    Get PDF
In recent years, suicides caused by slander on the Internet have become a major social problem in Japan. However, the procedure for disclosure of sender’s information, which is used to prepare for filing a lawsuit claiming damages against the wrongdoer, had problems regarding the structure of the procedure and the subject of disclosure. Therefore, the Act on Limitation of Liability of Providers was amended in 2021. This paper provides an overview of this amendment

In this paper, I will analyze „what sort of invisible reasons lie behind differences of discussions on roboethics and IE (Information Ethics) in Japan and “Western” cultures‟, focusing on (1) the recent trends of researches in roboethics in „Western‟ cultures, (2) the tendencies of portrayal of robots, ICTs, Informatics, life in the information era reflected in news papers reports and talks on BBSs in Japan. As we will see in this paper, Japanese people have difficulty in understanding some of the key concepts used in the fields of roboethics and IE (Information Ethics) such as „autonomy‟ or „responsibility (of robots)‟,etc. This difficulty appears to derive from different types of discussions based on of different cultural contexts (Ba) in which the majority of people in each culture are provided with a certain sort of shared/ normalized frames of narratives. In my view and according to some Japanese critics or authors, senses of „reality‟ of Japanese people are strongly related with "emotional sensitivity to things/persons/events in life" or "direct-non>mediated-intuitive\ud awareness/knowing" (Izutsu, 2001). These tendencies in Japanese minds seem to influence their limited interest in the "abstract" discussions as well\ud as in straightforward emotional expressions with regard to robots and ICTs

Social networks and the internet both have a substantial individual effect on environmental activism in China. In this article, we speculate that social linking patterns between environmental actors, which often facilitate activism on the ground, may also exist in cyberspace in the form of an online network. The article addresses the following empirical questions. Does such an online network exist? If so, who are the constituent actors? Are these the same actors observed on the ground? In addressing these questions the article aims to contribute to the growing debate on the implications of the internet for the potential emergence of social movements in China

The Mobile Phone as a Globalising Artefact

This paper presents the findings from a qualitative study of mobile phones and youth culture in Melbourne, Australia. The focus is on how the social dynamic resulting from the use of such communications tools has created a paradigm shift that has changed the nature of inter-human relations. Mobile facilitated interaction is driving a fundamental change in social mores with respect to engagement and commitment, to notions of fluid time versus fixed time and ultimately to urban mobility. Connectivity is becoming central to what it means to have a social identity and users are responding to this by merging bits of data to create their ‘ideal digital self’ through which they communicate socially. This calls into question the nature of ‘digital identity’, indicating it is not only about how much information can be restricted, but rather, what is revealed. While the results are based on a localized study, it is proposed that this phenomenon is happening across societies and that mobile phones themselves are becoming the globalizing icon of youth culture in the early 21st Century
