    Design of the shared Environmental Information System (SEIS) and development of a web-based GIS interface

    Chapter 5The Shared Environmental Information System (SEIS) is a collaborative initiative of the European Commission (EC) and the European Environment Agency (EEA) aimed to establish an integrated and shared EU-wide environmental information system together with the Member States. SEIS presents the European vision on environmental information interoperability. It is a set of high-level principles & workflow-processes that organize the collection, exchange, and use of environmental data & information aimed to: • Modernise the way in which information required by environmental legislation is made available to member states or EC instruments; • Streamline reporting processes and repeal overlaps or obsolete reporting obligations; • Stimulate similar developments at international conventions; • Standardise according to INSPIRE when possible; and • Introduce the SDI (spatial database infrastructure) principle EU-wide. SEIS is a system and workflow of operations that offers technical capabilities geared to meet concept expectations. In that respect, SEIS shows the way and sets up the workflow effectively in a standardise way (e.g, INSPIRE) to: • Collect Data from Spatial Databases, in situ sensors, statistical databases, earth observation readings (e.g., EOS, GMES), marine observation using standard data transfer protocols (ODBC, SOS, ft p, etc). • Harmonise collected data (including data check/data integrity) according to best practices proven to perform well, according to the INSPIRE Directive 2007/2/EC (1) Annexes I: II: III: plus INSPIRE Implementation Rules for data not specified in above mentioned Annexes. • Harmonise collected data according to WISE (Water Information System from Europe) or Ozone-web. • Process, aggregate harmonise data so to extract information in a format understandable by wider audiences (e.g., Eurostat, enviro-indicators). • Document information to fulfi l national reporting obligations towards EU bodies (e.g., the JRC, EEA, DGENV, Eurostat) • Store and publish information for authorised end-users (e.g., citizens, institutions). This paper presents the development and integration of the SEIS-Malta Geoportal. The first section outlines EU Regulations on INSPIRE and Aarhus Directives.     Evaluating Focused Retrieval Tasks

    International audienceFocused retrieval, identified by question answering, passage retrieval, and XML element retrieval, is becoming increasingly important within the broad task of information retrieval. In this paper, we present a taxonomy of text retrieval tasks based on the structure of the answers required by a task. Of particular importance are the in context tasks of focused retrieval, where not only relevant documents should be retrieved but also relevant information within each document should be correctly identified. Answers containing relevant information could be, for example, best entry points, or non-overlapping passages or elements. Our main research question is: How should the effectiveness of focused retrieval be evaluated? We propose an evaluation framework where different aspects of the in context focused retrieval tasks can be consistently evaluated and compared, and use fidelity tests on simulated runs to show what is measured. Results from our fidelity experiments demonstrate the usefulness of the proposed evaluation framework, and show its ability to measure different aspects and model different evaluation assumptions of focused retrieval

    Development of a user-friendly, low-cost home energy monitoring and recording system

    This paper reports research undertaken to develop a user-friendly home energy monitoring system which is capable of collecting, processing and displaying detailed usage data. The system allows users to monitor power usage and switch their electronic appliances remotely, using any web enabled device, including computers, phones and tablets. The system aims to raise awareness of consumer energy use by gathering data about usage habits, and displaying this information to support consumers when selecting energy tariffs or new appliances. To achieve these aims, bespoke electrical hardware, or ‘nodes’, have been designed and built to monitor power usage, switch devices on and off, and communicate via a Wi-Fi connection, with bespoke software, the ‘server’. The server hosts a webpage which allows users to see a real-time overview of how power is being used in the home as well as allowing scheduled tasks and triggered tasks (which respond to events) to be programmed. The system takes advantage of well standardised networking specifications, such as Wi-Fi and TCP, allowing access from within the home, or remotely through the internet. The server runs under Debian Linux on a Raspberry Pi computer and is written in Python, HTML and JavaScript. The server includes advanced functionality, such as device recognition which allows users to individually monitor several devices that share a single node.     Bioinformatics tools for crop research and breeding

