    Report of the Commission to Study the Adequacy and Equity of Certain Cost Components of the School Funding Formula

    The Commission was created by Resolves 2014, chapter 114, legislation that originated with the Joint Standing Committee on Education of the 126th Maine Legislature. Five members were appointed by the President of the Maine Senate; seven members were appointed by the Speaker of the House. The final two members were the Commissioner of Education or designee, and the Chair of the State Board of Education or designee. The names of Commission members and the organizations they represent, are included in Appendix B. What follows are descriptions and materials related to each section of the Resolve and the final recommendations made by the commission for each section. Publisher Copyright: © 2021 The Author(s)Objective: We aimed to map the resource use during systematic review (SR) production and reasons why steps of the SR production are resource intensive to discover where the largest gain in improving efficiency might be possible. Study design and setting: We conducted a scoping review. An information specialist searched multiple databases (e.g., Ovid MEDLINE, Scopus) and implemented citation-based and grey literature searching. We employed dual and independent screenings of records at the title/abstract and full-text levels and data extraction. Results: We included 34 studies. Thirty-two reported on the resource use—mostly time; four described reasons why steps of the review process are resource intensive. Study selection, data extraction, and critical appraisal seem to be very resource intensive, while protocol development, literature search, or study retrieval take less time. Project management and administration required a large proportion of SR production time. Lack of experience, domain knowledge, use of collaborative and SR-tailored software, and good communication and management can be reasons why SR steps are resource intensive. Conclusion: Resource use during SR production varies widely. Areas with the largest resource use are administration and project management, study selection, data extraction, and critical appraisal of studies.publishersversionpublishe

    Will Brexit raise the cost of living?

    This paper considers two aspects of this question. First, Brexit has already induced a devaluation of sterling of around 14 per cent since June 2016, which has started to work through to consumer prices: between June 2016 and July 2017 consumer prices increased by around 2.5 per cent. Second, while it is not government policy, nor the desire of the UK public, that the outcome of negotiations is a ‘MFN Brexit’, this remains a distinct possibility. Thus we ask how the imposition of tariffs on imports from the EU will work through into consumer prices. Making very conservative assumptions, we conclude that ‘MFN Brexit’ will increase the average cost of living by around 1 per cent and increase it for 8 per cent of households by 2 per cent or more. We present results for different groups of households according to their employment and structural characteristics and show that the impact will generally be largest on unemployed, single parent and pensioner households

To centralize executive control. Most concerns do not use a budgetary control system primarily because they either do not understand how to prepare and operate it, or else they do not realize the need of it. From the elementary description given and the reasons cited why the budgetary system should be operated, it is hoped that all members of the Association will review their own requirements and plan some type of budgetary control

    The true cost to the State of maternity services in Ireland

    Accounting for the cost of delivery of maternity services in Ireland ignores the cost of claims settlements caused by negligence in delivery. We show that the true cost of maternity services is more than double the generally reported cost when proper account is taken of the associated cost of maternity claims. There must come a tipping point, if it is not already exceeded, when the sums paid out by way of settlements for mismanagement of maternity services become larger than the additional costs of operating a sound service

    The COVID-19 pandemic is well into its second year, but countries are only beginning to grapple with the lasting health crisis. In March, a UK consortium reported that 1 in 5 people who were hospitalized with the disease had a new disability after discharge1. A large US study found similar effects for both hospitalized and non-hospitalized people2. Among adults who were not hospitalized, 1 in 10 have ongoing symptoms 12 weeks after a positive test3. Treatment services for the long-term consequences of COVID-19 are already having to be absorbed into health and care systems urgently. Tackling this requires a much clearer picture of the burden of the disease than currently exists
