    Performance Measures to Assess Resiliency and Efficiency of Transit Systems

    Transit agencies are interested in assessing the short-, mid-, and long-term performance of infrastructure with the objective of enhancing resiliency and efficiency. This report addresses three distinct aspects of New Jersey’s Transit System: 1) resiliency of bridge infrastructure, 2) resiliency of public transit systems, and 3) efficiency of transit systems with an emphasis on paratransit service. This project proposed a conceptual framework to assess the performance and resiliency for bridge structures in a transit network before and after disasters utilizing structural health monitoring (SHM), finite element (FE) modeling and remote sensing using Interferometric Synthetic Aperture Radar (InSAR).     How to monitor sustainable mobility in cities? Literature review in the frame of creating a set of sustainable mobility indicators

    The role of sustainable mobility and its impact on society and the environment is evident and recognized worldwide. Nevertheless, although there is a growing number of measures and projects that deal with sustainable mobility issues, it is not so easy to compare their results and, so far, there is no globally applicable set of tools and indicators that ensure holistic evaluation and facilitate replicability of the best practices. In this paper, based on the extensive literature review, we give a systematic overview of relevant and scientifically sound indicators that cover different aspects of sustainable mobility that are applicable in different social and economic contexts around the world. Overall, 22 sustainable mobility indicators have been selected and an overview of the applied measures described across the literature review has been presented

    Estimation of indirect cost and evaluation of protective measures for infrastructure vulnerability: A case study on the transalpine transport corridor

    Infrastructure vulnerability is a topic of rising interest in the scientific literature for both the general increase of unexpected events and the strategic importance of certain links. Protective investments are extremely costly and risks are distributed in space and time which poses important decision problems to the public sector decision makers. In an economic prospective, the evaluation of infrastructure vulnerability is oriented on the estimation of direct and indirect costs of hazards. Although the estimation of direct costs is straightforward, the evaluation of indirect cost involves factors non-directly observable making the approximation a difficult issue. This paper provides an estimate of the indirect costs caused by a two weeks closure of the north-south Gotthard road corridor, one of the most important infrastructure links in Europe, and implements a cost-benefit analysis tool that allows the evaluation of measures ensuring a full protection along the corridor. The identification of the indirect cost relies on the generalized cost estimation, which parameters come from two stated preference experiments, the first based on actual condition whereas the second assumes a road closure. The procedure outlined in this paper proposes a methodology aimed to identify and quantify the economic vulnerability associated with a road transport infrastructure and, to evaluate the economic and social efficiency of a vulnerability reduction by the consideration of protective measures.infrastructure vulnerability, choice experiment, cost-benefit analysis, freight transport

    Enhanced Accessibility for People with Disabilities Living in Urban Areas

    [Excerpt] People with disabilities constitute a significant proportion of the poor in developing countries. If internationally agreed targets on reducing poverty are to be reached, it is critical that specific measures be taken to reduce the societal discrimination and isolation that people with disabilities continue to face. Transport is an important enabler of strategies to fight poverty through enhancing access to education, employment, and social services. This project aims to further the understanding of the mobility and access issues experienced by people with disabilities in developing countries, and to identify specific steps that can be taken to start addressing problems. A major objective of the project is to compile a compendium of guidelines that can be used by government authorities, advocacy groups, and donor/loan agencies to improve the access of people with disabilities to transport and other services in urban areas

    Cross-border critical transportation infrastructure: a multi-level index for resilience assessment

    Today, more than ever before, our society depends on interdependent infrastructure systems, such as transportation, energy, water, and telecommunications networks. These systems are often considered critical because they are necessary for the organization, functionality, and stability of a modern industrialized country. However, these infrastructures are vulnerable to accidents, malicious failures, and disruptions that could generate consequences impacting on the economy, health, safety, and welfare of the citizens of a country or of several neighboring countries. The disruption of critical cross-border transportation infrastructure, road or rail, as a result of a major event can affect the area where the event occurs and a wider area. Depending on the type and duration of an event, which can be natural or anthropogenic in origin, it is possible to estimate the impacts on the mobility of people and goods in terms of delays (alternative routes), increased traffic (congestion), and a potential increase in accidents. For instance, in 2019 there was an accident in Rastatt (Germany) that affected rail traffic on the Karlsruhe-Basel line of the Rhine-Alpine corridor in Europe. The rail line was disrupted for more than 50 days, causing disservices and about 2 billion Euro in economic losses in Germany, Switzerland, and Italy. The extended disruption of road and rail sections can have consequences (impacts) not only on the transport system but also on the socio-economic system in a macro-regional context. The research is part of the SICt project - Resilience of Critical Cross-Border Infrastructure developed in the Interreg VA Italy-Switzerland Programme 2014-2020. The work aims to define a RI - Resilience Index for the road and rail transport network falling within the study area. The RI index describes the capability of each network element (i-th link) to cope with a relevant event. The formulation of the index involves the calculation of three independent indicators: i) RIRM - Rescue Management related to the resources that can be activated and used to cope with an event; ii) RIPP - Plans & Management related to the speed with which the necessary resources can be activated and in fact, considers management aspects such as the presence of plans and procedures; iii) RIRN - Network & Traffic related to the robustness of the elements of the transport network. This work aims to present the proposed model and its application to the project area that includes the Lombardy Region (Italy) and the Canton Ticino (Switzerland) within the SICt Project

    The material in this Working Paper was generated as input to DETR's Guidance on the Methodology for Multi Modal Studies (GOMMMS). DETR subsequently decided only to provide summary information on transport policy measures, and to leave the consultants involved in individual multi modal studies to make their own assessment of individual policy measures in the context of specific study areas. It has been decided to make this fuller document available as a reference source. The purpose of the review of policy measures was to provide summary information on the range of policy measures available, experience of their use and, based on past studies, their potential contribution to the range of policy objectives specified for GOMMMS. The review was based on an earlier one included in the Institution of Highways and Transportation's Guidelines on Developing Urban Transport Strategies (1996). This material was updated using references published since 1996 and expanded to cover policy measures relevant in inter-urban areas. It had been intended to circulate it for comment before publishing a revised version. However, DETR decided to use an abridged version before this consultation was complete. It should be borne in mind that this document has not, therefore, undergone the peer assessment which had been intended. To avoid unnecessary further work, the material is presented as it had been drafted for the GOMMMS Guidance document. The only modifications have been to change the chapter and paragraph numbers, and to remove the cross references to other parts of the Guidance document

    The theoretical foundations of the behavioral impedance domain are based on (1) a meta-model composed of analytical and mathematical approaches and (2) a taxonomy on the constraints involved in the decision-making process of a pedestrian during the route selection. The goal of this technical report is to present the mathematical model of the behavioral impedance domain. The partial least squares approach has been used to validate the meta-model analytical approach and develop the proposed mathematical model.     Housing and Mobility Toolkit for San Mateo County

    Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. A lack of access to quality affordable housing in the County and the entire Bay Area along with limited transportation options means that an increased number of employees drive in and out of the County every workday. The resultant congestion, gridlock, and long commutes along with other negative environmental, social, and economic impacts create a major concern for communities in the County and beyond. Clearly, this problem has two distinct but interrelated dimensions: housing development and transportation planning. A select group of Mineta Transportation Institute (MTI) Research Associates worked closely with representatives from the San Mateo County Home for All initiative to help address this challenge by developing a toolkit of successful case studies with a holistic approach to housing development and transportation planning
