    Asleep at the wheel? Responsible Innovation in quantum computing,

    Quantum computing is an emerging set of technologies which promise to transform aspects of computing in ways that, though increasingly defined, are still largely theoretical. Responsible Innovation (RI) asserts that technologies with potentially transformative capacity on society should be approached with care and forethought; this paper is based on applying RI in one of the UK’s National Quantum Technology Hubs. Quantum computing is at a key juncture as it emerges from the laboratory to be of interest commercially. This provides an opportunity to observe and influence the trajectory of this technology. Quantum computing is widely envisioned to have major impacts on computing and society; there are, however, great uncertainties about development timescales and the scope and impact of applications. From experiences with a major quantum computing project in the UK, we discuss the challenges in applying RI to quantum computing. Existing RI practices struggle to address the societal implications of such a complex and innovative technology. We argue that uncovering the visions and sociotechnical imaginaries that inform the development this technology enables RI to make valuable insights into future societal implications of quantum computing. This provides lessons for RI in emerging technologies more widely.</p

    The perception of career readiness skill development in college seniors

    As universities and colleges around the world strive to provide rigorous academic instruction, they are also preparing their students to enter into the world of work. According to research conducted by American College Test (ACT), Americans value education because they believe it will provide economic benefit to those that participate in the system. By the year 2018, the majority of newly created jobs in the United States of America (U.S.) are likely to require a college degree (Matter, Burrus, Camara, O’Connor, Hansen, Gambrell, Casillas, & Bobek, 2014). This fact suggests that in order for students to be prepared to enter the world of work they must possess the competencies and skills needed to be successful. This study explores student’s perceptions of their career readiness development in relation to their engagement with career resources and programming. A mixed methods approach was used to assess undergraduate seniors at a four-year public institution. This study provides insight regarding which of the eight competencies as defined by the National Association of Colleges and Employers (NACE) students feel they have the most development in preparation for their future career paths. The findings reveled that students that utilized career services during their senior year felt more confident in their career readiness skill development. This survey has important implications for career offices that want to assess programming and services to develop a competency-based framework

    [EN]Programming languages seldom find proper anchorage in philosophy of logic, language and science. is more, philosophy of language seems to be restricted to natural languages and linguistics, and even philosophy of logic is rarely framed into programming languages topics. The logic programming paradigm and Prolog are, thus, the most adequate paradigm and programming language to work on this subject, combining natural language processing and linguistics, logic programming and constriction methodology on both algorithms and procedures, on an overall philosophizing declarative status. Not only this, but the dimension of the Fifth Generation Computer system related to strong Al wherein Prolog took a major role. and its historical frame in the very crucial dialectic between procedural and declarative paradigms, structuralist and empiricist biases, serves, in exemplar form, to treat straight ahead philosophy of logic, language and science in the contemporaneous age as well. In recounting Prolog's philosophical, mechanical and algorithmic harbingers, the opportunity is open to various routes. We herein shall exemplify some: - the mechanical-computational background explored by Pascal, Leibniz, Boole, Jacquard, Babbage, Konrad Zuse, until reaching to the ACE (Alan Turing) and EDVAC (von Neumann), offering the backbone in computer architecture, and the work of Turing, Church, Gödel, Kleene, von Neumann, Shannon, and others on computability, in parallel lines, throughly studied in detail, permit us to interpret ahead the evolving realm of programming languages. After providing an overview of the concept and its significance to the compelling problems of sustainable growth, economic development, energy security and climate change, it evaluates the utility of the concept in the context of respective Indian and US political context and energy-climate trajectories. The paper concludes that a bilateral initiative to develop Space-Based Solar Power is highly consistent with the objectives of the Indo-US strategic partnership, and ultimately recommends an actionable tree-tiered programme to realize its potential

    Cogitator : a parallel, fuzzy, database-driven expert system

    The quest to build anthropomorphic machines has led researchers to focus on knowledge and the manipulation thereof. Recently, the expert system was proposed as a solution, working well in small, well understood domains. However these initial attempts highlighted the tedious process associated with building systems to display intelligence, the most notable being the Knowledge Acquisition Bottleneck. Attempts to circumvent this problem have led researchers to propose the use of machine learning databases as a source of knowledge. Attempts to utilise databases as sources of knowledge has led to the development Database-Driven Expert Systems. Furthermore, it has been ascertained that a requisite for intelligent systems is powerful computation. In response to these problems and proposals, a new type of database-driven expert system, Cogitator is proposed. It is shown to circumvent the Knowledge Acquisition Bottleneck and posess many other advantages over both traditional expert systems and connectionist systems, whilst having non-serious disadvantages.KMBT_22
