    An assessment of two decades of contaminant monitoring in the Nation’s Coastal Zone.

    Executive Summary: Information found in this report covers the years 1986 through 2005. Mussel Watch began monitoring a suite of trace metals and organic contaminants such as DDT, PCBs and PAHs. Through time additional chemicals were added, and today approximately 140 analytes are monitored. The Mussel Watch Program is the longest running estuarine and coastal pollutant monitoring effort conducted in the United States that is national in scope each year. Hundreds of scientific journal articles and technical reports based on Mussel Watch data have been written; however, this report is the first that presents local, regional and national findings across all years in a Quick Reference format, suitable for use by policy makers, scientists, resource managers and the general public. Pollution often starts at the local scale where high concentrations point to a specific source of contamination, yet some contaminants such as PCBs are atmospherically transported across regional and national scales, resulting in contamination far from their origin. Findings presented here showed few national trends for trace metals and decreasing trends for most organic contaminants; however, a wide variety of trends, both increasing and decreasing, emerge at regional and local levels. For most organic contaminants, trends have resulted from state and federal regulation. The highest concentrations for both metal and organic contaminants are found near urban and industrial areas. In addition to monitoring throughout the nation’s coastal shores and Great Lakes, Mussel Watch samples are stored in a specimen bank so that trends can be determined retrospectively for new and emerging contaminants of concern. For example, there is heightened awareness of a group of flame retardants that are finding their way into the marine environment. These compounds, known as polybrominated diphenyl ethers (PBDEs), are now being studied using historic samples from the specimen bank and current samples to determine their spatial distribution. We will continue to use this kind of investigation to assess new contaminant threats.     This research aims at knowing about (1) how the function implementa-tion of the D.I.Y\u27s Provincial Assembly and (2) how the control of Yogyakarta Corruption Watch over Decree No. 38/KP/DPRD/2002 Publication Of D.I.Y\u27s Regional Assembly on involvement of the assembly\u27s members in the assur-ance program. The research is qualitative descriptive to uncover information and data which can give a picture of the existing social reality as a whole. The research location is in Yogyakarta Corruption Watch (YCW) and Provincial Assem-bly Institution of D.I.Y. Also, data examination technique is through the prin-ciple of cross check that is a triangulation technique. Result of the research shows that D.I.Y\u27s Provincial Assembly can per-form its role and function as the followings: (1) function supervision is more dominant than the legislative function and people\u27s aspiration distributor(2) the occurrence of the authority implementation implemented by the assembly\u27s members with the administering decree publication of the assem-bly No. 38/ KP/DPRID/ 2002 of involvement of the assembly\u27s members in the assurance fund.     Application of Paleoclimatology to Coral Reef Monitoring and Management

    The skeletons of reef-building corals are valuable archives of climatic and environmental information. Paleoclimatic data chiefly have been generated in areas most sensitive to global or regional climatic variability. However, these records also provide valuable information on anthropogenic influences – guidance of value to resource managers. NOAA’s Coral Reef Watch targets observations of current and past coral reef health in or near marine protected areas through satellites, in situ sensor platforms, and paleoclimatic analyses. Paleoclimatic data provide retrospective monitoring through multi-century environmental reconstructions that improve our understanding of past stress to coral reefs. Two sites in the Florida Keys National Marine Sanctuary were the first to benefit from Coral Reef Watch Program paleoenvironmental analyses. Coral cores yielded direct measurements of ή18O, ή13C, Sr/Ca, and coral skeletal growth (extension, density, and calcification) and reconstructions of reef temperatures. Temperature reconstructions were compared with instrumental data from nearby stations and global data sets, while skeletal growth was used to infer responses to changing climatic and environmental conditions. Differences between paleoclimatic data and gridded datasets demonstrated that paleodata provide more accurate estimates of reef temperatures as they sample subsurface temperatures where the corals live. Because of relatively high thermal variability, at least 12 samples per year are needed at these sites. Further work will extend these records back in time, to new locations, and expand on the data reconstructed from the skeletal archives

    Exploring the Effectiveness of Transit Security Awareness Campaigns in the San Francisco Bay Area, Research Report 09-19

    Public involvement in alerting officials of suspicious and potentially harmful activity is critical to the overall security of a transit system. As part of an effort to get passengers and the public involved, many transit agencies have security awareness campaigns. The objective of this research is to learn how transit agencies seek to make security awareness campaigns effective and explore how they measure the effectiveness of such campaigns, if at all. This research project includes data from case studies of five major agencies that provide transit service in the San Francisco Bay Area region. The case study data are comprised of descriptions of the types of security awareness campaigns the agencies have implemented, the goals of the campaigns, and how they seek to make their campaigns effective, as well as whether and how these agencies measure and determine the effectiveness of their campaigns. A positive finding of this research is the consistency with which Bay Area transit organizations address the need for passenger awareness as part of their overall security program. However, none of the five agencies analyzed for this study measures the effectiveness of their campaigns. Whereas they all have a similar goal—to increase passenger awareness about security issues—little evidence exists confirming to what extent they are achieving this goal. The paper concludes with suggestions for using outcome measurements to provide a reasonable indication of a campaign’s effectiveness by capturing the public’s response to a campaign

    Event-based media monitoring methodology for Human Rights Watch

    Executive Summary This report, prepared by a team of researchers from the University of Minnesota for Human Rights Watch (HRW), investigates the use of event-based media monitoring (EMM) to review its application, identify its strengths and weaknesses, and offer suggestions on how HRW can better utilize EMM in its own work. Media monitoring systems include both human-operated (manual) and automated systems, both of which we review throughout the report. The process begins with the selection of news sources, proceeds to the development of a coding manual (for manual searches) or “dictionary” (for automated searches), continues with gathering data, and concludes with the coding of news stories. EMM enables the near real-time tracking of events reported by the media, allowing researchers to get a sense of the scope of and trends in an event, but there are limits to what EMM can accomplish on its own. The media will only cover a portion of a given event, so information will always be missing from EMM data. EMM also introduces research biases of various kinds; mitigating these biases requires careful selection of media sources and clearly defined coding manuals or dictionaries. In manual EMM, coding the gathered data requires human researchers to apply codebook rules in order to collect consistent data from each story they read. In automated EMM, computers apply the dictionary directly to the news stories, automatically picking up the desired information. There are trade-offs in each system. Automated EMM can code stories far more quickly, but the software may incorrectly code stories, requiring manual corrections. Conversely, manual EMM allows for a more nuanced analysis, but the investment of time and effort may diminish the tool’s utility. We believe that both manual and automated EMM, when deployed correctly, can effectively support human rights research and advocacy
