    The Reinhard Mohn Prize 2018 “Living Diversity – Shaping Society” focuses on diversity in German society, that is the plurality of cultural, religious and linguistic identities found among the people who live in the country. With this focus, the RMP 2018 highlights a variety of successful strategies for living peacefully in diversity. In historical terms, cultural diversity is nothing new or unique for Germany.     This report sheds light on the fundamental questions and underlying tensions between current policy objectives, compliance strategies and global trends in online personal data processing, assessing the existing and future framework in terms of effective regulation and public policy. Based on the discussions among the members of the CEPS Digital Forum and independent research carried out by the rapporteurs, policy conclusions are derived with the aim of making EU data protection policy more fit for purpose in today’s online technological context.     FrAmework for Multi-Agency Environments (FAME) : Final Report of the Learning & Evaluation Strand

    Framework for Multi-agency Environments (FAME) was one of the Local Government On-Line funded National Projects sponsored by the Office of the Deputy Prime Minister (ODPM). Within FAME there were six local projects (known as strands) led by English local authorities in partnership with service providers. Each strand aimed to improve a particular set of services (for example, to vulnerable older people or disabled children) through effective and appropriate exchange of information. These local projects worked with IT suppliers (known as technology partners) to produce a technical system to facilitate the exchange and management of client / patient information across agency boundaries. Not all the outputs of FAME were in the form of IT systems. Improvements to business processes and information sharing practices were also expected. Newcastle University led two further strands, the Generic Framework and Learning & Evaluation. The Generic Framework identifies and describes nine building blocks that are essential to effective multi-agency working. The FAME website http://www.fame-uk.org contains details of these building blocks, together with a ‘how to’ guide and a toolkit to support local authorities and their partners in assessing their ‘readiness’ for multi-agency working. This is the report of the Learning & Evaluation strand. The Learning & Evaluation team worked closely with the local FAME project teams, who were supportive of our work and generous with their time. Throughout the project we reported back to the local teams both individually and collectively. Evaluation was thoroughgoing and critical, not an exercise in public relations or advocacy. It is important to stress that learning is likely to be gained from what did not work as well as from what did. Problems and setbacks, as well as successes, are therefore documented and analysed in the report

    Circular economy in Poland : main achievements and future prospects

    Circular economy (CE) is a new development strategy adopted by the European Union (EU) authorities in 2014, aiming to boost global competitiveness, foster sustainable economic growth, and generate new jobs. The CE approach maintains the added value in products for as long as possible and eliminates waste; moreover, it implies totally systemic change and innovation not only in technologies, but also in organization, society, finance methods, and policies. Such an approach 1leads to a new model of production and consumption and a new relationship between stakeholders at the local, regional, national, and EU levels. The first consideration of CE priorities in Poland started in 2016 when the Inter-ministerial Committee for Circular Economy was established. Representatives from nine ministries became committee members, and the chief document they prepared was the Roadmap for Circular Economy Transition. The document proposed an action plan for CE implementation and focused on increasing resource efficiency and waste reduction in Poland. Prepared with the active involvement of all possible stakeholders—businesses, NGOs, the academic and research community, and local and regional authorities—the Roadmap can be seen as a quick and effective guide. In addition to national government initiatives, there were numerous attempts to implement CE principles at the local and regional levels. The main goal of the current research was to examine the effectiveness of such national, regional, local, and business CE projects for influencing Poland’s CE transition during the past three years. This study reviews the main policy documents, reports, and expertise of national, international, regional, and local organizations and NGOs involved with CE in Poland. The research is also supported by a review of the relevant academic literature. As a result, it was possible to estimate the current level of achievement, as well as future prospects for CE in Poland. Moreover, this research identifies potential opportunities for updating existing planning policies and tools related to CE-based development in Poland

    New Models of Technology Assessment for Development

    This report explores the role that ‘new models’ of technology assessment can play in improving the lives of poor and vulnerable populations in the developing world. The ‘new models’ addressed here combine citizen and decision-maker participation with technical expertise. They are virtual and networked rather than being based in a single office of technology assessment (as was the case in the United States in the 1970s-90s). They are flexible enough to address issues across disciplines and are increasingly transnational or global in their reach and scope. The report argues that these new models of technology assessment can make a vital contribution to informing policies and strategies around innovation, particularly in developing regions. They are most beneficial if they enable the broadening out of inputs to technology assessment, and the opening up of political debate around possible directions of technological change and their interactions with social and environmental systems. Beyond the process of technology assessment itself, the report argues that governance systems within which these processes are embedded play an important role in determining the impact and effectiveness of technology assessment. Finally, the report argues for training and capacity-building in technology assessment methodologies in developing countries, and support for internationally co-ordinated technology assessment efforts to address global and regional development challenges
