factors that influence the adoption and utilisation of e-Government in Saudi Arabia. The developed framework, E-Government Adoption and Utilisation Model (EGAUM), was developed based on critical evaluation of several common models and theories related to technology acceptance and use including Technology Acceptance Model (TAM) and Unified Theory of Acceptance and Use of Technology (UTAUT), in conjunction with analysis of e-Government adoption literature. The study involved 48 participating business entities from two major cities in Saudi Arabia, Riyadh and Jeddah. The descriptive and statistical analyses are presented in this paper and the results indicated that all the proposed factors have degree of influence on the adoption and utilisation level. Perceived Benefits, Awareness, Previous Experience, and Regulations & Policies were found to be the significant factors that are most likely to influence the adoption and usage level of users from business sector.

Employee acceptability of wearable mental workload monitoring in industry 4.0 : a pilot study on motivational and contextual framing
As Industry 4.0 will greatly challenge employee mental workload (MWL), research on objective wearable MWL-monitoring is in high demand. However, numerous research lines validating such technology might become redundant when employees eventually object to its implementation. In a pilot study, we manipulated two ways in which employees might perceive MWL-monitoring initiatives. We found that framing the technology in terms of serving intrinsic goals (e.g., improving health) together with an autonomy-supportive context (e.g., allowing discussion) yields higher user acceptability when compared to framing in terms of extrinsic goals (e.g., increasing productivity) together with a controlling context (e.g., mandating use). User acceptability still panned out neutral in case of the former, however - feeding into our own and suggested future work

Determinant Factors of E-commerce Adoption by SMEs in Developing Country: Evidence from Indonesia
The aim of this study is to investigate those factors that influence SMEs in developing countries in adopting e-commerce. This study is motivated by the fact that the adoption of e-commerce by SMEs, especially in developing countries, is still very far behind the adoption by large companies. Yet to be able to survive in the new economic era, which is the information era; businesses, including SMEs, are forced to adopt e-commerce. Non-adopters will be left behind by the adopters. In addition, studies regarding e-commerce adoption by SMEs are rarely found. Therefore, the results of this study provide a timely understanding of e-commerce adoption by SMEs in developing countries.
The model developed in this study is based on the TOE framework. Eleven variables are proposed as the factors that influence SMEs in adopting of e-commerce. These are organized into four groups, namely: technological factors, organizational factors, environmental factors and individual factors. Based on a survey of 292 Indonesian SMEs, it was found that perceived benefits, technology readiness, owners’ innovativeness, owners’ IT ability and owners’ IT experience are the determinant factors that influence Indonesian SMEs in their adopting e-commerce

The elicitation of key performance indicators of e-government providers: A bottom-up approach
Copyright @ 2013 EMCIS.Delivering an adequate e-Government service (e-service) is becoming more of a necessity in today's digital world. In order to improve e-services and increase the engagement of both users' and providers' side, studies on the performance evaluation of such provided e-services are taking places. However a clear identification of the key performance indicators from the e-Government providers’ side is not well explored. This shortcoming hampers the conduct of a holistic evaluation of an e-service provision from the perspective of its stakeholders in order to improve e-services as well as to increase e-services take-ups. In this paper, a systematic process to identify indicators is implemented based on a bottom-up approach. The process used three focus-group meetings with providers, users, and academics in Qatar, Lebanon and UK to collect, identify and validate key indicators from the perspective of e-services’ providers. The approach resulted in the identification of five factors levels (service, technology, employees, policy and management and social responsibilities) with fifteen sub-categories of SMART variables. Hence, leading to the development of a new model, STEPS, that can fully explain and predict e-government success from the providers’ point of view. It will work as a strategic management tool to align various stakeholders on common goal and values based on evidence based evaluation of e-services using smart measurable indicators for the improvement of an e-service at the engagement level in the field of e-government. In addition, other fields can benefit from the outcome of this work, such as logistics service providers, who make their services available across new and existing relationships between the Internet commerce firms, their customers, and their vendors

Current state of e-services in Saudi Arabia: the case of intermediaries in facilitating government services in Madinah city
The government of Madinah has launched ‘Khdamatec’ electronic Offices (e-Offices) concept under their national electronic Government (e-Government) modernisation agenda to facilitate service delivery to citizens and seamless interaction to communicate their needs. By offering e-Offices around the government departments, Madinah government hopes to increase accessibility of e-Government services and make steps forward to electronic age, encourage Medina' citizens to participate and use e-Services and bridging digital divide. However, the empirical findings illustrate that the adoption and diffusion of the e-Office concept and e-Government in the wider context at a lethargic pace. Furthermore, the elements within IS/IT evaluation including costs, benefits and risks within organizations associated with IS evaluation and sustainability are taken into account in terms of the challenges concerning green practices (Green IS/IT) leading the organizations to attempt to diminish the impact of their IS/IT operations towards the environments socially and ethically, which indirectly assist them in achieving competitive advantages competitors through adopting and implementing environmental sustainability practices. In addition, government sectors are taking a step closer in order to create awareness and incorporate green into all components of the business functions. Practitioners and scholars are motivating to use the existing frameworks and models to evaluate IS/IT initiatives with sustainability taken into perspectives. Consequently, the purpose of this paper is to critically review the normative literature associated with IS evaluation within sustainable environments and to develop a conceptual framework or model for IS evaluation within sustainable organizations that measures the impact of environmental sustainability factors and highlight a number of research gaps that need to be addressed in future research

Researchers have identified several factors that either facilitate or hinder innovation adoption. Studies have produced inconsistent and contradictory outcomes. We performed a meta-analysis of ten organizational factors to determine their relative impact and strength. We aggregated their findings to determine the magnitude and direction of the relationship between organizational factors and IT innovation adoption. We found organizational readiness to be the most significant attribute and also found a moderately significant relationship between IT adoption and IS department size. Our study found weak significance of IS infrastructure, top management support, IT expertise, resources, and organizational size on IT adoption of technology while formalization, centralization, and product champion were found to be insignificant attributes. We also examined stage of innovation, type of innovation, type of organization, and size of organization as moderator conditions affecting the relationship between the organizational variables and IT adoption
Towards an integrated model for citizen adoption of E-government services in developing countries: A Saudi Arabia case study
This paper considers the challenges that face the widespread adoption of E-government in developing countries, using Saudi Arabian our case study. E-government can be defined based on an existing set of requirements. In this paper we define E-government as a matrix of stakeholders; governments to governments, governments to business and governments to citizens using information and communications technology to deliver and consume services. E-government has been implemented for a considerable time in developed countries. However E-government services still faces many challenges their implemented and general adoption in developing countries. Performance of ASN (Government Employee) in Implementation of the Work from Home Policy in the Regional Secretariat of Bogor Regency
Working from home (WFH) is a new work pattern applied by organizations and government agencies. During the COVID-19 pandemic, if it becomes an alternative for companies and agencies to keep working, performance can still be achieved. This study aims to see the effect of readiness on performance, readiness to change on readiness for acceptance of technology, acceptance of the technology on performance during work from home of governance employee in the Regional Secretariat of Bogor Regency. This study involved 136 respondents, with the sampling method used in this study is non-probability sampling. The sampling technique used is Voluntary Sampling. The Structural Equation Model-PLS analysis results showed that readiness to change had a significant effect on performance, readiness to change had an effect on readiness for technology acceptance, readiness for technology acceptance had a significant effect on performance, and there was no difference between the performance of men and women at work from home
