    Conservation and crime convergence? Situating the 2018 London Illegal Wildlife Trade Conference

    The 2018 London Illegal Wildlife Trade (IWT) Conference was the fourth and biggest meeting on IWT convened at the initiative of the UK Government. Using a collaborative event ethnography, we examine the Conference as a site where key actors defined the problem of IWT as one of serious crime that needs to be addressed as such. We ask (a) how was IWT framed as serious crime, (b) how was this framing mobilized to promote particular policy responses, and (c) how did the framing and suggested responses reflect the privileging of elite voices? Answering these questions demonstrates the expanding ways in which thinking related to crime and policing are an increasingly forceful dynamic shaping conservation-related policy at the global level. We argue that the conservation-crime convergence on display at the 2018 London IWT Conference is characteristic of a conservation policy landscape that increasingly promotes and privileges responses to IWT that are based on legal and judicial reform, criminal investigations, intelligence gathering, and law enforcement technologies. Marginalized are those voices that seek to address the underlying drivers of IWT by promoting solutions rooted in sustainable livelihoods in source countries and global demand reduction. We suggest that political ecology of conservation and environmental crime would benefit from greater engagement with critical criminology, a discipline that critically interrogates the uneven power dynamics that shape ideas of crime, criminality, how they are politicized, and how they frame policy decisions. This would add further conceptual rigor to political ecological work that deconstructs conservation and environmental crime

    Modeling, Simulation and Emulation of Intelligent Domotic Environments

    Intelligent Domotic Environments are a promising approach, based on semantic models and commercially off-the-shelf domotic technologies, to realize new intelligent buildings, but such complexity requires innovative design methodologies and tools for ensuring correctness. Suitable simulation and emulation approaches and tools must be adopted to allow designers to experiment with their ideas and to incrementally verify designed policies in a scenario where the environment is partly emulated and partly composed of real devices. This paper describes a framework, which exploits UML2.0 state diagrams for automatic generation of device simulators from ontology-based descriptions of domotic environments. The DogSim simulator may simulate a complete building automation system in software, or may be integrated in the Dog Gateway, allowing partial simulation of virtual devices alongside with real devices. Experiments on a real home show that the approach is feasible and can easily address both simulation and emulation requirement

    Credit Card Fraud: A New Perspective On Tackling An Intransigent Problem

    This article offers a new perspective on battling credit card fraud. It departs from a focus on post factum liability, which characterizes most legal scholarship and federal legislation on credit card fraud and applies corrective mechanisms only after the damage is done. Instead, this article focuses on preempting credit card fraud by tackling the root causes of the problem: the built-in incentives that keep the credit card industry from fighting fraud on a system-wide basis. This article examines how credit card companies and banks have created a self-interested infrastructure that insulates them from the liabilities and costs of credit card fraud. Contrary to widespread belief, retailers, not card companies or banks, absorb much of the loss caused by thieves who shop with stolen credit cards. Also, credit card companies and banks earn fees from every credit card transaction, including those that are fraudulent. In addressing these problems, this article advocates broad reforms, including legislation that would mandate data security standards for the industry, empower multiple stakeholders to create the new standards, and offer companies incentives to comply by capping bank fees for those that are compliant, while deregulating fees for those that are not compliant

    On Agent-Based Software Engineering

    Agent-based computing represents an exciting new synthesis both for Artificial Intelligence (AI) and, more generally, Computer Science. It has the potential to significantly improve the theory and the practice of modeling, designing, and implementing computer systems. Yet, to date, there has been little systematic analysis of what makes the agent-based approach such an appealing and powerful computational model. Moreover, even less effort has been devoted to discussing the inherent disadvantages that stem from adopting an agent-oriented view. Here both sets of issues are explored. The standpoint of this analysis is the role of agent-based software in solving complex, real-world problems. In particular, it will be argued that the development of robust and scalable software systems requires autonomous agents that can complete their objectives while situated in a dynamic and uncertain environment, that can engage in rich, high-level social interactions, and that can operate within flexible organisational structures

    Earthquake Early Warning and Beyond: Systems Challenges in Smartphone-based Seismic Network

    Earthquake Early Warning (EEW) systems can effectively reduce fatalities, injuries, and damages caused by earthquakes. Current EEW systems are mostly based on traditional seismic and geodetic networks, and exist only in a few countries due to the high cost of installing and maintaining such systems. The MyShake system takes a different approach and turns people's smartphones into portable seismic sensors to detect earthquake-like motions. However, to issue EEW messages with high accuracy and low latency in the real world, we need to address a number of challenges related to mobile computing. In this paper, we first summarize our experience building and deploying the MyShake system, then focus on two key challenges for smartphone-based EEW (sensing heterogeneity and user/system dynamics) and some preliminary exploration.     Measurement with Persons: A European Network

    The European ‘Measuring the Impossible’ Network MINET promotes new research activities in measurement dependent on human perception and/or interpretation. This includes the perceived attributes of products and services, such as quality or desirability, and societal parameters such as security and well-being. Work has aimed at consensus about four ‘generic’ metrological issues: (1) Measurement Concepts & Terminology; (2) Measurement Techniques: (3) Measurement Uncertainty; and (4) Decision-making & Impact Assessment, and how these can be applied specificallyto the ‘Measurement of Persons’ in terms of ‘Man as a Measurement Instrument’ and ‘Measuring Man.’ Some of the main achievements of MINET include a research repository with glossary; training course; book; series of workshops;think tanks and study visits, which have brought together a unique constellation of researchers from physics, metrology,physiology, psychophysics, psychology and sociology. Metrology (quality-assured measurement) in this area is relativelyunderdeveloped, despite great potential for innovation, and extends beyond traditional physiological metrology in thatit also deals with measurement with all human senses as well as mental and behavioral processes. This is particularlyrelevant in applications where humans are an important component of critical systems, where for instance health andsafety are at stake

    Generating Natural Questions About an Image

    There has been an explosion of work in the vision & language community during the past few years from image captioning to video transcription, and answering questions about images. These tasks have focused on literal descriptions of the image. To move beyond the literal, we choose to explore how questions about an image are often directed at commonsense inference and the abstract events evoked by objects in the image. In this paper, we introduce the novel task of Visual Question Generation (VQG), where the system is tasked with asking a natural and engaging question when shown an image. We provide three datasets which cover a variety of images from object-centric to event-centric, with considerably more abstract training data than provided to state-of-the-art captioning systems thus far. We train and test several generative and retrieval models to tackle the task of VQG. Evaluation results show that while such models ask reasonable questions for a variety of images, there is still a wide gap with human performance which motivates further work on connecting images with commonsense knowledge and pragmatics. Our proposed task offers a new challenge to the community which we hope furthers interest in exploring deeper connections between vision & language.Comment: Proceedings of the 54th Annual Meeting of the Association for Computational Linguistic
