    Insourcing a government information system: a case study from Malaysia.

    Insourcing, outsourcing and co-sourcing are three approaches to procuring an information system. This research contributes to the body of knowledge on insourcing an information system; exploring and discussing the enabling and inhibiting factors of the insourcing of an information system in selected government agencies in Malaysia. This study was undertaken in response to a paucity of similar projects and a limited literature focused on developing countries. It considers the post outsourcing context following the decision to insource a major Malaysian Government Information System in 2011. A qualitative research method was used to obtain empirical evidence from selected government agencies through 69 semi-structured interviews in two data collection periods: 2013-2014 and 2015. Interviews were conducted with civil servants at all levels, from senior management to clerical staff, including users of the government information system. By using coding principles from grounded theory to analyse the data, seven exciters and six inhibitors of insourcing a government information system were identified and mapped in the analytical framework. Further, this is the first research to use an enhanced model, devised by combining the OPTIMISM model and two distinct theoretical traditions: institutional theory and the capability approach; in order to analyse the insourcing of government information system adoption. The enhanced model was created by mapping the OPTIMISM model (that has a set of dimensions) to an analytical framework comprising the capability approach, institutional theory and technology (ICTs). The main research contribution of this thesis is in the area of capacity building of the internal development team. The increased budget for training, the selection of appropriate training providers and knowledge sharing among experienced and novice developers all contribute to building capacity in the internal development team; and consequently help to improve the quality of the system which will improve service delivery to the general public. The approach and findings of this study contribute to the body of knowledge and understanding of the subject in government information system development and implementation, and can also be applied to improving the quality of service delivery. While this study has focused on government information systems, the wider area of eGovernment, and applications serving the needs of the general public, is equally important, and therefore the researcher suggests that insourcing eGovernment applications would also assist in the capacity building of internal IT staff

    Strategies Information and Communication Technology Managers Use to Build Employee Competencies

    The World Economic Forum (WEF) found that Botswana\u27s information and communication technology (ICT) networked readiness index (NRI) had declined from position 89 in 2012 to 104 in 2015. A decline in Botswana\u27s ICT NRI resulted in a modest gross domestic product (GDP) growth increasing from 4.2% in 2012 to 5.0% in 2015. The purpose of this qualitative multiple case study was to explore strategies ICT service provider managers use to build employee competencies to address ICT infrastructure performance deficiencies. The target population for this study consisted of over 120 managers from 2 ICT service providers located in Gaborone and Francistown in Botswana. The conceptual framework for this study was information technology (IT) competency model. Face-to-face interviews with 15 managers and a review of 12 company documents were gathered and all interpretations from the data were subjected to member checking to ensure the trustworthiness of the study findings. The thematic analyses of participants\u27 interviews and company documents resulted in the emergence of 3 common themes: developing professional employee competencies through training, promoting knowledge acquisition and skills transfer, and developing budgets for funding the development of employee competencies. Participants cited training and professional development as a reason for ICT infrastructure performance deficiencies. Social implications from this study include developing strategies business managers can use to build employee competencies to improve ICT infrastructure performance, which could result in improved services to citizens and enhanced national development, social transformation, and economic diversification

    Resigned robots and aspiring artisans: a conceptualisation of the IT service support worker

    In the last two decades the IT service support worker has emerged to be a worker-type of considerable socio-economic importance. Such workers are symbolic of the trends towards the importance of information/knowledge and information technology within modern economic/political systems. Such systems, heavily influenced by governmental bodies and business organisations, have aggrandised the use of rationalising customer-centric management techniques. And yet such symbolic workers are largely hidden and unacknowledged as a specific type of worker in the business literature. This thesis represents an attempt to conceptualise the IT service support worker as a worker-type, inducing a conceptual model that identifies three aspects to the worker: information systems worker; knowledge worker and service worker and considers them from each of these perspectives. This qualitative research draws on a rich mix of observational and interview data collected across five UK organisations to produce a narrative that suggests that, for different IT service support workers, those different aspects tend to be variably emphasised within their team roles. The study additionally offers a theoretical conclusion that IT service support workers might reasonably be divided into different classes depending upon not only the design of their team role but also their individual career orientations and the nature of the knowledge they actually use in their work. Four such classes are identified as being of particular significance and these are evocatively named: Resigned Robots ; Constrained Careerists ; Establishment Experts and Aspiring Artisans . Whilst being outside of the scope of this study, it is suggested that this novel typology might also be useful for classifying other worker groupings. The study is intended to be useful for the enhancement of IT service management practice and makes several contributions in this regard. These include the need for managers to recognise the importance of experientially-acquired knowledge for efficiency in IT service support work and a suggestion that managers might tailor HRM practices for different classes of worker

    Proceedings TLAD 2012:10th International Workshop on the Teaching, Learning and Assessment of Databases

