Social Media for Cities, Counties and Communities
Social media (i.e., Twitter, Facebook, Flickr, YouTube) and other tools and services with user- generated content have made a staggering amount of information (and misinformation) available. Some government officials seek to leverage these resources to improve services and communication with citizens, especially during crises and emergencies. Yet, the sheer volume of social data streams generates substantial noise that must be filtered. Potential exists to rapidly identify issues of concern for emergency management by detecting meaningful patterns or trends in the stream of messages and information flow. Similarly, monitoring these patterns and themes over time could provide officials with insights into the perceptions and mood of the community that cannot be collected through traditional methods (e.g., phone or mail surveys) due to their substantive costs, especially in light of reduced and shrinking budgets of governments at all levels. We conducted a pilot study in 2010 with government officials in Arlington, Virginia (and to a lesser extent representatives of groups from Alexandria and Fairfax, Virginia) with a view to contributing to a general understanding of the use of social media by government officials as well as community organizations, businesses and the public. We were especially interested in gaining greater insight into social media use in crisis situations (whether severe or fairly routine crises, such as traffic or weather disruptions)
An Ontology for Product-Service Systems
Industries are transforming their business strategy from a product-centric to a more service-centric nature by bundling products and services into integrated solutions to enhance the relationship between their customers. Since Product- Service Systems design research is currently at a rudimentary stage, the development of a robust ontology for this area would be helpful. The advantages of a standardized ontology are that it could help researchers and practitioners to communicate their views without ambiguity and thus encourage the conception and implementation of useful methods and tools. Extending OWL-S for the Composition of Web Services Generated With a Legacy Application Wrapper
Despite numerous efforts by various developers, web service composition is
still a difficult problem to tackle. Lot of progressive research has been made
on the development of suitable standards. These researches help to alleviate
and overcome some of the web services composition issues. However, the legacy
application wrappers generate nonstandard WSDL which hinder the progress.
Indeed, in addition to their lack of semantics, WSDLs have sometimes different
shapes because they are adapted to circumvent some technical implementation
aspect. In this paper, we propose a method for the semi automatic composition
of web services in the context of the NeuroLOG project. In this project the
reuse of processing tools relies on a legacy application wrapper called jGASW.
The paper describes the extensions to OWL-S in order to introduce and enable
the composition of web services generated using the jGASW wrapper and also to

Toward Self-Organising Service Communities
This paper discusses a framework in which catalog service communities are built, linked for interaction, and constantly monitored and adapted over time. A catalog service community (represented as a peer node in a peer-to-peer network) in our system can be viewed as domain specific data integration mediators representing the domain knowledge and the registry information. The query routing among communities is performed to identify a set of data sources that are relevant to answering a given query. The system monitors the interactions between the communities to discover patterns that may lead to restructuring of the network (e.g., irrelevant peers removed, new relationships created, etc.)
An Analysis of the Notion of Need for the Representation of Public Services
Many Public Administrations structure their services around the notion
of usersâ need. However, there is a gap between private, subjectively perceived
needs (self-attributed) and needs that are attributed by PA to citizens (heteroattributed).
Because of the gap, citizensâ needs are often only partially satisfied by
PAs services. This gap is in part due to the fact that the meaning of the word âneedâ
is ambiguous and full of antinomic nuances. The purpose of this paper is to formulate
a definition of âneedâ suitable for citizensâ needs management with respect to
PAâs services offering, and to provide an accurate ontological analysis of the notion
of âneedâ and the network of concepts that relate to it
