    On the Limits of Liberalism in Participatory Environmental Governance: Conflict and Conservation in Ukraine\u27s Danube Delta

    Participatory management techniques are widely promoted in environmental and protected area governance as a means of preventing and mitigating conflict. The World Bank project that created Ukraine’s Danube Biosphere Reserve included such ‘community participation’ components. The Reserve, however, has been involved in conflicts and scandals in which rumour, denunciation and prayer have played a prominent part. The cases described in this article demonstrate that the way conflict is escalated and mitigated differs according to foundational assumptions about what ‘the political’ is and what counts as ‘politics’. The contrasting forms of politics at work in the Danube Delta help to explain why a 2005 World Bank assessment report could only see failure in the Reserve’s implementation of participatory management, and why liberal participatory management approaches may founder when introduced in settings where relationships are based on non-liberal political ontologies. The author argues that environmental management needs to be rethought in ways that take ontological differences seriously rather than assuming the universality of liberal assumptions about the individual, the political and politics

    The basal ganglia: A vertebrate solution to the selection problem?

    A selection problem arises whenever two or more competing systems seek simultaneous access to a restricted resource. Consideration of several selection architectures suggests there are significant advantages for systems which incorporate a central switching mechanism. We propose that the vertebrate basal ganglia have evolved as a centralized selection device, specialized to resolve conflicts over access to limited motor and cognitive resources. Analysis of basal ganglia functional architecture and its position within a wider anatomical framework suggests it can satisfy many of the requirements expected of an efficient selection mechanism

    Factors shaping the evolution of electronic documentation systems

    The main goal is to prepare the space station technical and managerial structure for likely changes in the creation, capture, transfer, and utilization of knowledge. By anticipating advances, the design of Space Station Project (SSP) information systems can be tailored to facilitate a progression of increasingly sophisticated strategies as the space station evolves. Future generations of advanced information systems will use increases in power to deliver environmentally meaningful, contextually targeted, interconnected data (knowledge). The concept of a Knowledge Base Management System is emerging when the problem is focused on how information systems can perform such a conversion of raw data. Such a system would include traditional management functions for large space databases. Added artificial intelligence features might encompass co-existing knowledge representation schemes; effective control structures for deductive, plausible, and inductive reasoning; means for knowledge acquisition, refinement, and validation; explanation facilities; and dynamic human intervention. The major areas covered include: alternative knowledge representation approaches; advanced user interface capabilities; computer-supported cooperative work; the evolution of information system hardware; standardization, compatibility, and connectivity; and organizational impacts of information intensive environments

    The Political Safeguards of Executive Privilege

    To an unprecedented degree, the nation\u27s welfare now depends on constitutionally sound outcomes to disputes between Congress and the President over executive branch information. Yet we still lack a satisfying theoretical account of the optimal method for achieving those outcomes. In the years since Watergate, courts and scholars have embraced a theory premised on an unexamined faith that the Constitution\u27s structure embeds in the political process the tools and incentives necessary for each branch to vindicate its interests. Judicial interference, this conventional model further assumes, is both unnecessary and unwise; left to their own devices, the political branches will pursue a salutary course of escalating battle that will ultimately yield the correct constitutional balance in any given information dispute. This Article subjects that conventional theory to the rigorous examination it has thus far escaped. It begins by dispelling the notion that the theory describes a unique mechanism endemic to one species of constitutional conflict. In fact, the Article reveals, this conventional model is a faithful translation to the separation-of- powers context of an approach that has long (and controversially) governed the relationship between the federal government and the states. Building upon that recognition, the Article exposes an unjustifiable inconsistency between the conventional model and the Court\u27s treatment of broader executive- legislative disagreement. The Article then assesses the model on its own terms, finding powerful reason to doubt that the political process alone will produce a satisfactory allocation of authority over information. Courts, the Article concludes, must play some substantive role in a coherent system for resolving interbranch conflicts of this kind

    Mergers in Higher Education: A Case Study of Organizational Culture, Communication, and Conflict Management Strategies in the University System of Georgia

    Abstract By 2018, the University System of Georgia will have 18 institutions merged with each other. This qualitative case study focuses on how organizational culture, communication strategies, and conflict management strategies affect a merger in higher education in the state of Georgia. This study attempts to answer the following questions: How is organizational culture preserved and/or changed in the process of consolidation? How was information about consolidation communicated to various group of people? How do various groups of people make sense of the information provided regarding consolidation? What aspects of consolidation generated the most conflicts? What conflict management strategies were adopted by administrators and faculty leaders in order to solve conflicts during consolidation? Based on 35 in-depth interviews with faculty, staff, and administrators, the study reveals how new organizational cultures emerge, how to manage different types of conflicts, and how to make sense of organizational changes during the complex situations of mergers in higher education. The results show how organizational culture, communication, and conflict management strategies are closely connected with each other, and can have a major impact on the merger process in higher education. The findings of this study may have policy implications, and provide guidance to future institutions and decision makers who are considering mergers in higher education

    Layers of powers: societies and institutions in Europe

    Historians and social scientists have offered many and varied definitions of the term “community”. This chapter focuses on specific examples of face-to-face or local communities in order to test the possibilities and limits of the two major analytical approaches to communities: an anthropological approach which identifies ‘community’ as an organic entity, and a symbolic one which considers feelings of belonging and self-identification as constitutive aspects of a community. In this quest, close attention is paid to the question of the stabilization of community’s structures through legislation and institutions, a process that integrates such micro-societies into broader networks of power, and renders them visible to historians. In the first section we examine what we have called a “world of communities”, from periods when communities constituted the dominant element of social structure. Examining ancient Jewish and medieval Icelandic communities, and then early modern Irish and Scottish clans, we try to identify their basic characteristics and to reconstruct the way they related to the rest of the social structure. The second section analyzes the emergence of new loyalties and models of social membership from the 19th century onwards, emphasizing how the discourse on communities played a crucial role in the construction of these diverse patterns of identification and differentiation. Finally, we explore the permanence of the communitarian world supposedly replaced by nationalism and other major modern ideologies along with the new meanings and uses of communities in the 20th and 21st centuries. In sum, this broad overview provides a preliminary narrative of the changes in the structures of communities and their shifting position within wider patterns of social organizations while drawing attention to parallel transformations in theoretical reflection on communities

    An Experimental Study of the Effect of Shared Information on Pilot/Controller Re-Route Negotiation

    Air–ground data link systems are being developed to enable pilots and air traffic controllers to share information more fully. The sharing of information is generally expected to enhance their shared situation awareness and foster more collaborative decision making. An exploratory, part-task simulator experiment is described which evaluates the extent to which shared information may lead pilots and controllers to cooperate or compete when negotiating route amendments. The results indicate an improvement in situation awareness for pilots and controllers and a willingness to work cooperatively. Independent of data link considerations, the experiment also demonstrates the value of providing controllers with a good-quality weather representation on their plan view displays. Observed improvements in situation awareness and separation assurance are discussed.     Human-Centered Technologies and Procedures for Future Air Traffic Management

    The use of various methodologies to predict the impact of future Air Traffic Management (ATM) concepts and technologies is explored. The emphasis has been on the importance of modeling coordination and cooperation among multiple agents within this system, and on understanding how the interactions among these agents will be influenced as new roles, responsibilities, procedures and technologies are introduced. To accomplish this, we have been collecting data on performance under the current air traffic management system, identifying critical problem areas and looking for examples suggestive of general approaches for solving such problems. Using the results of these field studies, we have developed a set of concrete scenarios centered around future designs, and have studied performance in these scenarios with a set of 40 controllers, dispatchers, pilots and traffic managers