    Crop improvement has always been, but will be even more so in the twenty-first century, an information intensive process. For effective and efficient improvement, a range of activities from molecular biology to genetics to indirect selection must now be involved. The rate of progress made by any breeding programme depends as much on the efficient integration of information from these activities as it does on the activities themselves. Plant breeders are now realizing the importance of innovative approaches that include the use of a range of molecular methods and their outputs, and the possibilities of transferring this information from model species to cultivated crops. The use of these high throughput methods in model crops has already generated a large amount of public resources such as databases containing genetic resource, genomic and genetic information; tools for the effective analysis, data mining and visualization of such information; and semantic web resources for data integration. In this chapter, we highlight the role and contributions of bioinformatics to crop research and breeding by focusing on the bioinformatics resources that are available for crop science research and breeding, and indicating gaps that need to be bridged that will allow scientists to access, transfer and integrate data with eas

    Towards an Open Grapevine Information System

    Viticulture, like other fields of agriculture, is currently facing important challenges that will be addressed only through sustained, dedicated and coordinated research. Although the methods used in biology have evolved tremendously in recent years and now involve the routine production of large data sets of varied nature, in many domains of study, including grapevine research, there is a need to improve the findability, accessibility, interoperability and reusability (FAIR-ness) of these data. Considering the heterogeneous nature of the data produced, the transnational nature of the scientific community and the experience gained elsewhere, we have formed an open working group, in the framework of the International Grapevine Genome Program (www.vitaceae.org), to construct a coordinated federation of information systems holding grapevine data distributed around the world, providing an integrated set of interfaces supporting advanced data modeling, rich semantic integration and the next generation of data mining tools. To achieve this goal, it will be critical to develop, implement and adopt appropriate standards for data annotation and formatting. The development of this system, the GrapeIS, linking genotypes to phenotypes, and scientific research to agronomical and oeneological data, should provide new insights into grape biology, and allow the development of new varieties to meet the challenges of biotic and abiotic stress, environmental change, and consumer demand

    Business intelligence and analytics (BI&A) initiatives are helping countless organizations harness and interpret the vast amount of information available in the world today. The explosion of BI&A in industry has fueled the high demand for knowledge workers with advanced analytical skills. The purpose of this paper is to introduce a data visualization project tutorial for Information Systems (IS) education. The applied BI&A tutorial was designed to help students learn how to create and analyze a heat map using SQL Server Data Tools (SSDT) and SQL Server Reporting Services (SSRS). Students learn how to make decisions based on large amounts of data by presenting it in visual form. This tutorial exposes students to the decision-making power derived from data visualization. Utilizing the 5E Instructional Model, the tutorial assists in the development of BI&A professionals who can quickly make sense of mass amounts of data, identify trends buried within data sets, and are skilled in making sound decisions that add value to organizations

    Electrical distribution businesses in Finland are regional monopolies that are regulated by the Energy Authority. Regulation is carried out by requiring Distribution System Operators (DSO) to send annual reports regarding their electrical distribution networks to the Energy Authority. Among other details, DSOs must report all of their owned network assets. The regulation model is evolving, and reporting requirements laid out by the Energy Authority are under constant change. In the recent years, the required data for the annual reports has been increasingly more detailed. Information systems used by the DSOs can be utilized to assist in reporting. The most recent reporting requirements came into effect in 2016. Network assets that were previously disregarded in the requirements were added to the mandatory reports. As a result, DSOs need to digitize their networks in more detail, which presents a need to develop information systems further. In this thesis, a multitude of solutions to improve network asset reporting capabilities were designed and implemented to ABB MicroSCADA Pro DMS600 (DMS600), an information system for DSOs. The solutions were introduced in the main DMS600 software, created as additional tools or implemented directly in the system's report definitions. As a result, the developed solutions enabled DMS600 customers to digitize and report network assets that were added in the latest update to the reporting requirements. However, it was also noted that many DSOs have not digitized enough information about their network assets, making it difficult to gather report data. In the future, network asset reporting of DMS600 could be developed to be more streamlined by automating more steps of the process. In a broader sense, DMS600 could be developed in a more data-driven direction, which would give DSOs more tools to plan and operate their networks