    This is the tenth in the series of highly successful international workshops on the Teaching, Learning and Assessment of Databases (TLAD 2012). TLAD 2012 is held on the 9th July at the University of Hertfordshire and hopes to be just as successful as its predecessors. The teaching of databases is central to all Computing Science, Software Engineering, Information Systems and Information Technology courses, and this year, the workshop aims to continue the tradition of bringing together both database teachers and researchers, in order to share good learning, teaching and assessment practice and experience, and further the growing community amongst database academics. As well as attracting academics and teachers from the UK community, the workshop has also been successful in attracting academics from the wider international community, through serving on the programme committee, and attending and presenting papers. Due to the healthy number of high quality submissions this year, the workshop will present eight peer reviewed papers. Of these, six will be presented as full papers and two as short papers. These papers cover a number of themes, including: the teaching of data mining and data warehousing, SQL and NoSQL, databases at school, and database curricula themselves. The final paper will give a timely ten-year review of TLAD workshops, and it is expected that these papers will lead to a stimulating closing discussion, which will continue beyond the workshop. We also look forward to a keynote presentation by Karen Fraser, who has contributed to many TLAD workshops as the HEA organizer. Titled “An Effective Higher Education Academy”, the keynote will discuss the Academy’s plans for the future and outline how participants can get involved

    e-Skills: The International dimension and the Impact of Globalisation - Final Report 2014

    In today’s increasingly knowledge-based economies, new information and communication technologies are a key engine for growth fuelled by the innovative ideas of highly - skilled workers. However, obtaining adequate quantities of employees with the necessary e-skills is a challenge. This is a growing international problem with many countries having an insufficient numbers of workers with the right e-Skills. For example: Australia: “Even though there’s 10,000 jobs a year created in IT, there are only 4500 students studying IT at university, and not all of them graduate” (Talevski and Osman, 2013). Brazil: “Brazil’s ICT sector requires about 78,000 [new] people by 2014. But, according to Brasscom, there are only 33,000 youths studying ICT related courses in the country” (Ammachchi, 2012). Canada: “It is widely acknowledged that it is becoming inc reasingly difficult to recruit for a variety of critical ICT occupations –from entry level to seasoned” (Ticoll and Nordicity, 2012). Europe: It is estimated that there will be an e-skills gap within Europe of up to 900,000 (main forecast scenario) ICT pr actitioners by 2020” (Empirica, 2014). Japan: It is reported that 80% of IT and user companies report an e-skills shortage (IPA, IT HR White Paper, 2013) United States: “Unlike the fiscal cliff where we are still peering over the edge, we careened over the “IT Skills Cliff” some years ago as our economy digitalized, mobilized and further “technologized”, and our IT skilled labour supply failed to keep up” (Miano, 2013)

    Quality management in healthcare: challenging healthcare-associated infections

    ABSTRAC - Healthcare-associated infections (HAI) are a worldwide problem with devastating effects, with both economic and public health impacts in the medium and long term, and its high prevalence and incidence rates contributing strongly for mortality and morbidity rates. A study was performed with the main objective to analyse HAI prevention and control systems, to identify what are the barriers for Structures, Processes and Results at hospital level and to determine how quality management models and tools can help to improve of these systems. An exhaustive literature review related with HAI prevention and control issues and quality management in healthcare issues was accomplished and, from this, several international projects to promote HAI prevention and control systems were identified, as well as a set of barriers at international level. A multi-case study was also performed, aiming to analyse HAI prevention and control systems from three hospitals with different quality management models. From this study barriers were identified, as well as management tools used to promote HAI prevention and control system, best practices and improvement suggestions. As the main result a HAI prevention and control management system model was developed, based on ISO 9001 model and supported in the process-approach model, incorporating all the suggestions obtained from the literature review and from the multi-case study. This study also provides an extensive analysis on HAI prevention and control management issues and on quality management issues, at national and international level. The result is innovative and highlights several possibilities of improvement as well as valuable information to health authorities.Resumo As infeções associadas aos cuidados de Saúde (IACS) são considerados atualmente um problema mundial com efeitos devastadores, quer ao nível económico quer ao nível da saúde pública a curto e a longo prazo, cujas taxas de prevalência e incidência estão a dar um forte contributo nas taxas de mortalidade em morbilidade. Foi realizado um estudo com o objectivo de analisar os sistemas de prevenção e controlo das IACS, quais as barreiras identificadas para as Estruturas, Processos e Resultados, ao nível hospitalar e como os modelos e ferramentas de gestão da qualidade poderão promover a melhoria destes sistemas. Foi efetuada uma revisão exaustiva da literatura sobre os sistemas de gestão de IACS e sobre os modelos de gestão da qualidade aplicados à saúde e foram identificados diversos projetos internacionais assim como diversas barreiras identificadas a nível internacional. No sentido de melhor entender a realidade nacional foi efetuado um estudo multi-caso para analisar os sistemas de gestão da prevenção e controlo das IACS de três hospitais com modelos de gestão da qualidade diferentes. Com este estudo conseguiu-se identificar as barreiras, as ferramentas de gestão da qualidade e as melhores práticas utilizadas para promover a efetividade dos sistemas prevenção e controlo de IACS assim como sugestões de melhoria. Como resultado foi desenvolvido um modelo de gestão da prevenção e controlo das IACS, suportado no modelo da ISO 9001 e no modelo de abordagem por processos, onde foram incorporadas as sugestões, as melhores práticas identificadas na literatura e no estudo multicaso. Este estudo proporciona também uma análise exaustiva de questões relacionadas com a gestão dos sistemas de prevenção e controlo da infeção e questões relacionadas com a gestão da qualidade na saúde, ao nível nacional e internacional. O resultado, que poderá ser analisado como uma plataforma para futuros trabalhos nesta área, é inovador e assinala possibilidades de melhoria assim como informação de relevo para as autoridades de saúde
