    Agile in Public Administration: Oxymoron or reality? An experience report

    In the last 10 years, Agile methods and practices have emerged as an alternative for software development. Different "flavors" of Agile have appeared ranging from project management to tests organization. These approaches have being gaining popularity and involve now a solid option for organizations developing software, but what about Public Administrations? Is Agile a suitable option for developing software in Public Administrations? Even if Public Administrations have been traditionally regarded as changeresistant, Agile approach can also provide them with the benefits of quick adaptation and frequent value delivery. This paper presents the results of two different projects, which use an Agile framework based on Scrum, developed by a Spanish Public Administration.     Estimating, planning and managing Agile Web development projects under a value-based perspective

    Context: The processes of estimating, planning and managing are crucial for software development projects, since the results must be related to several business strategies. The broad expansion of the Internet and the global and interconnected economy make Web development projects be often characterized by expressions like delivering as soon as possible, reducing time to market and adapting to undefined requirements. In this kind of environment, traditional methodologies based on predictive techniques sometimes do not offer very satisfactory results. The rise of Agile methodologies and practices has provided some useful tools that, combined with Web Engineering techniques, can help to establish a framework to estimate, manage and plan Web development projects. Objective: This paper presents a proposal for estimating, planning and managing Web projects, by combining some existing Agile techniques with Web Engineering principles, presenting them as an unified framework which uses the business value to guide the delivery of features. Method: The proposal is analyzed by means of a case study, including a real-life project, in order to obtain relevant conclusions. Results: The results achieved after using the framework in a development project are presented, including interesting results on project planning and estimation, as well as on team productivity throughout the project.     Agile Requirements Engineering: A systematic literature review

    Nowadays, Agile Software Development (ASD) is used to cope with increasing complexity in system development. Hybrid development models, with the integration of User-Centered Design (UCD), are applied with the aim to deliver competitive products with a suitable User Experience (UX). Therefore, stakeholder and user involvement during Requirements Engineering (RE) are essential in order to establish a collaborative environment with constant feedback loops. The aim of this study is to capture the current state of the art of the literature related to Agile RE with focus on stakeholder and user involvement. In particular, we investigate what approaches exist to involve stakeholder in the process, which methodologies are commonly used to present the user perspective and how requirements management is been carried out. We conduct a Systematic Literature Review (SLR) with an extensive quality assessment of the included studies. We identified 27 relevant papers. After analyzing them in detail, we derive deep insights to the following aspects of Agile RE: stakeholder and user involvement, data gathering, user perspective, integrated methodologies, shared understanding, artifacts, documentation and Non-Functional Requirements (NFR). Agile RE is a complex research field with cross-functional influences.     Cost Estimation Approach for Scrum Agile Software Process Model

    The software development in the industry is moving towards agile due to the advantages provided by the agile development process. Main advantages of agile software development process are: delivering high quality software in shorter intervals and embracing change. Testing is a vital activity in software development process model, for delivering a high quality software product. Often testing accounts for more project effort and time than any other software development activities. The software testing cost estimation is one of the most important managerial activities related to resource allocation, project planning and to control overall cost of the software development. Several models have been proposed by various authors to address the issue of effort and cost estimation. Most of the models are directly or indirectly depend on the source code of the software product. But, majority of the testing in software organizations is done in black-box environment, where the source code of the software is not available to the testing teams. In this paper, an alternative approach to software testing cost estimation for scrum agile software process model, by considering various testing activities involved in black-box testing environment is presented. The proposed approach is applied on four real world case studies and found that this approach provides more accurate estimation of the testing effort and cost, and helps the software managers in controlling the overrun of the project schedules and project costs

    SCRUM-PSP: Embracing Process Agility and Discipline

    Abstract—With the research and debates on software process, the mainstream software processes can be grouped into two categories, the plan-driven (disciplined) processes and the agile processes. In terms of the classification, personal software process (PSP) is a typical plan-driven process while SCRUM is an agile-style instance. Although they are distinct from each other per se, our research found that PSP and SCRUM may also complement each other when SCRUM provides an agile process management framework, and PSP provides the skills and disciplines that a qualified team member needs to estimate, plan and manage his/her job. This paper proposes an integrated process model, SCRUM-PSP, which combines the strengths of each. We also verified that this integrated process by adopting it into a real project environment where typical agile processes are favored, i.e. change-prone requirements, rapid development, fast delivery, etc. As a result, manageability and predictability which traditional plan-driven processes usually benefit can also be achieved.     An integrated approach for requirement selection and scheduling in software release planning

    It is essential for product software companies to decide which requirements should be included in the next release and to make an appropriate time plan of the development project. Compared to the extensive research done on requirement selection, very little research has been performed on time scheduling. In this paper, we introduce two integer linear programming models that integrate time scheduling into software release planning. Given the resource and precedence constraints, our first model provides a schedule for developing the requirements such that the project duration is minimized. Our second model combines requirement selection and scheduling, so that it not only maximizes revenues but also simultaneously calculates an on-time-delivery project schedule. Since requirement dependencies are essential for scheduling the development process, we present a more detailed analysis of these dependencies. Furthermore, we present two mechanisms that facilitate dynamic adaptation for over-estimation or under-estimation of revenues or processing time, one of which includes the Scrum methodology. Finally, several simulations based on real-life data are performed. The results of these simulations indicate that requirement dependency can significantly influence the requirement selection and the corresponding project plan. Moreover, the model for combined requirement selection and scheduling outperforms the sequential selection and scheduling approach in terms of efficiency and on-time delivery. \u

    Catching up with Method and Process Practice: An Industry-Informed Baseline for Researchers

    Software development methods are usually not applied by the book.companies are under pressure to continuously deploy software products that meet market needs and stakeholders\u27 requests. To implement efficient and effective development processes, companies utilize multiple frameworks, methods and practices, and combine these into hybrid methods. A common combination contains a rich management framework to organize and steer projects complemented with a number of smaller practices providing the development teams with tools to complete their tasks. In this paper, based on 732 data points collected through an international survey, we study the software development process use in practice. Our results show that 76.8% of the companies implement hybrid methods.company size as well as the strategy in devising and evolving hybrid methods affect the suitability of the chosen process to reach company or project goals. Our findings show that companies that combine planned improvement programs with process evolution can increase their process\u27 suitability by up to 5%
