The report offers an analysis of the R&I system in Greece for 2014, including relevant policies and funding, with particular focus on topics critical for two EU policies: the European Research Area and the Innovation Union. A Storytelling-Driven Framework for Cultural Heritage Dissemination

This paper aims at introducing a new dissemination framework for cultural heritage (CH) making possible affordable solutions for small and medium museums to cooperate/collaborate in the creation of exhibitions. The framework also makes possible new data-based communication strategies able to combine content belonging to different cultural archives and accessed through an ontology-based integration and discovery mechanism, and fosters new data sharing and distribution policies that preserve intellectual property rights. The proposed dissemination model redefines the concept of digital storytelling with the aim of increasing the participation of domain experts in the dissemination of CH. The framework is designed around a graph-based architecture for creating attractive and engaging multimedia narratives that will be transformed in real experiences personalized according to the user\u2019s profile, interests and context of use. Recommender and digital right management services are provided to authors and users for helping them in the creation, personalization and navigation of stories and for guaranteeing the adoption of suitable sharing and distribution policies

Cultural heritage in the realm of the commons

Cultural heritage was invented in the realm of nation-states, and from an early point it was considered a public asset, stewarded to narrate the historic deeds of the ancestors, on behalf of their descendants. Nowadays, as the neoliberal narrative would have it, it is for the benefit of these tax-paying citizens that privatisation logic on heritage sector have been increasing over recent decades, to cover their needs in the name of social responsibility and other truncated views of the welfare state.;This volume examines whether we can place cultural heritage at the other end of the spectrum, as a common good and potentially as a commons. It does so by looking at Greece as a case study, lately a battlefield of harsh and experimental austerity measures but also of inspiring grass-roots mobilisation and scholarship, currently blossoming to defend the right of communities to enjoy, collaboratively manage and co-create goods by the people, for the people. ;Since cultural heritage -and culture in general- is hastily bundled up with other goods and services in various arguments for and against their public character, this volume invites several experts to discuss their views on their field of expertise and reflect on the overarching theme: Can cultural heritage be considered a commons? If so, what are the advantages and pitfalls concerning theory, practice and management of heritage? What can we learn from other public resources with a longer history in commons-based or market-oriented interpretation and governance? Can a commons approach allow us to imagine and start working towards a better, more inclusive and meaningful future for heritage?

Application of radio environment maps for dynamic broadband access in TV bands in urban areas

Spectrum sharing based on the dedicated databases, particularly in the context of TV band, is widely considered as a promising tool for better spectrum utilization in the future wireless networks. Practical realization of this paradigm entails the need for the true protection of the incumbent system, and at the same time the guarantee of the quality of the services offered to the secondary users. In this respect, this papers discusses the results achieved in numerous measurement campaigns performed for last years in two European cities, i.e., Poznan, Poland and Barcelona, Spain. Both indoor and outdoor measurements of the TV band have been compared with the main purpose of true identification of key practical considerations for spectrum sharing in the TV white spaces. As such the paper constitutes a concise summary of various analyzes and provides pragmatic guidelines for deployment of radio-environment maps (REM) based systems.
