    Internet... the final frontier: an ethnographic account: exploring the cultural space of the Net from the inside

    The research project The Internet as a space for interaction, which completed its mission in Autumn 1998, studied the constitutive features of network culture and network organisation. Special emphasis was given to the dynamic interplay of technical and social conventions regarding both the Net’s organisation as well as its change. The ethnographic perspective chosen studied the Internet from the inside. Research concentrated upon three fields of study: the hegemonial operating technology of net nodes (UNIX) the network’s basic transmission technology (the Internet Protocol IP) and a popular communication service (Usenet). The project’s final report includes the results of the three branches explored. Drawing upon the development in the three fields it is shown that changes that come about on the Net are neither anarchic nor arbitrary. Instead, the decentrally organised Internet is based upon technically and organisationally distributed forms of coordination within which individual preferences collectively attain the power of developing into definitive standards. --

    Anonymous Processors with Synchronous Shared Memory: Monte Carlo Algorithms

    We consider synchronous distributed systems in which processors communicate by shared read- write variables. Processors are anonymous and do not know their number n. The goal is to assign individual names by all the processors to themselves. We develop algorithms that accomplish this for each of the four cases determined by the following independent properties of the model: concurrently attempting to write distinct values into the same shared memory register either is allowed or not, and the number of shared variables either is a constant or it is unbounded. For each such a case, we give a Monte Carlo algorithm that runs in the optimum expected time and uses the expected number of O(n log n) random bits. All our algorithms produce correct output upon termination with probabilities that are 1?n^{??(1)}, which is best possible when terminating almost surely and using O(n log n) random bits

    Governing in the Anthropocene: are there cyber-systemic antidotes to the malaise of modern governance?

    The Anthropocene imposes new challenges for governments, demanding capabilities for dealing with complexity and uncertainty. In this paper we examine how effective governing of social-biophysical dynamics is constrained by current processes and systems of government. Framing choices and structural determinants combine to create governance deficits in multiple domains, particularly in relation to the governing of complex larger-scale social – biophysical systems. Attempts to build capability for governing ‘wicked problems’ are relevant to sustainability science and Anthropocene governance, but these have mostly failed to become institutionalised. Two cases studies are reported to elucidate how the systemic dynamics of governing operate and fail in relation to espoused purpose. In the UK attempts to enact ‘joined-up’ government’ during the years of New Labour government reveal systemic flaws and consistent praxis failures. From Australia we report on water governance reforms with implications for a wide range of complex policy issues. We conclude that innovations are needed to build capacity for governing the unfolding surprises and inherent uncertainties of the Anthropocene. These include institutionalising, or structural incorporation, of cyber-systemic thinking/practices that can also enhance empowerment and creativity that underpins sustainability science

    Anonymous and fault-tolerant shared-memory computing

    The vast majority of papers on distributed computing assume that processes are assigned unique identifiers before computation begins. But is this assumption necessary? What if processes do not have unique identifiers or do not wish to divulge them for reasons of privacy? We consider asynchronous shared-memory systems that are anonymous. The shared memory contains only the most common type of shared objects, read/write registers. We investigate, for the first time, what can be implemented deterministically in this model when processes can fail. We give anonymous algorithms for some fundamental problems: time-stamping, snapshots and consensus. Our solutions to the first two are wait-free and the third is obstruction-free. We also show that a shared object has an obstruction-free implementation if and only if it satisfies a simple property called idempotence.     Policy windows, ambiguity and Commission entrepreneurship: explaining the relaunch of the European Union's economic reform agenda

    This article explains the relaunch of the European Union's (EU) economic reform agenda in 2010. After repeated delays during 2009, the European Commission scaled back its initial plan for a revived social dimension and instead proposed a strengthened governance architecture of economic surveillance. Using the multiple streams framework we argue that the new Europe 2020 strategy which emerged is a product of two overlapping policy windows which opened suddenly in the problem stream (the Greek sovereign debt crisis) and politics stream (shifting institutional dynamics). This created a window of opportunity for skilful policy entrepreneurs to 'couple' the three streams by reframing the existing Lisbon Strategy as the EU's exit strategy from the crisis.
