    This paper reviews and assesses the state of the data to describe and monitor mining trends in the pan-Arctic. It constructs a mining index and discusses its value as a social impact indicator and discusses drivers of change in Arctic mining. The widely available measures of mineral production and value are poor proxies for economic effects on Arctic communities. Trends in mining activity can be characterized as stasis or decline in mature regions of the Arctic, with strong growth in the frontier regions. World prices and the availability of large, undiscovered and untapped resources with favorable access and low political risk are the biggest drivers for Arctic mining, while climate change is a minor and locally variable factor. Historical data on mineral production and value is unavailable in electronic format for much of the Arctic, specifically Scandinavia and Russia; completing the historical record back to 1980 will require work with paper archives. The most critically needed improvement in data collection and reporting is to develop comparable measures of employment: the eight Arctic countries each use different definitions of employment, and different methodologies to collect the data. Furthermore, many countries do not report employment by county and industry, so the Arctic share of mining employment cannot be identified. More work needs to be done to develop indicator measures for ecosystem service flows. More work also needs to be done developing conceptual models of effects of mining activities on fate control, cultural continuity and ties to nature for local Arctic communities

    Wage Continuation During Sickness: Observations on Paid Sick Leave Provisions in Times of Crises

    [Excerpt] The economic costs of working while sick go far beyond increased health care costs due to treating a significantly higher number of people showing more severe signs of ill health. They also involve costs due to lower productivity and subsequent impacts on economic growth and development, in addition to collective costs of growing health and social inequalities. However, many aspects of social health protection including the role, patterns and costs of paid sick leave are misunderstood or underappreciated especially during times of economic crisis and recession. It is often said that paid sick leave schemes are open to abuse, especially if the benefit levels appear generous. This is undoubtedly a danger, and points to the need for strong administration. However, it is all too easy to overstate the case. ILO analyses of stimulus packages and policies addressing the crises reveal that cuts of social and health budgets are among the first national responses to recover the costs of bailing out those that have contributed to the crisis. Concerned are social health protection measures that provide access to health services and financial protection in case of sickness, such as paid sick leave. Limited evidence is available for governments, employers and workers’ unions on the consequences of gaps in providing for paid sick leave and costs of failing to address the needs of the vulnerable. Developing reliable internationally comparable data is constrained by the complex interplay of health and socio-economic conditions including regulations, labour market structure and vulnerability when taking up paid sick leave. Against this background, this paper seeks to focus on the existing national and international evidence and provides some insights into the concepts, patterns and affordability of paid sick leave in countries throughout the world. Further, it is argued that providing for sick leave and related income replacement is a key component of decent work and should be considered within national social protection floors

    Arctic air pollution: Challenges and opportunities for the next decade

    The Arctic is a sentinel of global change. This region is influenced by multiple physical and socio-economic drivers and feedbacks, impacting both the natural and human environment. Air pollution is one such driver that impacts Arctic climate change, ecosystems and health but significant uncertainties still surround quantification of these effects. Arctic air pollution includes harmful trace gases (e.g. tropospheric ozone) and particles (e.g. black carbon, sulphate) and toxic substances (e.g. polycyclic aromatic hydrocarbons) that can be transported to the Arctic from emission sources located far outside the region, or emitted within the Arctic from activities including shipping, power production, and other industrial activities. This paper qualitatively summarizes the complex science issues motivating the creation of a new international initiative, PACES (air Pollution in the Arctic: Climate, Environment and Societies). Approaches for coordinated, international and interdisciplinary research on this topic are described with the goal to improve predictive capability via new understanding about sources, processes, feedbacks and impacts of Arctic air pollution. Overarching research actions are outlined, in which we describe our recommendations for 1) the development of trans-disciplinary approaches combining social and economic research with investigation of the chemical and physical aspects of Arctic air pollution; 2) increasing the quality and quantity of observations in the Arctic using long-term monitoring and intensive field studies, both at the surface and throughout the troposphere; and 3) developing improved predictive capability across a range of spatial and temporal scales

    When minority labor migrants meet the Welfare State

    The lifecycle employment profiles of minority labor migrants who came to Norway in the early 1970s diverge significantly from those of native comparison persons. During the early years, employment in the migrant group was nearly complete and exceeded that of natives. But, about ten years upon arrival, immigrant employment started a sharp and steady decline, and by 2000 their employment rate was 50 percent, compared to 87 percent for the native comparison group. We find that immigrant employment is particularly sensitive to the business cycle, and that the economic downturns of the 1980s and 1990s accelerated their exit from the labor market. We trace part of the decline to the migrants initially being overrepresented in shrinking industries and occupations. But we also identify considerable disincentives embedded in the social security system that contribute to poor lifecycle employment performance of immigrants with many dependent family members

    As a part of the Joint Actions on Climate Change conference held on June 9th and 10th 2009 in the Aalborg Congress & Culture Centre, Denmark, the Danish iPOPY group organized a workshop on “Food service at events as a strategy for sustainable food consumption.” The workshop was part of the Conference’s fourth Theme, Governance & Climate Mitigation. The workshop was held on June 10th from 11.30-13.00 as part of the iPOPY project (innovative Public Organic food Procurement for Youth). The iPOPY-project (2007-2010) is one out of eight transnational pilot projects funded by the CORE Organic funding body network within the context of the European Research Area. The papers and the PowerPoint presentations from the event are presented in this publication along with the conclusions from the workshop.     How financial incentives induce disability insurance recipients to return to work

    Using a local randomized experiment that arises from a sharp discontinuity in Disability Insurance (DI) policy in Norway, we provide transparent and credible identification of how financial incentives induce DI recipients to return to work. We find that many DI recipients have considerable capacity to work that can be effectively induced by providing financial work incentives. We further show that providing work incentives to DI recipients may both increase their disposable income and reduce program costs. Our findings also suggest that targeted policies may be the most effective in encouraging DI recipients to return to work

    The impact of gambling advertising: Problem gamblers report stronger impacts on involvement, knowledge, and awareness than recreational gamblers.

    Although there is a general lack of empirical evidence that advertising influences gambling participation, the regulation of gambling advertising is hotly debated among academic researchers, treatment specialists, lobby groups, regulators, and policy makers. This study contributes to the ongoing debate by investigating perceived impacts of gambling advertising in a sample of gamblers drawn from the general population in Norway (n = 6,034). Three dimensions of advertising impacts were identified, representing perceived impacts on (a) gambling-related attitudes, interest, and behavior (‘Involvement’), (b) knowledge about gambling options and providers (‘Knowledge’), and (c) the degree to which people are aware of gambling advertising (‘Awareness’). Overall, impacts were strongest for the ‘Knowledge’ dimension, and, for all three dimensions, the impact increased with level of advertising exposure. Those identified as problem gamblers in the sample (n = 57) reported advertising impacts concerning ‘Involvement’ more than recreational gamblers, and this finding was not attributable to differences in advertising exposure. Additionally, younger gamblers reported stronger impacts on ‘Involvement’ and ‘Knowledge’ but were less likely to agree that they were aware of gambling advertising than older gamblers. Male gamblers were more likely than female gamblers to report stronger impacts on both ‘Involvement’ and ‘Knowledge’. These findings are discussed with regard to existing research on gambling advertising as well as their implications for future research and policy-making
