Performance measurement plays an essential role on management of governmental agencies especially when profitability is not the primary concern and we need to consider other important factors than profitability such as customer satisfaction, etc. In this paper, we propose a multi-criteria decision making method to rank different national Iranian oil refining and distribution companies. The proposed study of this paper uses six factors including per capita supply, energy cost, physical productivity of labor, staff participation, quality control inspection of stations and education per capita. The proposed study uses Entropy to find the relative importance of each criterion and TOPSIS to rank 37 alternatives based on cities and three regions. The results of the implementation of our method indicate that central regions close to capital city of the country maintains the highest ranking (0.9122) while southern regions maintains the lowest comes in the lowest priority (0.0569) and the northern region is in the middle (0.7635)

Web browser is one of the most important internet facilities for surfing the internet. A good web browser must incorporate literally tens of features such as integrated search engine, automatic updates, etc. Each year, ten web browsers are formally introduced as top best reviewers by some organizations. In this paper, we propose the implementation of TOPSIS technique to rank ten web browsers. The proposed model of this paper uses five criteria including speed, features, security, technical support and supported configurations. In terms of speed, Safari is the best web reviewer followed by Google Chrome and Internet Explorer while Opera is the best web reviewer when we look into 20 different features. We have also ranked these web browsers using all five categories together and the results indicate that Opera, Internet explorer, Firefox and Google Chrome are the best web browsers to be chosen

For many years, investors used some basic financial ratios to measure the relative performance of various active industries based on two-digit ISIC classification. However, direct implementation of basic financial figures may not be practical in today's business environment since investors face with different criteria. The proposed model of this paper uses Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to compare 37 various industries based on different financial figures. We gather the necessary data over the period of 2009-2010 from Tehran Stock Exchange and investigate the data in two stages. In the first stage, we perform fundamental analysis to select the most appropriate firms and the in the second stage, we use TOPSIS to rank selected firms based on different criteria. The results of the study confirm that information and communication technology, which is one of the biggest firms in this exchange is considered as the best option (relative ranking 0.88 in two years) followed by some Cement industry (with relative ranking of 0.26 in 2009 and 0.19 in 2010) and oil refinery units (with relative ranking of 0.23 in 2009 and 0.19 in 2010). The figure also shows that other firms maintain low ratios varied from 0.23 to 0.01. The lowest industry ranking belongs to marine industry

Using AHP and the IPMA competence baseline in the project managers selection process

This paper proposes the joint use of the AHP (Analytic Hierarchy Process) and the ICB (IPMA Competence Baseline), as a tool for the decision-making process of selecting the most suitable managers for projects. A hierarchical structure, comprising the IPMA’s ICB 3.0 contextual, behavioural and technical competence elements, is constructed for the selection of project managers. It also describes the AHP implementation, illustrating the whole process with an example using all the 46 ICB competence elements as model criteria. This tool can be of high interest to decision-makers because it allows comparing the candidates for managing a project using a systematic and rigorous process with a rich set of proven criteria

Human Error Management in Aviation Maintenance using Hybrid FMEA with a Novel Fuzzy Approach

    Get PDF
Human errors significantly contribute to aviation accidents during aircraft maintenance. Therefore, managing human errors becomes a critical aspect of aviation maintenance. The existing literature has extensively analysed human errors. However, there is a gap in accurately identifying and prioritising critical human errors and effectively managing them to reduce incidents and accidents. This research work proposes a novel fuzzy approach for human error analysis using a hybrid FMEA with Fuzzy AHP-TOPSIS. We identified inadequate maintenance processes, attention/memory, inadequate documentation, inadequate supervision, judgement/decision-making, and knowledge/rule base as some of the critical human errors in aircraft maintenance. Based on these findings, we recommended practically implementable solutions at the organisational, workspace, and individual levels to mitigate human errors in aircraft maintenance

Implementing the reliability of data information in multi-criteria decision making process based on fuzzy topsis and fuzzy entropy

A multi-criteria decision-making process utilizes real-time data information, which is inherently uncertain and imprecise. To be relevant in the decision-making process, real-time data information must be reliable. Because fuzziness alone is insufficient to solve decision-making problems, measuring the information's reliability is critical. Z-number, which incorporates both restrictions and reliability in its definition is considered as a powerful tool to depict the imperfect information. In this paper, a new methodology is developed based on fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method and fuzzy entropy for solving the multi-criteria decision-making problems where the weight information for decision makers and criteria is incomplete. The evaluation of the information is represented in the form of linguistic terms and the following calculation is performed using Z-numbers. Fuzzy entropy is applied to determine the weights of the criteria and fuzzy TOPSIS is used to rank the alternatives. An empirical study of subjective well-being of working women is used to demonstrate the proposed methodology
